State actors are joining forces with cyber criminals, sharing advanced tools and infrastructure. This allows criminal groups to operate with nation-state capabilities while states gain access to large botnets. There have been documented cases of government and military computers being sold on underground forums. A new defense doctrine is needed to counter nation-states using cyber criminals and their botnets for intelligence gathering and geopolitical goals.
