Terms of Reference for District Officer, Institution and Capacity Building (ICB)
District Officer (ICB) will be responsible for overall implementation of Institution & Capacity
Building activities at the community level. District Officer (ICB) will lead and execute the
Capacity Building (CB) plan and will assist the cluster teams. S/he will be responsible to carry
out the capacity building comprehensive planning; designing and delivering identified training
courses for district staffs and communities.
The Key Responsibility Areas are:
• Develop a Training and Capacity Building plan for Community Institutions;
• Ensure capacity is built in cluster teams and in the communities for institution building
• Ensure capacity building activities at the district, cluster and community level.
Specific Duties and responsibilities:
• Conduct Training Need Assessment ( TNA)and prepare an Annual/Quarterly/Monthly
Capacity Building plan;
• Design training strategy, curriculum and materials for different audience based on the
Community Operational Manual (COM), in consultation with the RM(ICB) & District
Manager and in close consultation with SDF’s CB cell;
• Identify and develop new training courses/learning events for communities and staff
based on feedback from the monitoring, evaluation, and learning system;
• Identify and maintain a database of available Capacity Building institutions, resource
persons (at community level) and utilize it for delivering Capacity Building Program;
• Provide handholding training to Cluster Teams and Village Communities on Institutional
aspects;
• Build Capacity of Cluster Teams and Communities on different activities to be taken
under NJLIP;
• Provide support to community professionals (CP) in implementing their activities;
• Develop a database and monitoring system to evaluate effectiveness and quality of
trainings to be delivered;
• Deliver the training program as per the annual implementation plan; and
• Submit regular reports/ updates to the concerned authorities of SDF;
• Any other assignment given by the management of SDF.
Key Deliverables:
• Training needs assessment reports, training plan and training modules & materials are
available;
• Training reports are prepared/compiled and finalized correctly and timely;
• Staffs and community leaders/members are properly trained and capable to operate
the village organizations.
Required Minimum qualification, Experience and competencies:
• Masters in Social Science/Development Studies/Agricultural Sciences or relevant
disciplines;
• Proficiency in preparing training report generation skills;
• The candidate should have at least 5 years of experience in the relevant field specially in
the capacity building activities at the community level;
• Should have knowledge on participatory development approaches;
• Strong analytical skills for training performance and impact evaluation;
• Must have to travel to the project villages and work with the rural community;
• Must not exceed the 42 years of age on the last date of submission of application for
this position as advertized in the national dailies.
