John Howard was an 18th century English philanthropist and prison reformer. He toured prisons across Europe in disguise to document the living conditions of inmates. Howard was appalled by what he witnessed - prisoners lived in unsanitary conditions without proper shelter, food, or healthcare. Upon his return to England, he suggested improvements such as separating prisoners by gender and crime, providing basic services, and building new prisons in better locations with more humane living standards.
