The Supreme Court of India heard several matters related to implementation of its previous orders on police reforms. It directed the Union of India to make necessary budgetary allocations for six agencies within one month to implement the orders. These agencies must then implement the orders in full within six months of receiving funds. The Court also reviewed progress in some states but noted no progress in Andaman & Nicobar Islands, directing its Principal Secretary to allocate funds within a month or implement the orders in full within six months of funding. It thanked the Amicus Curiae for assistance and scheduled review on a future date.

UPON hearing the counsel the Court made the following
O R D E R
We have heard Mr. Siddhartha Dave, learned Amicus Curiae and
perused Report No.5 filed on 05.04.2021. This Report is taken on
the record of the Court and will form part of today’s order.
We have been informed that since the last occasion, the Union
of India has now filed an affidavit in which it is indicated that
certain amounts by way of budgetary allocation are necessary so far
as the six agencies are concerned in order to implement our order.
We direct that the budgetary allocation of these amounts as
indicated in page 3 and 4 of the Report be made within one month
from today. Certain time-lines for implementation of our order
have also been indicated so far as these six agencies are
concerned, which are set out at pages 5 & 6 of the Report. We
direct that after budgetary allocation is made within the one month
given by us, our earlier orders will be implemented in letter and

spirit within a period of six months from the date on which
budgetary allocation is made.
We have also perused the Report so far as the progress
recorded qua the States of Uttarakhand, Haryana and Bihar.
However, so far as Andaman & Nicobar Island is concerned, nothing
has yet been done despite our earlier orders. The Principal
Secretary is directed, as a last chance, to ensure that the
budgetary allocation that is necessary to implement our earlier
orders is made within one month from today after which our earlier
orders will be implemented in letter and spirit within a period of
six months from the date on which budgetary allocation is made.
