PROMOTION OF GR’C’ STAFF
- Para 210 – 228 of IREM Vol.I
- ‘Non-selection posts’ are posts, grades or classes
which have not been declared as ‘selection posts’.
- ‘Selection posts’ are posts, grades or classes
which have been declared as such by the Rly
Bd and to which promotions are made on the
basis of a positive act of selection
- Depending upon the requirement of the service.
PROMOTION OF GR’C’ STAFF
- Can be promoted only if he is considered fit to
perform the duties attached to the post.
- GM or HOD or DRM may prescribe the passing of
specified departmental or other tests as conditions
precedent to being considered fit to hold a specified
post; such rules should be published for the
information of the staff concerned.
- Shall be made without any communal or racial
consideration.
PROMOTION OF GR’C’ STAFF
- There shall be no discrimination in the matter of
promotion merely on ground of physical disability.
-Persons with disability will be considered for promotion in
their turn based on their eligibility and suitability along
with others in the selection/suitability/trade test, for
promotion to higher grade post.
-RBE 74/2022 (Reservation in promotion for PwBD)
- Non-selection posts are filled by seniority cum suitability.
Suitability on the basis of record of service and/or
departmental tests, if necessary.
PROMOTION OF GR’C’ STAFF

-- Based on order dt. 28.09.2021 delivered by Hon’ble
Supreme Court in the “application for clarification” in
Siddaraju Vs State of Karnataka.
-- as provided in Sec 34 of the Rights of Persons with
Disabilities Act, 2016
-- 4% of the total no. of vacancies in the cadre
-- shall be applicable in cadres in which DRQ, if any,
does not exceed 75%.
PROMOTION OF GR’C’ STAFF
-- Contd.RBE 74/2022
-- Cadre-wise and group-wise 100-point vacancy-based
reservation roster/register to be maintained
-- each cycle of 100 points is divided into four blocks
-1 block Point No. 1 – 25
-2 block Point No.26 – 50
-3 block Point No.51 – 75
-4 block Point No.76 -100
-Point No.1,26,51 & 76 are earmarked for the respective
categories.
PROMOTION OF GR’C’ STAFF
- A senior employee may be passed over only if he/she
has been declared unfit for holding the post in question.
- When a senior employee is passed over, the authority
making the promotion shall record briefly the reason
- Staff in the immediate lower grade with a minimum
service of two years. Service includes, if any, rendered on
adhoc basis followed by regular service without break.
- Two years should stand fulfilled at the time of actual
promotion and not necessarily at the stage of
consideration.
PROMOTION OF GR’C’ STAFF
- If by virtue of the above rule, a junior is eligible,
his senior will also be eligible for such promotion
even though he might not have put in a total
service of 2 years
- The no. of eligible staff called for consideration =
no. of existing vac plus anticipated during the
next one year.
PROMOTION OF GR’C’ STAFF
- Anticipated incl normal wastage (i.e. retirement/ NR),
- likely acceptance of VR/resignation,
-the vac in the higher grades in the channel, the filling up of
which will result in the need to make consequent
appointments from the proposed select list,
-staff appd to go on deputation to other units,
-staff already empaneled for ex-cadre posting,
-creation of additional posts already sanctioned by the
competent authority and due to staff likely to go out on
transfer to other Rly/Dn
PROMOTION OF GR’C’ STAFF
- RBE 196/2018 – 100% objective – MCQ only
- A large Question Bank may be created from which
the questions can be selected randomly for
conducting a CBT
- CBT mode or pen and paper mode.
- May be conducted on OMR, which will have a carbon
copy, kept in safe custody of officer nominated.
- OMR can be evaluated manually.
PROMOTION OF GR’C’ STAFF
- Cutting, erasing or alteration of any type in the
answer will not be accepted. Zero marks will be
given for answers having correction/ over writing.
- There shall be negative marking for incorrect
answers. One third mark allotted for each question
will be deducted for wrong answers.
- Responsibility for evaluation shall be with the
Officer nominated for evaluation. Coding &
decoding of answer sheets will continue
PROMOTION OF GR’C’ STAFF
- Promotion by Trade Test: Existing vac + anticipated
for next one year.
- Employees passing the suitability test should only
be placed in the select list.
- An employee who has passed a suitability test once
need not be called for the test again and should be
eligible for promotion as and when vacancies arise.
- A suitability test should be held at a interval which
should not be less than one year.

All the eligible employees as per their seniority incl
those who failed at the last test should be called.
The period of one year is reckoned from the date of
announcement of the result.
If an employee fails in a suitability test but is called
up again after a time lag of one year and he passes
the same, he should be given preference over his
junior who had passed the suitability test earlier but
is still waiting to be promoted for want of a vacancy.

Selection is the process of screening of eligible employees
for filling up post classified as selection post by Rly BD.
Positive act of selection shall consist of only written test to
assess the professional ability of the candidates, for which
reasonable advance notice should be sent.
Teachers, Law Assts, Physiotherapists, Telephone Operators,
Instructors in Zonal Trg Schools etc. Stenographers, Chief
Typists, Protocol Inspectors, Receptionists,
Publicity/Advertising Inspectors, Photographers/Cameramen
and Hostel Supdts- Written and Viva-Voce
PROMOTION OF GR’C’ STAFF
Promotion to Loco Pilot(Passenger), Passenger Guard
and Motorman will consist of viva-voce only, after
passing the prescribed promotional courses.
Eligible staff upto 3 times the no. of staff to be
empaneled will be called. The staff employed in the
immediate lower grade on fortuitous basis will not be
eligible for consideration.
Additional persons in lieu of persons who have
expressed unwillingness may be called for the selection.
PROMOTION OF GR’C’ STAFF
Assessment of vac in Cadre :
Existing + Anticipated in next 15 months
- All the vac of CN organisation incl RE and other
projects should be taken.
For Ex-cadre posts: Existing vac + Anticipated next 2
yrs
Selections should be conducted annually.
PROMOTION OF GR’C’ STAFF
Where holding of the next selection becomes
necessary before a gap of one year on account of
panel getting exhausted, the earlier selection not
throwing up adequate number for
empanelment/promotion etc.,
- The same may be held after a min gap of 6
months from the date of panel approval
- This condition of 6 months restriction will not
apply to general selections – by calling volunteers.
PROMOTION OF GR’C’ STAFF
Adhoc promotion – only against selection posts.
- No adhoc promotion in non-selection posts
incl posts filled by trade test.
- against leave vacancies and short duration
vac upto 4 months
- beyond which FA&CAO should not draw the
pay
- can be paid with personal approval of CPO.

PROMOTION OF GR’C’ STAFF
- Question Setter, Evaluator
- Question paper should have practical bias rather
than their theoretical knowledge.
- Moderation of results by way of awarding grace
marks shall not be resorted to without the authority
of the Selection Bd or the authority competent to
accept the recommendations of Selection Bd.
- No grace marks shall be allowed in individual cases.
