It explains that structures are the basic components of an organization and processes are how the system behaves. Repeated processes can modify structures over time and alter the organization's behavior. Both internal structures/processes and external environmental factors influence the system. The most powerful structure is culture, which can govern the entire system. Therefore, to create change, an organization needs to modify its structures, but the culture must also be aligned. In other words, to improve performance, the organization must build new structures that are compatible with its culture.
