The document summarizes the challenges facing the Donetsk and Luhansk regions of Ukraine, including problems for internally displaced persons, damage to infrastructure, and economic issues. Over 6.5 million people in the regions face problems, with over 250,000 internally displaced. Preliminary damage assessments find over $900 million needed to restore destroyed education, healthcare, housing and other infrastructure.
