ABSTRACT
This project document deals all about Vehicle Management System For Amhara Region Science
Technology and Information Communication Commission.It has four chapters: introduction,
analysis, design phase, implementation and conclusion and recommendation.The introduction part
deals with the background for the project area and office, statement of the problem, scope,
methodology and It also includes project time schedule and organization of the project.
The second chapter shows the detail analysis of the existing and the new system. This chapter
deeply deals with discussions of the new proposed system using a UML (Unified Modeling
Language) diagrams. A detailed description of system functionalities and use case documentation,
Sequence diagram for the interaction between the actor and system, activity diagrams, and class
diagram are also part of this new proposed system.
The third of this documentation is the design phase. The computer based solutions to the problems
of the system which Vehicle Management System is are included in this part. It starts with
objectives and goals of the design. Next the proposed architecture of the solution including
subsystem decomposition,deployment diagram are included in this part.
The fourth chapter shows the implementation of the project. The last chapter of this project is
conclusions and recommendation of our project.
The project involves methods like data/requirement collection, system analysis and design(object
oriented approach). It also includes the use of hardware and software’s like operating system,
Database Management System ,application software, PhpMyAdmininstration and the likes. DBMS
for the purpose of database implementation. To do this system we have used different methodology
to get information about the system and to analysis, use software tools like NetBeans to write the
XHTML and JAVA code, Google chrome to test the function of the system, and we have used
different languages and scripting language like xhtml, mysql to develop system. we have used
hardware tools like computer, USB flash to write and store our data.

PROJECT PROPOSAL
1.1 INTRODUCTION
The advancement of computers and communication technology and their continuous improvement
in solving complex problems and it’s significant contributions towards process reengineering has
lead many organizations and business firms to use computers and computer systems to automate
and redesign their work. And this has been noted contributing to quality service delivery, increased
profit, better management of operations and processes; and efficient and effective utilization of
resources. As companies are at the very edge of process automation and reengineering, coming up
with a system proposal that best fits the company’s business requirement is part of system
development.
1.2 BACKGOUND OF THE ORGNIZATION
Amhara regional state Science, Technology and Information Communication commission is a
service provider for Amhara people based on information communication Technology aspect. It
plays great role making the Amhara peoples’ life information technology assisted. As the worker’s
description, the commission had established in 1995 E.C for the first time. Next to this and when
the services in the region grew up, the structural functional work flow change are made to it and
incorporated to agency in 2002 E.C. Now incorporated as Amhara Region Science Technology and
Information Communication commission starting from 2007 E.C.
The establishment of the Commission has the following main reasons. These are:
Sectors, the public and the government, having gained adequate, current and quality
information, to be able to provide their service provision in a qualitative and speedy way
through developing and expanding the information and communication technology in the
region.
By realizing joint and integrated working system with the Federal ministry of
communication and information technology and thereby putting in place reliable
infrastructure of information and communication technology, it has been found necessary
to create one economic society which depends upon knowledge and information for the
overall development acceleration and good governance enrichment of the region.

1.3. STATEMENT OF THE PROBLEM
The purpose of developing this application will help to modernize the vehicle management process
in our organization and avoid any human errors. Vehicle information manually, especially when
many vehicles are there for the organization, is a tedious process. One of the major tasks is sending
the vehicles for servicing
If the system is available in the organization the problems that are listed below are easily handle in
term of quality service delivery, increased profit, better management of operations and processes
and efficient and effective utilization of resources.
Although the degree differs it is very natural for systems to encounter problems. Accordingly, in
the course of its investigation, the following are discovered as major problems that hinder (hold
back) the Company in its effort to provide quality services to its valued employee.
The problems that are visible in the orgnizations are:-
Recording users information is very tedious.
Controlling(changing) user information.
Recording car information is very fraturated.
Controlling(changing) car information very tedious.
Difficulty to get the required detailed information about specific vehicle or item at one
place in a short period of time. And due to the presence of data redundancy under
different titles about the same object, the creation of summary and the process of
generating report about individual item has become a challenge in the existing system.
In Vehicle management offices information exchange and service control is processed
in manual way and which makes the communication of the working environment
difficult to manage and control.
Files are randomly processed despite the position and hierarchy of workers or clients in
the existing system.

1.4. OBJECTIVE OF THE PROJECT
4.1 GENERAL OBJECTIVE
The main objective of the projet is to develop vehicle management system for Amhara Region
Science Technology and Information Communication commission in such a manner that is secured,
reliable, accurate and efficient.
4.2 SPECIFIC OBJECTIVE
The following are specific objectives of the project attributing towards the achievement of
the broad objective stated above.
To Study the existing Vehicle Management System practices, procedures and gather the
required information.
To Define the purpose of the system in terms of functional and non-functional requirements.
To Represent the functional requirements in terms of Use Cases and Actors.
To Transfer the Use Cases into an Object model that completely describes the system.
To Select hardware/software platform on which the system runs and define persistent data
management strategy.
To Translate the Object model into Source Code. This is implementing the attributes and
methods of each Object and integrates all Objects to function as a single system.
To Test the system to reveal if any bugs were committed.
To Prepare user manual after system demonstration and comments integration.
1.5 SCOPE
As the working system makes use of manual operations in vehicle management system, therefore
the scope of our project plans and targets in developing and implementing web based system to
replace and solve the problems within the existing manual system.
The main task of the project is:
Record user and car information.
Handle local and trip car request of employees.
To announce the user that the request is accepted.
Managing vehicle information.
Calculate fuel consumption.
Searching and updating registered vehicles.
Searching and updating registered user that uses the system.
Enabling the users to submit the required information in computerized way.
Facilitates concise report for higher level decision making quickly and efficiently
without waiting for working hours or days.

The functional requirement is the services that are provided by the system. It also describes the
interactions between the system and the user, and any other external system. It describe user tasks
that the system needs to support.
Functional requirement is a description of activities and services that a system must provide. It is
clear that the new system have to perform all the tasks done by the current system without changing
the rules and in cost effective way. The following are the functional requirements that must be
fulfilled by our system. Describe the processing (i.e. function to be supported) by the new system

The System will handle to register all the employee that uses the car in the organization and drivers.
The system handle to send city movement and trip movement request of the employee.
The system will register all the car in the organization based on the business rule.
The system will handle the transaction of vehicle oil, maintenance, service and other.
The system will activate and deactivate but not delete user based on the business rule.
The system addresses the car in which the driver belongs.
The system also manages the car.
Calculating fuel consumption per liter.
The system will handle the request of the driver easily.
The system will easily send requests and get responses from finance.
The system sees the location of the car (where the car is locating at the current time) on the map
with the help of IoT Devices.
1.6 Methodology
6.1 Requirement Identification Methodology
In the course of this system study, we have employed the following methods in order to clearly
point out the detailed problems and requirements pertaining to the systems to be developed.
Interview: - we will gather information by asking personnel in vehicle management offices at
organization and other experts.
Questionnaires: we will prepare some questions for the vehicle management office and also we
will gather different information. Such questions are raised like:
What seems like is the work flow in the organization?
What tasks are performed in the organization?
Is there any work division in the system?
What are the problems in your current system? Is that manual or computerized?
What kind of maintenance can take place?
In what way the fuel and other resources are distributed to the drivers?
6.2 TOOL
For the requirement analysis and design, the following tool(s) is used, as it is easy for use and rich
with features that support UML (modeling language).

and the short time boundary we are in, I have decided to use JAVA SERVER FACES (JSF) as
development environment and it is very rich in user interface it has around 117 components.

It is useful for the driver and to request multiple services like oil request, maintenance and service
request and easily get response.
Help the simret to easily handle data of many transaction like oil usage, service request and car
information.

Avoiding improper resource consumption.
Avoiding data loss because of improper data storage.
Minimize cost of operations.
Minimize time delay in getting information/reports.
Improve fast communication between internal departments of the organization.
1.8 WORK BREAKDOWN STRUCTURE(WBS)
The team is created in 4 members, and the team composition is one group leader, one vice leader
and one secretary and the other one is a group member. We get a decision after all members are
argued but we can’t decide until all the group member understands.
