‫وﻳﻔﺮض ﻟﻐﺔ ﻗﺒﻴﻠﺘﻪ اﻻﻣﻬﺮﻳﺔ )اﻻﻗﻠﻴﺔ( ﻋﻠﻰ آﺎﻓﺔ ﺷﻌﻮب‬
‫اﻣﺒﺮاﻃﻮرﻳﺖ )اﻻآﺜﺮﻳﺔ( وﻋﻠﻰ ارﺗﺮﻳﺎ اﻳﻀﺎ. وﻳﺨﺼﺺ اﻟﻤﻨﺎﺳﺐ‬
‫اﻟﻬﺎﻣﺔ ﻓﻰ اﻟﺪوﻟﺔ اﻟﺴﻴﺎﺳﻴﺔ ﻣﻨﻬﺎ واﻟﻌﺴﻜﺮﻳﺔ ﻻﻓﺮاد ﻗﺒﻴﻠﺘﻪ واﻗﺎرﺑﻪ.‬
‫ان هﺬﻩ اﻻﻧﻈﻤﺔ ﻣﻦ اﻟﺤﻜﻢ اﻟﻘﺒﻠﻲ ﻻ ﺑﺪ ان ﺗﺆدي اﻟﻰ اﻻﻗﻠﻴﻤﻴﺔ‬
‫واﻻﻧﻔﺼﺎﻟﻴﺔ، وان اﻻﻣﺒﺮاﻃﻮر اﻟﺬى ﻳﻨﺎدى ﺑﻮﺣﺪة اﻓﺮﻳﻘﻴﺎ وهﻮ‬
‫ﻻ ﻳﻔﻜﺮ اﻻ ﻓﻲ ﻗﺒﻴﻠﺘﻪ ﻻ ﻳﻤﻜﻦ ان ﻳﻮﺻﻒ اﻻ ﺑﺎﻻﻧﺤﻄﺎط اﻟﻌﻘﻠﻲ‬
‫واﻟﺮوﺣﻲ، وﻟﻦ ﻳﺨﺪع ﺑﺪﻋﻮﺗﻪ اﻻ اﻟﺬﻳﻦ ﻳﻨﻈﺮون اﻟﻰ اﻟﺤﻘﻴﻘﺔ‬
‫ﺑﺎﻧﻔﻌﺎﻻﺗﻬﻢ اﻟﻌﺎﻃﻔﻴﺔ.‬
