Suffrage is the right to vote of qualified citizens in elections and public questions. It is a political right, not a natural right, granted upon fulfilling minimum conditions. Suffrage may be exercised by Filipino citizens at least 18 years old who have resided in the Philippines for at least one year and in their voting place for at least six months prior. Congress provides for absentee voting and procedures for disabled and illiterate voters.
