QUALIFICATION SUMMARY: 23-years’ experience in Department of the Defense (DoD) telecommunications policy, planning
and operations including terrestrial transmission systems, long haul high frequency transmission systems, and satellite
communications (SATCOM) systems; and focused for the past 12 years on electromagnetic spectrum operation (EMO) and
radio frequency (RF) management and policy as a Communications Officer and enlisted communicator in the U.S. Marine
Corps.
PROFESSIONAL EXPERIENCE:
Spectrum Management Officer, U.S. Marine Corps Forces, Europe and Africa, Panzer Kaserne, Germany
June 2012 – Present
 Provided USMC representation to both the U.S. European Command and the U.S. Africa Command.
 Provided electromagnetic spectrum operations guidance and expertise to the Assistant Chief of Staff, G-6.
 Provided and supervised the execution of command policy for the management and use of the electromagnetic spectrum
by Marine forces operating in Europe and/or Africa.
 Provided engineering and technical electromagnetic spectrum operations support to Marine forces conducting multiple
evacuation operations throughout Africa, over 30 annual Theater Security Cooperation operations in both Europe and
Africa, as well as 3 annual Joint Chiefs of Staff directed multinational and joint exercises, and 5 North Atlantic Treaty
Organization exercises.
 Prepared over 2000 Standard Frequency Action Format (SFAF) records in Spectrum XXI (SXXI) to support various pieces
of communications equipment, RADAR, navigational aids, and unmanned systems.
 Conducted high frequency propagation analysis and engineering for multiple long haul voice communications links in
support of both military and civilianoperations.
 Ensured compliance with all International Telecommunication Union (ITU) regulations, as well as all North Atlantic Treaty
Organization (NATO) policy.
 Provided engineering and technical electromagnetic spectrum operations support to the Marine Corps crisis response task
force, a 1200 member command responsible for operations across the continent of Africa.
 As the Responsible Officer, managed the accountability, maintenance, and sourcing of over $800,000 worth of
communications assets.
Deputy Assistant Chief of Staff, G-6, U.S. Marine Corps Forces, Europe and Africa, Panzer Kaserne, Germany
November 2013 – April 2014
 In the absence of the Assistant Chief of Staff, G-6, advised the Commander of U.S. Marine Corps Forces Europe and Africa
on the fielding, upgrade, distribution, training and employment of communications systems and personnel to support
scheduled training exercises, Operations Plans, and contingencies.
 Coordinated with two Geographic Combatant Commanders and provided advice on the capabilities, limitations, and
proper employment of Marine Forces.
 Managed the G-6 budget and spend plan; ensuring the responsible stewardship of an annual operating budget in excess of
$550,000.
 Provided oversight and supervision on the development, staffing, and periodic review of 5 communications systems
policies and orders.
 Executed budgetary oversight of a technical refresh to replace key components of an aging network infrastructure;
upgrade existing power infrastructure; provide a back-up power capability; and increase file storage resulting in enhanced
reliability and ability to execute Continuity of Operations.
 Managed the staffing and completion of tasks directed by Headquarters Marine Corps, and two Geographic Combatant
Commands.

Spectrum Management Officer, U.S. Marine Corps Forces Command, Naval Station Norfolk, Norfolk, VA

 Provided electromagnetic spectrum operations guidance and expertise to the Assistant Chief of Staff, G-6.
 Provided U.S. Marine Corps representation during the Joint Military Utility Assessments ofthe Coalition Joint Spectrum
Management Planning Tool (CJSMPT), providing Service level direction concerning capabilities, training, fielding, and manning.
 Defined the U.S. Marine Corps requirement for Mobile User Objective System (MUOS) tactical satellite channels.
 Established eight new enlisted spectrummanager positions within Marine Corps units .This initiative enhanced planning and

publications for tactical radios resulting in an updated and operationally relevant MTTPs for all the services, the consolidation of
High Frequency Automatic Link Establishment MTTPs, and the consolidation of HAVE QUICK MTTPs.
 Provided and supervised the execution of command policy for the management and use of the electromagnetic spectrum
by U.S. Marine Corps Command subordinate commands and activities.
 Provided and supervised the execution of command policy for the management and use of tactical and operational
satellite communications assets by U.S. Marine Corps Command subordinate commands and activities.
Spectrum Management Officer, I Marine Expeditionary Force, Camp Pendleton, CA
June 2003 – September 2008
 Provided electromagnetic spectrum operations guidance and expertise to the Assistant Chief of Staff, G-6.
 Provided oversight of spectrumoperations for I MEF and all subordinate commands, including 1st Marine Division, 1st Marine
Air Wing, and 1st Marine Logistics Group, spanning 5 major Marine Corps installation spread across the South Western United
States.
 Provided U.S. Marine Corps representation during the Department of the Navy Lean Six Sigma review of spectrum
certification policy and procedures.
 Developed and processed the electromagnetic spectrum requirements for all subordinate organizations consisting of a
command element, a ground element, an air element, and logistics elements, totaling over 40,000 Marines, in support of
three deployments to Iraq.
 Conducted radio frequency and link reliability analysis and engineering for both tropospheric scatter and line of site
microwave systems supporting primary communications circuits to over 40,000 Marines.
 Conducted radio frequency and coverage analysis and engineering for land mobile radio and cellular telephone systems
supporting military and civilian operations.
 Conducted high frequency propagation analysis and engineering for multiple long haul voice communications links in
support of both military and civilianoperations.
 Developed the spectrum management policy included in the Tri MEF Standard Operating Procedure, the guiding
document for the three major operational commands in the Marine Corps.
 Prepared over 10,000 Standard Frequency Action Format (SFAF) records in Spectrum XXI (SXXI) to support various
