Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

Ríkisfjármálastefnan hefur verið endur-
skoðuð í ljósi jákvæðrar framvindu efna-

jafn mikil og ganga jafn hratt fram og gert
var ráð fyrir þegar áætlunin var gerð
sumarið 2009
• markmiði um afgang á heildarjöfnuði
verður seinkað til ársins 2014, auk þess sem

• Markmið um jákvæðan frumjöfnuð er stór
áfangi í að stöðva skuldasöfnun ríkissjóðs,
ná niður vaxtakostnaði og treysta forsendur
velferðarsamfélagsins.

um jákvæðan frumjöfnuð á árinu 2011
uppfyllt og allt bendir til að það takmark
náist, þ.e.a.s. á rekstrargrunni.

32. Almenn viðmið um samdrátt
Í fjárlagafrumvarpi 2012 eru sett fram
almenn viðmið um samdrátt í útgjöldum:
• 3% í almennri stjórnsýslu og þjónustu
• 1,5% í velferðamálum, s.s. heilbrigðis-
þjónustu, skólamálum, löggæslu,
bótakerfum og sjúkratryggingum.
• Verða útgjöld ríkissjóðs lækkuð um 6,6
mia.kr. með þessum almennu aðgerðum og
um 2 mia.kr. til viðbótar með sértækum

• Skuldasöfnun hins opinbera á Íslandi hefur
stöðvast og mun lækka á næstu árum og
verða kominn í um 90% af VLF árið 2014.
• Atvinnuleysi á Evru–svæðinu verður um
10% af vinnuafli árið 2011 en yfir 8% í
OECD–löndunum.
• Hallarekstur ríkissjóðs Íslands í ár er mun
minni en í t.d. Grikklandi, Írlandi, Bretlandi

• Í dag skuldar ríkið rúmlega 80% af VLF
og sveitarfélögin í heild um 20%.
• Almennt talið að ekki sé skynsamlegt að
skuldir hins opinbera fari mikið yfir 60% af
VLF.

skuldastöðu
• Með aðhaldssamri ríkisfjármálastefnu
samhliða auknum hagvexti á ríkissjóður að
geta minnkað skuldir sínar á næstu árum.
• Ekki óeðlilegt að gera þá kröfu að skuldastaða
sveitarfélaganna fari jafnt og þétt batnandi og
verði ekki hærri en 12-15% af VLF.
• Áætlað að á árabilinu 2016-2019 verði skuldir
ríkissjóðs komnar niður fyrir 45-50% af VLF.

65. Áhættuþáttur - Icesave
• Óvissa um málaferli vegna málsins fyrir EFTA
dómstóli og um lyktir þess gerir ókleift að
áætla kostnað sem kynni að falla á ríkissjóð.
• Fari málið á versta veg gæti það gerbreytt
forsendum fyrir þeirri áætlun sem hér er kynnt.
• Uppfært mat á áhættu af kostnaði við Icesave
samninginn frá sl. vetri er nú um 25 mia.kr.

• Samstarfsáætlun Íslands og AGS lokið.
• Árangurinn í ríkisfjármálum til þessa gerir það
mögulegt að hægja á aðhaldskröfunni.
• Hallinn 2009 var um 100 mia. kr. en stefnir í
að verða afgangur upp á 40 mia. kr. á næsta
ári.
• Ríkisfjármálin eru að verða komin á sjálfbæran
grunn.
• Náðst hefur að verja velferðakerfið og tekju-
lægstu hópa samfélagsins/meiri jöfnuður. 67
68. Niðurlag
• Skuldastaða ríkissjóðs betri en áætlanir gerðu
ráð fyrir og markmiðið að lækka þær en frekar
á næstu árum.
• Viðsnúningurinn í hagkerfinu hafinn –
jákvæður hagvöxtur, einkaneysla tekið við sér,
kaupmáttur eykst, fjárfesting eykst og öflug
utanríkisviðskipti.
• Ríkisfjármálaáætlunin felur ekki í sér frekari
almennar skattkerfisbreytingar á þessu kjör-
tímabili. 68
69. Fjárlögin
• Í fyrra var fjárlagafrumvarpið kallað
hrunfjárlög þar sem það var hin alvarlega
birtingarmynd hrunsins á rekstur ríkissjóðs.
• Í ár er uppleggið annað. Fyrsti vísir að upp-
byggingu ríkissjóðs eftir hrun.
• Það skýrist af þeim árangri sem náðst hefur í
ríkisfjármálum.
