Wisconsin is the only Great Lakes state with statewide numeric water quality standards for phosphorus. In the Fox-Wolf basin, where phosphorus pollution is a major issue, there are projects underway to meet those standards through the innovative strategies of water quality trading and Wisconsin’s “adaptive management option” This workshop will illustrate each strategy through case studies and a discussion of their similarities and differences. This presentation was given by Victoria Pebbles, Program Director, Great Lakes Commission.

Software Estimation : What is An Estimate ?Wildan Maulana
The document discusses software estimation and defines key terms. It defines an estimate as a tentative evaluation or rough calculation. An estimate is a preliminary calculation of a project's cost or a judgment based on impressions. A target is a statement of a desirable business objective with a defined deadline, while a commitment is a promise to deliver specific functionality by a certain date. The document advises treating estimation as an unbiased process while planning should seek to achieve goals.
To restore Lake Erie to full health, we must reduce the amount of stormwater runoff it absorbs. Fortunately, green infrastructure can provide relatively low-cost solutions that contribute to this restoration. This workshop explores green infrastructure policies, programs, and projects in the City of Cleveland, leading to more effective stormwater management.
The speakers on the panel will provide different perspectives on how ballast water regulation and technology has created the current state of invasive species in the Great Lakes. This workshop will also enable participants to understand the regulatory challenges facing ballast water today while fully appreciating the current state of technology that is rising to the challenge of invaders. This presentation was given by J. Rudi Strickler, Professor and Researcher, University of Wisconsin-Milwaukee.
Hypervoice is a technology that records relationships between what is said and done during conversations such as calls, meetings, notes, slides, shared screens, messages, web pages, and documents. It eliminates rework by integrating voice conversations with collaboration tools. Hypervoice conversations create a unified activity stream that allows anyone to replay and join calls and meetings even after they are finished. This sets the stage for Web 3.0 by creating a new class of hypermedia and filling functionality missing from other tools.
Thousands of acres of Great Lakes urban vacant properties can be turned from liabilities to assets as green infrastructure. We are working with water infrastructure agencies, land banks, non-governmental organizations working in urban neighborhoods, and analyzing the potential for green infrastructure to include social equity, economic growth, and ecosystem services.

How should the policy community react to the transition for voice from circuits to packets? This presentation describes some of the issues in using packets, the role of the regulator in addressing them, and suggests an alternative regulatory approach. This includes a "Pigouvian tax" on the use of numbers where the quality assurance is not provided.
The People’s Water Board is a coalition of labor, social justice, and environmental organizations based in Detroit. They work together to confront: 1) devastating lack of access to water faced by tens of thousands of low-income people who have had their water shut off; 2) water pollution due to aging wastewater infrastructure; and 3) the effort of corporate interests to gain control of Detroit’s water system. Listen to this panel discussion to learn about their struggles and victories.
