Overview of workshop
One of the main challenges for any security risk
environment is how to discourage or stop intruders while
facilitating legitimate access. This is particularly crucial in
the border environment, where unauthorised access
threatens not only the security of one nation and its
citizens, but also those of neighbouring and final
destination countries.

All too often, the key to illegitimate access is
documentation that is either false, has been obtained
using false information or has otherwise exploited
vulnerabilities in the document procurement or validation
processes. New technologies strive to minimise the risk
and maintain cost-effectiveness, yet sophisticated and
determined attacks persist.

Drawing on a range of real case studies, this half-day
interactive workshop will conduct an in-depth and
compelling exploration of DocEx (document exploitation)
issues including:

• What is the difference between fake and fraudulently
  obtained documentation?
• Who is likely to use it and how and from where do they
  obtain it?
• What is the true extent of the risks and threats involved?
• What are the strengths & weaknesses of current legal &
  procedural countermeasures?
• What can be done to better secure borders from identity-
  related threats?

Why you should attend
The workshop will be invaluable to law enforcement,
intelligence & border security practitioners, identity
authentication & verification professionals and anyone
else with an interest in this crucial aspect of border
security.

  • 4. PRE-CONFERENCE WORKSHOP Tuesday 28th February 2012 13.00pm – 17.30pm Sheraton Hotel, Sofia, Bulgaria Border Security & Docex: Controlling The Manipulation Of Identity Workshop leaders: Jerry Hart, Global Security Risk Analyst, SGS Group & Gareth Evans, UK Police Service In association with UK Police Service Overview of workshop One of the main challenges for any security risk environment is how to discourage or stop intruders while facilitating legitimate access. This is particularly crucial in the border environment, where unauthorised access threatens not only the security of one nation and its citizens, but also those of neighbouring and final destination countries. All too often, the key to illegitimate access is documentation that is either false, has been obtained using false information or has otherwise exploited vulnerabilities in the document procurement or validation processes. New technologies strive to minimise the risk and maintain cost-effectiveness, yet sophisticated and determined attacks persist. Drawing on a range of real case studies, this half-day interactive workshop will conduct an in-depth and compelling exploration of DocEx (document exploitation) issues including: • What is the difference between fake and fraudulently obtained documentation? • Who is likely to use it and how and from where do they obtain it? • What is the true extent of the risks and threats involved? • What are the strengths & weaknesses of current legal & procedural countermeasures? • What can be done to better secure borders from identity- related threats? Why you should attend The workshop will be invaluable to law enforcement, intelligence & border security practitioners, identity authentication & verification professionals and anyone else with an interest in this crucial aspect of border security. Programme 12.30 Registration & coffee 13.00 Introduction 13.15 Interactive exercise 15.00 Working break 15.30 Resume & de-brief 17.00 End of workshop About the workshop hosts Jerry Hart Jerry Hart is a security, risk and intelligence specialist with twenty years’ international experience of academic and commercial research, security consultancy and related operational activities. Gareth Evans Gareth Evans works within the UK counter terrorism sector and has 36 years policing experience. He has worked at a National Level and as an expert on border management within EU community twinning projects. He is a member of a national working group on identity crime and currently specialises in identifying threats posed by those who manipulate identity by the use of both false and genuine documents.
