This document summarizes the March 2006 issue of the DC Department of Public Works newsletter. It announces the return of Michael Carter as Deputy Director for Operations after previously serving in that role from 1999-2002. It also provides details on winners of the upcoming DPW/DDOT Equipment Roadeo competition and bids farewell to the former Human Capital Administrator. Street sweeping will resume on March 20th after the winter suspension.

Please Join DPW Director in Welcoming New Deputy Director for
Operations, Michael Carter, Back Home
Mr. Michael Carter joined the DPW team on Monday, February 27. He is not new to
DPW; he is actually coming back home. Mr. Carter was a member of the DPW team from
1999 to 2002. He is intimately familiar with all areas of the department, most specifically,
SWMA and Fleet Management as well as purchasing, budget operations, and project
management. Mr. Carter served in two positions during his tenure at DPW – Deputy
Director for Mission Support and Deputy Director for Operations. In these positions,
he established performance improvement processes, implemented best practices
in Fleet Operations, and used activity-based cost accounting to improve solid waste
services, thereby saving an additional $2 million in operational efficiencies. He also
spearheaded DPW operations during the following important events: Y2K, IMF/World
Bank demonstrations, the 2001 Presidential Inauguration, and 9/11.
Mr. Carter comes to DPW from the Water and Sewer Authority (WASA) where he was
Interim Procurement Director. His responsibilities included: coordinating the purchasing needs and facilitating the contract
and procurement process for all departments within the Authority. He also enhanced the procurement tracking system that
improved the Authority’s ability to more adequately meet the local and federal contract requirements for local and minority
businesses.
From July 2002 to July 2005, Mr. Carter served as Interim Assistant General Manager for WASA, coordinating day-to-
day operations for Fleet Management, Occupational Safety and Health,
Procurement and Material Management, and Facilities and Security. He
negotiated a contract that saved the Authority over $1.5 million annually in
hauling costs over a three-year period as well as handled other high-level
assignments to improve operations at WASA.
During 1977 to 1997, Mr. Carter worked as Assistant Administrator/Finance
(CFO) in the Solid Waste Division in Indianapolis, Indiana, Metropolitan Sewer
District in Louisville, Kentucky, and Bell Telephone Laboratories as Training
Administrator and Specialist in Murray Hill, New Jersey.
Mr. Howland said, “I am happy to welcome Michael Carter back home. He has
a wealth of knowledge that will be very beneficial to this department. His past
experience with DPW will serve us well in making us the preferred choice.”
Mr. Carter said, “I am excited about the opportunity to work with everyone in
DPW again.”

2. Equipment Roadeo Winners’ Presentation/Upcoming DPW 8th Annual Equipment Roadeo
On Monday, March 13, during the Executive Leadership Team meeting, Bill Howland, DPW Director and Michelle Pourciau,
Interim Director, DDOT, presented last year’s roadeo winners with black jackets. The jackets are embroidered with the
person’s name and his/her winning place on the front and a large roadeo emblem on the back.
Plans for the DPW/DDOT, 8th Annual Equipment Roadeo are underway. The Roadeo will be held on Friday, April 28 from
8 a.m. – 3 p.m. Mark your calendars and plan to participate as a driver or a spectator. The event was a huge success last
year in spite of the rain.

Farewell to Deborah Bonsack - Ms. Bonsack, Human Capital Administrator, left DPW on Friday, March 3, 2006, to join the
D.C. Department of Consumer and Regulatory Affairs as Assistant Director for Administration. At her farewell celebration,
DPW Director, Bill Howland, presented Deborah with several gifts which included: her very own No Parking Sign (Sign
reads: No Parking Except for Deborah Bonsack, DPW/HCA) and her very own street sign (Street name: Deborah Bonsack
Place). We wish Deborah much success in her new position.
Ms. Lottie Winters-Johnson will serve as Interim Human Capital Administrator until the position is filled.
News and Notes
Mr. Carter has a B.A. degree in Economics from Darthmouth College, an M.A. degree in Economics from Rutgers
University, and an M.B.A. in Management from Indiana University.
Mr. Carter is a D.C. resident and resides in Ward 1.
Mr. Carter occupies the DPW Deputy Director’s Office on the sixth floor of the Reeves Center. Please stop in to give him a
hearty welcome.
On Monday,March20, 2006, DPW will resume mechanical street cleaning. Street cleaning is suspended every winter.
The first day of spring will mark the day that alternate-side parking restrictions in these areas will return. Parking citations
($30 fines) will be issued to vehicles parked during street sweeping hours in areas posted with “No Parking/Street Cleaning”
signs. Additionally, parked cars may be towed to allow the sweepers access to the curbside.
