Delphi Mexico was spending over $20 million annually on electricity from the state-owned monopoly CFE, with rates increasing 7% per year. To secure a reliable green energy supply at lower cost without capital expenditure, Delphi discovered it could purchase power from a private generator under self-supply legislation by purchasing generator company shares. This led to a 15-year, $300 million wind farm agreement covering 80% of Delphi Mexico's consumption at 15% below CFE rates in USD with no capital costs for Delphi. The wind farm began production in November 2014.
