A political constitution establishes the basic principles and organization of a government, defines the functions and limitations of its departments, and prescribes how sovereign powers are exercised. There are three main forms of government: aristocracy where rule is by an elite class, dictatorship where an individual rules with total power, and democracy where the people govern themselves. A state is a politically organized community under a single government.
