Regulators can proactively promote clean energy by establishing market approaches and price signals that account for environmental costs, and by maintaining an open regulatory process that engages with civil society. However, regulators face constraints from a changing policy environment and must balance promoting clean energy with other priorities. Public input can help regulators navigate these challenges and best advance clean energy goals.
