Sample Action Plan: Somalia
1. SAMPLE ACTION PLAN
"Somalia In Need"
A solution to the growing Issues in Somalia
State the problem:
The main source of conflict in Somalia is the lack of stable government. This
problem has led to several other problems, witch have further weakened the
nation as a whole. After a civil war broke out in 1991, and the government
collapsed, the Union of Islamic Courts (or the UIC) decided to take control.
The UIC, a Muslim organization enforced laws that were not to the liking of
the Ethiopian government. Because of this, Ethiopia invaded Somalia to form a
government, and remove the UIC forces, which were greatly gaining militarily
and territorial strength. As al-shabab, a group part of the UIC, dominated
Southern Somalia, Kismoyo, and, Merca, the Somali fear grew as well as the
fighting. On November 28, 2008 Ethiopia announced that its troops would
leave after the Somali government failed to establish itself. After the last troop
left Mogadishu on January 2009, the Somali people celebrated in relief, but
violence grew, and the problem stayed unsolved in Somalia. On top of that
there is the problem with piracy, which started in 1991, and has continued until
today. Pirates are attacking many cargo ships that are transporting goods as
they pass by, causing trouble for the ships to deliver what they’re goods, but
also producing wealth in the coastal towns. All these problems contribute to the
violence and conflict arising in Somalia, and are in great need of being stopped
so that Somalia may become a prospering, well developing country.
Propose Solution:
To solve the problems that we stated previously we will go through a step-by-
step process of trying to persuade the Somali people to work together, and
solve the conflicts their country is facing. Our first task will be to send
representatives from the UN to Somalia using money donated by the UN
members and people from countries all over the world who wish to contribute
to this project. The representatives sent will educate the Somali people willing
2. to listen about what is going on in Somalia today, and what has happened in the
past, since many of them might not be quite sure themselves of what’s going
on. This will be done in a peaceful, completely non-bias way, so that no
quarreling or violence occurs.
Next, once a fairly large group of people understand, the representatives will
suggest ideas proposed by the UN for what are some ways the citizens of
Somalia could create a stable government, and end all the fighting going on.
Some suggestions could be: creating useful jobs for people to do that helps the
economy, but doesn’t involve piracy, so that piracy could be ended, voting a
president /representative that could make further decisions for the country,
developing a democracy, etc. Once an idea is established among the group of
people they can pass it on to others so that the idea spreads, and may possibly
be carried out. In this manner the problems would have a chance of being
solved using a method that doesn’t involve another country making decisions
for Somalia, but instead educating and introducing ideas to other Somali people
so that they may make their own decisions using their thinking and their
techniques.
Analysis of short term and long term effects:
Below we have listed the positive and negative effects that may result from the
actions we plan to take in solving the Somalia crisis.
Positive effects
• The people of Somalia would be more educated about current issues and
politics.
• This education of the masses would create more jobs and enhance
Somali industry.
• A stable government would be established by the people.
• The entire United Nations would be involved in the situation, not just a
single country.
• Somalia would have a stronger judicial system
• Piracy could be easily prevented by the new stable government and
judicial system.
• The success of this plan would set a good example for other nations who
are in need of reform.
3. Negative effects
• Our plan would probably take several years to accomplish effectively.
• We would need a lot of international support and sponsorship to raise
enough money to complete our plan.
• The Somali people might be unhappy with the new government and
could possibly rebel against the new government.
• Our actions may result in just worsening the current situation
In the short term, our plan would take a lot of time and effort to complete, but
in the long term, might be a very successful solution.
