Preface
The past three decades is rightly regarded as modern construction revolution,
wherein execution technique and the construction industry has evolved as to help
achieve the technical level and good time-saving, as well as to reduce the economic cost
of the projects, depending on the evolution of this technology had to take into
consideration some of the controls and technical requirements that help to ascertain the
level of performance and quality, and ensure quality control with no damage to the
surrounding environment as a result of activities held.
As this concept is one of the important aspects in order to achieve and ensure the
safety of urban development in all its aspects, including the side of the concrete, which is
one of the pillars upon which modern constructions industry, so the Quality Management
in concrete factories is more than to be the equipment and production machinery of
concrete and all are even exceed into many other aspects, including the people qualified
to manage the plant, as well as sources of material entering the industry and how to
manage those materials within the plant, including the changes or alter their
characteristics, as well as how it is stored and the work of materials tests, as well as
adjust the quality control process during manufacturing and after Manufacturing and how
waste management and materials or unwanted resulting from the industry, all of these
processes greatly affect the final product, so necessary noted that the quality inside the

The ready-mixed concrete industry in Qatar is the backbone of urban development
and witnessed Qatar far from the large size of the projects proposed in the state to keep
pace with modern developments and aims to it the State of Qatar of a future vision for
, the Qatar General Organization for Standardization, and cooperation with the
other governmental or private bodies that has been keen to develop industry in line
with this development in the state and to achieve this constructive vision , and where
the concrete industry has evolved dramatically in recent years and the subsequent
evolution of the specifications of the QCS to QCS specifications in and
then QCS specification ,it was necessary for the body to try to keep pace with
these developments ,so this executive program for the classification of ready-mixed
concrete industry.

Globally Ready-Mixed Concrete Quality Control Systems
There is quality control on the ready-mixed concrete plants in many developed
countries systems of these systems and methods of application of the state and
vary to the other.
In Britain, for example, there is a comprehensive and advanced system to ensure
the quality known as Quality Ready Mix System (QSRMC) is compatible with the
requirements of international standards for quality (ISO 's) and carried out by
independent. And to join this system is not mandatory, although most of the
factories under this umbrella even be able to compete with others.
In the United States, there is no quality control system is clear and independent as
is the case in Britain, where the US National Association of producers of concrete
(NRMCA) issue a certificate of conformity with the factories that meet the
requirements of the basic equipment that is set up by the Assembly after the
preview and check it out by engineer practitioner licensed to work in the state
where there is a factory.
Most quality systems conform to the general requirements, although they differ in
some details, and if the plant fails to maintain these minimum requirements it
loses their classification, and becomes null recorded in the system.
Also, Saudi Arabia has taken a big step in this subject and has done a
classification of Ready Mix companies based on quality and Classification
Manual for Saudi Arabia is considered as one of the most important references
for this category in the State of Qatar with a variation in the privacy of the State of
Qatar and taking into account their own specifications and climate etc.

After entering many of ready mix concrete companies in the Qatari certificate of
conformity procedures, it was clear that there are a lot of faults in plants, including
that the laboratory or factory or others that’s helps to maintain the quality of products
, and these things may vary from one to another factory as production size or the size
of the company,
but the main topic is how to control the quality of products with various large
proportions from factory to another, and this was the main to the make that
classification to saves each subsequent plant in quality or what can be translated a
certain quality classification based on clear and transparent criteria,
and these calssifications were conducted according to the international standards,
experiences of countries, our practices, and scientific researchers .
The objectives of the classification program for ready-mix concrete
companies
Mainly, the main feature for this classification is:
to ensure the quality of ready-mixed concrete wich produced in the State of Qatar
and to raise the quality of the performance level of ready-mixed concrete plants to
comply with the requirments of global and local specifications (QCS) for the
production of ready-mixed concrete and these goals are :
Ensure the quality of concrete in Qatar.

Create a spirit of competition in quality between the factories through the
classification scale.
Take advantage of the program to develope the specifications.

Classification criteria and foundmentals
All plants inter to classification means acceptable, but to differentiate between the
performance we were dividing into three classes: Class A, Class B, C class.
Classification is for ready-mix concrete factories in accordance with the principles
and Criteria Into Three Categories:
Class (A): Factory with excellent performance.
Category (B): Factory with a good performance.
Category (C): Factory with acceptable performance.
the classification process as shown is depends on three main indicators are:
-Factory Index:
covers the organization of the factory as well
Storage and handling of materials and mixing plants , control rooms , areas of washing
and wastage area, The hot weather precautions , delivery ticket and cumpter system.
-Laboratory Index:
Covers organization of laboratory, devices, technical crew , record and document for
Quality requirements of materials and concrete productions and curring room .
-Production Quality Indicator:
Depends on The submittal of company profile for certificate , fulfill the notes after the
inspection , the results of random samples, which are taken from each plant, and maintain
the quality of products and quality of factory during validity of certificates .

How is the classification of plants based on
percentage of earned points:
- Factories With Excellent Performance (Category –A )
excellent in factories with (Class A) requires as follows:
the plants and equipment index percent or more .
quality laboratory and activities index of QC or more.
The production quality is excellent so that the quality index
percent or more.
Factories With Good Performance (Class - B)
The classification of the plant as a good performance (Class B) If
factories did not achieve the specific requirements of a class (A) so
that a minimum percentage shall be achieve in any of the three
major indexes as the following:
factory activity index at least or more.
laboratory activities Index and QC at least or more .
production quality index at least or more.
Factories With Acceptable Performance (Class- C )
The classification of the factories with acceptable performance
(Class C) If the factories did not achieve the specific requirements
of the category (B) so that a minimum percentage shall be achieve
in any of the three major indexes as the following:
factory activity index at least or more.
laboratory activities and quality indicator at least or more.
production quality index at least .

The way the classification and application steps:
• When the company submits the profile with certificate request for
evaluation as per profile the requirement, In case of Notes ,the
company can edit this notes until they meet the specifications and
you will get the earned the point of profile index .
• Employees of the department will inspect the factory and assess
the factory and laboratory and give you comments and when you
modify the notes will get the earned point of factory and lab index.
• After sampling and complete results and evaluate the results you
will get the earned points of production quality index.
•The company may upgrade thier earned points if it was
modifying any note .
•After obtaining the certificate and during the period of validity,
if the company committed quality plan and did not record any
observations or notes during that period that will add extra ( )
degrees in the next year .
•After obtaining the certificate and during the period of validity
,If the company does not comply within the period of validity of the
certificate and recorded any notes against so that a( )degrees will
reduce from the factory index in the following year.
•During the period of validity of the certificate if serious
violations recorded so that it will subject to the law of a certificate
of conformity (certificate withdrawn)

•Before the issuance of the certificate quality and conformity
department will give you a copy of the classification report to let the
company to see the shortcomings and try to be adjusted before the
next certificate
•The company also can ask for the evaluation results of the
classification for each stage at the end of this stage .
•Factories that apply for certification for the first time may not
get a rating of more than (B) because they do not have a sufficient
track record of quality
