Une urbanisation rapide entraîne une extension spatiale de la ville dans ses territoires périphériques. Alors, le territoire municipal s’agrandit constamment sans planification, l’un des problèmes les plus fréquents dans l’expansion des villes dans les pays en développement. Au Mexique, les gouvernements locaux, directement responsables de l’organisation territoriale à l’échelle municipale, rencontrent fréquemment divers problèmes comme l’informalité et l’illégalité de l’occupation du sol, le manque d’infrastructures urbaines et la faiblesse de la planification et l’absence de contrôle de l’usage du sol. Il devient alors important pour les municipalités de renforcer les aspects juridiques, organisationnels, informationnels et technologiques afin d’assurer une bonne gestion opérationnelle du territoire. À cet égard, selon une perspective cadastrale, on constate que les municipalités éprouvent de nombreuses difficultés à implanter le concept du cadastre polyvalent, puisque les cadastres existants n’ont pas été conçus comme des systèmes d’information multi-usages; ces cadastres demeurent strictement des outils de fiscalité foncière. Alors, l’application du concept de « Cadastre 2014 », capable théoriquement d’appuyer la pratique de l’aménagement du territoire, est partielle et compote des lacunes. D’autres facteurs importants limitant l’implantation du cadastre polyvalent sont liés au système juridique, ainsi qu’aux composantes organisationnelles, informationnelles et techniques de l’administration territoriale municipale en vigueur au Mexique. Ce contexte motive l’élaboration d’un cadre conceptuel qui structure une intervention fondamentale pour l’harmonisation et la correcte application du concept du cadastre polyvalent ajusté aux caractéristiques et besoins juridiques et administratifs du cadre territorial municipal mexicain. La présente recherche propose d’analyser le système cadastral actuel de la ville de León au Mexique, en prenant comme référence le concept de « Cadastre 2014 » pour identifier les caractéristiques du cadastre à venir et le cas du cadastre du Québec pour identifier les facteurs de succès et les obstacles rencontrés au cours d’un projet de rénovation cadastrale.
