Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

AMANDMAN 1.
Pozicija 3421 – kupnja stare škole -400.000,00 kn
Pozicija 5010 – kupnja građevinskog zemljišta -500.000,00 kn
Pozicija 1071 – ostale usluge za komunikaciju i prijevoz -20.000,00 kn
Pozicija 1094 – ugostiteljske usluge -10.000,00 kn
Pozicija 38622 – kapitalne pomodi trgovačkim društvima -70.000,00 kn

Obrazloženje:
Mišljenja smo da u doba je u recesije potrebno dodatan trud uložiti ka poticanju poduzetništva, a
posebice s obzirom na to da je projekt pred realizacijom ishodovanjem lokacijske dozvole te da bi ta
poduzetnička zona bila dobar korak poticaja malom i srednjem poduzetništvu u ovom Gradu. Smatramo
da je kupnja zgrade stare škole itekako dobra namjera i ideja, međutim s obzirom na situaciju u
Jadrankomerc d.d. u stečaju kao i najavljenu privatizaciju tog dioničkog društva u stečaju smatramo da
nije realno za očekivati kupnju takve nekretnine od strage Grada Crikvenice u ovoj godini.
3. AMANDMANI NA PRIJEDLOG POSLOVNIKA GRADSKOG VIJEĆA GRADA CRIKVENICE
AMANDMAN 1.
U članku 4. stavku 3. iza riječi «kandidat» dodaje se riječ «stranke».
Obrazloženje:
U prijedlogu nije jasno definirano koji kandidat zamjenjuje člana vijeda kojem je prestao mandat.
AMANDMAN 2.
U članku 10. stavak 1. iza riječi «članova» brišu se riječi «prema stranačkoj pripadnosti, i Klub nezavisnih
članova Vijeda» te se dodaje točka.
Obrazloženje:
U prijedlogu se ograničava mogudnost osnivanja “miješanih” klubova te se ovim amandmanom daje
dodatna sloboda pri formiranju klubova.
AMANDMAN 3.
U članku 33. u stavku 1. iza riječi «pisano» dodaju se riječi «ili u elektroničkom obliku na službeni e-mail
Ureda grada».
Obrazloženje:
Smatramo da se ovime znatno pojednostavljuje procedura za podnošenja amandmana.
AMANDMAN 4.
U članku 46. iza riječi «a osnovni materijal» dodaju se riječi «dostavlja im se u elektronskom obliku i».
Obrazloženje:
Smatramo da postoje tehnički preduvjeti da se vijednicima dostavlja kompletan materijal u
elektronskom obliku ukoliko je duži od 15 stranica.
AMANDMAN 5.
U članku 47. stavku 3. mijenja se riječ «jedno» u riječ «dva».
Obrazloženje:
Smatramo da se predloženim pravom kluba za postavljanje samo jednog pitanja bitno ograničava rad
kluba te se ovim amandmanom izjednačava sa brojem pitanja vijednika, ali sa vremenski duljim
trajanjem.

U članku 66. kompletno se mijenja stavak 1. i glasi:
«Nakon primljenog odgovora član Vijeda može na sjednici Gradskog vijeda iznijeti mišljenje o odgovoru.
Iznošenje mišljenja ne može trajati dulje od dvije minute.».
Stavak 2. istog članka se briše.
4. Obrazloženje:
Smatramo da je ovakva formulacija bolja od predložene te se vremenski ograničava.
AMANDMAN 7.
U stavku 86. iza zadnjeg stavka dodaje se novi stavak koji glasi:
«Na prijedlog člana Vijeda, Vijede može odlučiti da se vijednici o glasanju izjasne ponaosob te da se takvo
glasanje unese u zapisnik».
Obrazloženje:
Smatramo da mora postojati mogudnost pojedinačnog glasanja te navođenje u zapisniku ishod istog
poimence.
AMANDMAN 8.
U članku 99. stavku 2. brišu se riječi «na njegov pisani zahtjev omoguditi reprodukciju tonskog zapisa sa
prethodne sjednice do verifikacije istog, i to onog dijela rasprave na koji član Vijeda ima primjedbu», a
umjesto tih riječi dodaju se riječi «uz materijale za sjednicu Vijeda dostaviti tonski zapis prethodne
sjednice».
Obrazloženje:
Smatramo da današnje mogudnosti bilježenja tona omogudavaju jednostavno bilježenje, obradu i
dostavu tonskog zapisa sa sjednice svakom vijedniku kako bi lakše obavljao svoju dužnost imajudi
mogudnost preslušavanja prethodnih sjednica.
5. AMANDMANI NA PRIJEDLOG ODLUKE O USTROJSTVU I DJELOKRUGU GRADSKE UPRAVE GRADA CRIKVENICE
AMANDMAN 1.
a) Izmjena:Briše se iz članaka 7. stavka broj 5.
b) U članku 8 mjenja se stavak 1. i to IV. skupina te ona sada glasi Služba za pravne poslove, a
dosadašnja skupina IV. postaje skupina V.
c) Izmjena: Briše se članak 12, a dopunjuje se članak 8. tako što se u IV. skupina poslova služba za
pravne poslove u nastavku dodaju svi navedeni poslovi iz brisanog članka 12.
Obrazloženje: Postojanje zasebnog Ureda za pravne poslove ne smatramo prijeko potrebnim za
funkcioniranje Gradske uprave jer isti Ured može postojati kao služba Ureda grada. S obzirom na druge
Gradove sličnih veličina i potreba, a i radi izbjegavanja nepotrebnih troškova (novih zaposlenja, troškova
osnivanja i funkcioniranja...) smatramo da se ista služba može i treba organizirati unutar Ureda Grada.
AMANDMAN 2.
Izmjena: Iz članka 11 u III. skupina poslova briše se stavak 2. te se isti dodaje u članak 10 u II. skupinu
poslova pod stavka 1. iza riječi „zaštita“.
Obrazloženje: Prema podijeli poslova ZAŠTITE - skupina poslova Upravnog odjela za komunalni sustav,
prostorno planiranje i zaštitu okoliša tako da bi i navedene ZAŠTITE trebao obavljati navedeni odjel.
AMANDMAN 3.
Izmjena: Iz članak 11. IV skupina poslova brišu se stavci 3 i 4, a isti se dodaju u članku 8 u III. skupinu
poslova iza „točke“.
Obraloženje: Ured grada se brine o službenom portalu grada te je povezano s time logično da
poboljšanje informatike bude po njihovom ingerencijom.
