Meeting with Honorable Minister Of State for Fisheries, Animal Husbandry, Dairying,
Information and Broadcasting Shri L.Murugan Ji
We met the Honorable Minister of State in his Shastri Bhavan Office. Murugan Sir
told us that the matter is in the Honorable Supreme Court and so in what way that he can
help us. We told him that we got an appointment with Honorable Union Minister of
Environment, Forest and Climate Change Shri Bhupendra Yadav ji. So Murugan Sir told his
PA to inform the Environment Minister’s PA that few fireworks manufacturers are coming
to meet the Honorable Environment Minister and do all the needful things to facilitate the
meeting.

Represented our petition. He assured that he will help the Industry by forwarding
our concerns to his Fellow Ministers about our problem.

Meeting with DPIIT Honorable Secretary Mr.Anurag Jain IAS, Ministry of Commerce and
Industry in the presence of Honorable Additional Secretary Ms.Sumita Dawra, DPIIT, Ministry
of Commerce and Industry, Honorable Director Mr. Sushil K Satpute, DPIIT, Ministry of
Commerce and Industry.
Mr.Srinivasan has given his representation about how a wrong standard has been fixed on
emission of Barium from firecrackers by the 11 member committee. Honorable Secretary Sir
asked us to meet the chairman of CPCB Mr.Tanmay Kumar to get a solution for this technical
issue and made all arrangements to meet Mr.Tanmay Kumar at his office around 7 PM.

Meeting with DPIIT Secretary Mr Anurag Jain, in the presence of Additional Secretary Mrs
Sumita Dawra and Director Mr Sushil K Satpute (IOFS)
Our representation was well received. Understood that barium ban is not justified. He also
called the CPCB Chairman Mr Tanmay Kumar and asked him to meet us and understand our
problem. He also assured to help the fireworks industry by developing the facilities in FRDC.
He also assured to create a SOP to monitor the inspection procedure in Sivakasi factories, to
ensure fair inspection amongst factories.

about Mrs Sumita Dawna’s books.

Meeting with Honorable Chairman of CPCB Mr. Tanmay kumar IAS
Mr.Srinivasan elaborated about how a wrong standard has been fixed on emission of
Barium from firecrackers and how the usage of Barium salts in Fireworks got banned.
Honorable Chairman Sir read all the Honorable court’s direction given in the case. He told
us that usage of Barium salts in fireworks got banned only in India. Few countries are
interested in importing fireworks made with Barium salts. So such exports should be
encouraged. He advised us to submit our prayers to the Honorable Supreme Court for
giving relaxations by allowing the use of barium salts for manufacturing export oriented
fireworks. He advised us to file a review petition with all supporting documents like study
reports issued by reputed research institutes like IIT.

Meeting at CPCB Chairman Mr Tanmay Kumar IAS @ Indira Prayavan Bhawan
He patiently listened to all our grievances. He understood the mistakes in the findings
of the 2017 report. He suggested that we should approach the Honourable Supreme
Court establishing the mistakes in the study and request for a Review of the report.
Also spoke about exploring export opportunities.

Ministry of Commerce and Industry.
We met the Honorable Union Minister of Commerce and Industry at his esteemed office in the
Parliament house. We are delighted to receive the warm welcome from our Honorable Minister Sir. The Honorable
Minister of Commerce and Industry arranged for a meeting with Honorable Union Minister of Environment, Forest
and Climate Change Shri Bhupendra Yadav ji, HonorableUnion Minister of Parliamentary Affairs and Coal Shri
Pralhad Joshi ji, Honorable Minister Of State for Fisheries, Animal Husbandry, Dairying, Information and
Broadcasting Shri L.Murugan ji, Honorable Additional Secretary Ms.Sumita Dawra, DPIIT, Ministry of Commerce and
Industry. The esteemed dignitaries gave us a good hope by showing their noble gesture by carefully listening to all our
issues.

Shri Piyush Goyal, Minister of Commerce and Industry
Honourable Minister Piyush Goyal ji was very supportive of the Industry. He spent more than half
an hour listening to our problems. He invited Honourable Ministers Sri Bhupender Yadav, Sri
Pralhad Joshi & Sri L Murugan to his cabin for the meeting. All four Ministers, our Industry
representatives Mr PCG Ashok Kumar, Mr A Murali& Mr S Ravi were present, along with DPIIT
Additional Secretary Mrs Sumita Dawra and Director Mr Sushil K Satpute were there. Our problems
were discussed, and we were advised to approach the Honourable Supreme Court with the right
submissions.

joint crackers. Shri Avinash Mishra advised us to file a review petition with all

Meeting with Shri Naresh Pal Gangwar, Additional Secretary in the Ministry of Environment,
Forest and Climate Change in the presence of Shri Ved Prakash Mishra, Director, CPCB.
First we met with Shri Ved Prakash Mishra, Director CPCB. Mr.Srinivasan elaborated about
how a wrong standard has been fixed on emission of Barium from firecrackers and how the
usage of Barium salts in Fireworks got banned by the Honorable Supreme Court. Director
listened and commented that “Fireworks are made as villains and don’t have any part in
pollution”. He took us to the Honorable Additional Secretary Sir’s office and narrated the issues
to Shri Naresh Pal Gangwar Sir. The Honorable Additional Secretary advised us to file a review
petition with all supporting documents like study reports issued by reputed research institutes
like IIT and to draw the Honorable Supreme Court’s attention for lifting the ban.

Meeting with Mr Naresh Pal Gangwar, Additional Secretary, Ministry of Environment, Forest
& Climate Change, Government of India
Met Director of the Ministry of Environment, Mr Ved Prakash Mishra. He understood our
request. He did agree that Fireworks have been made a soft target in the name of pollution.
Along with Mr Ved Prakash we met the Additional Secretary Mr Naresh Pal Gangwar Ji. He
also understood our problem, and agreed to help if the court orders a review on the report
submitted earlier.

Meeting with Shri G.K.Agarwal, National Spokesperson of BJP, Economic Affairs
We elaborated our issues with Shri G.K.Agarwal ji. He carefully read all the documents
presented by us. Then he asked us about how many fireworks factories there are in
Sivakasi? How many employees are there in the entire fireworks industry? How much
earnings are generated by the Industry? He advised us to get a road map for a period of at
least 10 years from the Honorable Supreme Court to curtail all the issues concerned with
fireworks emissions. He advised us to file a review petition with all supporting documents
like study reports issued by reputed research institutes like IIT and to draw the Honorable
Supreme Court’s attention for lifting the ban on Barium salts and small numbered joint
crackers.

Met Mr GK Agarwal, National SpokesPerson and Economic Affairs, BJP
He understood all our problems positively. Gave valuable suggestions to develop the Fireworks
Industry. He too suggested filing in the court about the mistakes in the report. He also said that if the
subject was not accepted by the Court, an option can be considered that the same shall be taken up
in the parliament and passed as a law. He also suggest to present in the court, the Employment Data,
data of contribution by the Industry to the economy, second opinion on the study submitted in the
court, data suggesting that Barium is not banned in any other country, 10 years Road map on how to
develop the industry in accordance to the environment, Number of Fireworks units, Number of
workers involved, Social Impact of the Ban, mentioning that Child labour is eradicated, education is
ensured to all children in the society, Also to create a social media page to create positive impact
amongst the society.
