Приказываю:
1. Утвердить и ввести в действие прилагаемое Положение об архиве центрального аппарата
Федеральной службы по экологическому, технологическому и атомному надзору (РД-22-02-2006).
2. Считать не подлежащим применению в Федеральной службе по экологическому,
технологическому и атомному надзору Приказ Госатомнадзора России от 12 июля 2002 г. N 60 "Об
утверждении и введении в действие Положения об архиве Госатомнадзора России".

I. ОБЩИЕ ПОЛОЖЕНИЯ
1. Настоящее Положение об архиве центрального аппарата Федеральной службы по
экологическому, технологическому и атомному надзору (далее - Положение) разработано в
соответствии с требованиями Примерного положения об архиве государственного учреждения,
организации, предприятия, утвержденного Приказом Роскомархива от 18 августа 1992 г. N 176,
Основными правилами работы архивов организаций, одобренными решением коллегии Росархива
от 6 февраля 2002 года, и Типовой инструкции по делопроизводству в федеральных органах
исполнительной власти, утвержденной Приказом Министерства культуры и массовых
коммуникаций Российской Федерации от 8 ноября 2005 г. N 536, зарегистрированной
Министерством юстиции Российской Федерации 27 января 2006 г., N 7418.
2. Положение устанавливает общие требования к функционированию архива центрального
аппарата Федеральной службы по экологическому, технологическому и атомному надзору (далее -
архив центрального аппарата) по обеспечению сохранности, учета, отбора, упорядочения и
использования документов (не содержащих сведений, составляющих государственную тайну),
образовавшихся в процессе деятельности центрального аппарата Федеральной службы по
экологическому, технологическому и атомному надзору (далее - Служба), и их передачи на
государственное хранение.
3. Документы Службы, имеющие историческое, культурное, научное, социальное,
экономическое и политическое значение, входят в Архивный фонд Российской Федерации,
2. являются собственностью государства и подлежат постоянному хранению в Государственном
архиве Российской Федерации (далее - ГАРФ).
До передачи на постоянное хранение эти документы временно, в пределах сроков,
установленных Федеральным законом от 22 октября 2004 г. N 125-ФЗ "Об архивном деле в
Российской Федерации", хранятся в центральном аппарате, территориальных органах Службы, а
также находящихся в ее ведении организациях.
4. Все работы, связанные с подготовкой, транспортировкой и передачей архивных
документов, производятся силами и за счет Службы, а также находящихся в ее ведении
организаций.
5. В Службе для хранения документов Архивного фонда Российской Федерации и
законченных делопроизводством документов временного хранения и по личному составу, их
отбора, учета, использования и подготовки к передаче на государственное хранение создаются
архивы центрального аппарата, территориальных органов Службы, а также находящихся в ее
ведении организаций.
Руководители центрального аппарата, территориальных органов Службы, а также
находящихся в ее ведении организаций обеспечивают свои архивы необходимыми помещениями,
оборудованием и кадрами.
6. Архив центрального аппарата возглавляет один из работников отдела документооборота и
архива Управления делами Службы, на которого возложены функции заведующего архивом, и
является ответственным лицом за ведение архивного дела.
7. В своей работе архив центрального аппарата руководствуется законодательством
Российской Федерации, Федеральным законом от 22 октября 2004 г. N 125-ФЗ "Об архивном деле
в Российской Федерации", организационными и распорядительными документами Службы,
правилами и другими нормативными и методическими документами специально уполномоченного
Правительством Российской Федерации федерального органа исполнительной власти в области
архивного дела и настоящим Положением.
8. Архив центрального аппарата работает по планам, утверждаемым начальником
Управления делами или лицом, исполняющим его обязанности, и отчитывается перед ним о своей
работе.
9. Контроль за деятельностью архива центрального аппарата осуществляет руководитель
Службы.
10. Организационно-методическое руководство деятельностью архива центрального
аппарата осуществляет ГАРФ.
11. Территориальные органы Службы и находящиеся в ее ведении организации создают
свои архивы с аналогичными задачами и функциями, разрабатывают и утверждают положение о
них и согласовывают с соответствующими архивными учреждениями.
II. СОСТАВ ДОКУМЕНТОВ АРХИВА
12. Архив центрального аппарата хранит документы постоянного и временного (свыше 10
лет) срока хранения и по личному составу.
13. В архив центрального аппарата поступают:
а) законченные делопроизводством Службы документы постоянного хранения,
образовавшиеся в деятельности структурных подразделений центрального аппарата Службы,
документы временного (свыше 10 лет) срока хранения, необходимые в практической
деятельности, документы по личному составу Службы;
б) документы постоянного хранения и по личному составу Службы предшественников;
в) научно-справочный аппарат к документам архива центрального аппарата.
III. ЗАДАЧИ И ФУНКЦИИ АРХИВА
14. Основными задачами архива центрального аппарата являются:
а) комплектование документами, состав которых предусмотрен разделом II настоящего
Положения;
б) учет, обеспечение сохранности, создание научно-справочного аппарата, использование
документов, хранящихся в архиве центрального аппарата;
в) подготовка и своевременная передача документов Архивного фонда Российской
Федерации на государственное хранение с соблюдением требований, устанавливаемых
Федеральным архивным агентством и Государственным архивом Российской Федерации (далее -
ГАРФ);
г) осуществление контроля за формированием и оформлением дел в делопроизводстве
Службы.
3. 15. В соответствии с возложенными задачами архив центрального аппарата осуществляет
следующие функции:
а) в соответствии с графиком, утвержденным начальником Управления делами, принимает
не позднее чем через 3 года после завершения делопроизводством документы структурных
подразделений центрального аппарата, учитывает и хранит эти документы, обработанные в
соответствии с требованиями, установленными Федеральным архивным агентством и ГАРФ;
б) разрабатывает и согласовывает с ГАРФ графики представлений описей на рассмотрение
Экспертно-проверочной комиссии (далее - ЭПК) и передачи документов Архивного фонда
Российской Федерации на государственное хранение;
в) составляет и представляет не позднее чем через 2 года после завершения
делопроизводством годовые разделы описей дел постоянного хранения и по личному составу на
рассмотрение центральной экспертной комиссии Федеральной службы по экологическому,
технологическому и атомному надзору (далее - ЦЭК) и ЭПК ГАРФ;
г) осуществляет учет и обеспечивает полную сохранность принятых дел;
д) создает, пополняет и совершенствует научно-справочный аппарат к хранящимся в архиве
центрального аппарата делам и документам, обеспечивает его преемственность с научно-
справочным аппаратом государственного архива;
е) организует использование документов, информирует руководство и работников Службы о
составе и содержании документов архива центрального аппарата;
выдает в установленном порядке дела, документы или копии документов в целях служебного
и научного использования, для работы в помещении архива центрального аппарата;
исполняет запросы организаций и заявления граждан об установлении трудового стажа и по
другим вопросам социально-правового характера, в установленном порядке выдает копии
документов и архивные справки Службы;
ведет учет использования документов, хранящихся в архиве центрального аппарата;
ж) оказывает методическую помощь работникам, ответственным за ведение
делопроизводства в структурных подразделениях Службы, в составлении номенклатуры дел
Службы, контролирует правильность формирования и оформления дел в делопроизводстве, а
также подготовку дел к передаче в архив центрального аппарата;
з) участвует в проведении мероприятий по повышению квалификации работников архива
Службы и работников, ответственных за ведение делопроизводства в структурных
подразделениях Службы;
и) ежегодно представляет в ГАРФ сведения о составе и объеме документов по
установленной форме;
к) подготавливает и в установленном порядке передает на хранение в ГАРФ документы
Архивного фонда Российской Федерации.
IV. ПРАВА АРХИВА
Для выполнения возложенных задач и функций архив центрального аппарата имеет право:
16. Контролировать выполнение установленных правил организации хранения документов,
законченных текущим делопроизводством, в структурных подразделениях центрального аппарата
Службы до передачи их на хранение в архив, давать предложения или готовить и представлять
начальнику Управления делами на согласование в установленном порядке проекты
организационных и распорядительных документов по архивному делу.
17. Запрашивать от структурных подразделений центрального аппарата Службы сведения,
необходимые для работы архива центрального аппарата, с учетом обеспечения выполнения всех
возложенных на архив центрального аппарата задач и функций.
18. Участвовать в согласовании с ГАРФ в установленном порядке сводной номенклатуры дел
центрального аппарата Службы, описи дел постоянного хранения, по личному составу и
долговременному сроку хранения, а также проектов иных нормативных и методических
документов по архивному делу, разрабатываемых Службой по архивному делу, до представления
этих проектов на рассмотрение ЦЭК Службы и ЭПК ГАРФ, визировать акты на уничтожение
документов.
19. Участвовать в мероприятиях по повышению квалификации работников
делопроизводственных и архивных служб центрального аппарата Службы, ее территориальных
органов и подведомственных ей организаций.
20. Ставить вопрос перед руководством Службы о привлечении к ответственности лиц,
виновных в хищении, укрытии, порче, незаконном уничтожении документов и нарушении
требований действующих правил и норм по архивному делу и организации работы с документами.
21. Представлять руководству Службы в установленном порядке предложения и планы
мероприятий по совершенствованию архивного дела в центральном аппарате Службы.
4. V. ОТВЕТСТВЕННОСТЬ
22. Заведующий архивом (работник, на которого возложены обязанности обеспечения
работы архива центрального аппарата) несет ответственность за:
а) выполнение возложенных на архив центрального аппарата задач и функций;
б) обеспечение техники безопасности и противопожарной безопасности в помещениях
архива.
23. За утрату и порчу документов Архивного фонда Российской Федерации должностные
лица Службы несут ответственность в соответствии с действующим законодательством.
