Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

2. Povijesni razvoj kanalizacijskog sustava
Grada Pule
1899. godine izrađeno je prvo obuhvatnije idejno rješenje kanalizacije grada
Pule – tijekom godina sustav ostaje nepromjenjen: okosnica sustava temelji se
na odvodnim kanalu Pragrande i Šijanskom kolektoru, koji završavaju u
pulskoj luci.
70-tih godina postaje očito da razvoj grada (porast stanovništva i razvoj
industrije) uzrokuje smanjenje kvalitete vode u Pulskom zaljevu. Kao odgovor
na ovaj problem izrađen je prvi koncept modernog sustava odvodnje.
80-tih godina grade se nova naselja na vanjskim rubovima grada, sa
razdjelnim sustavom odvodnje i uređaj za pročišćavanje otpadnih voda
Valkane. Centar grada temelji se na mješovitom sustavu odvodnje, i otpadne
vode i dalje bez čišćenja završavaju u pulskom zaljevu.
90-tih godina zbog sve većeg zagađenja Pulskog zaljeva i
nezadovoljavajućeg sustava odvodnje izrađuje se idejno rješenje sustava
baziranog na obalnom kolektoru kojime se prekida ispuštanje nepročišćene
kanalizacije u more gradske luke.
3. Obalni kolektor - faze izgradnje po izvorima
financiranja
Period od 1998 – 2009. godine
Projekt MEIP (od 1998 - 2009. godine) - projekt započeo financiranjem putom EBRD,
Hrvatskih voda i Grada Pule.
Jadranski projekt I (od 2006 - 2009. godine) - nastavak izgradnje financiranjem putem
Svjetske banke i Hrvatskih voda.
Period od 2010 – 2014. godine
Projekt MEIP II (od 2010 – 2014 godine) - nastavak izgradnje sredstvima državnog
proračuna (bespovratna sredstva).
Jadranski projekt II (od 2010- 2014. godine) - nastavak izgradnje sredstvima Svjetske
banke i Hrvatskih voda.

8. Da li znamo što je bilo sa Pulskim
zaljevom prije izgradnje obalnog
kolektora...?
Da je grad Pula imao dva odlagališta. Jedno se zove Kaštijun, a
drugo...Pulski zaljev!
Da je Pulski zaljev prije izgradnje kolektora bio jedna od posljednjih
crnih točki na Jadranu glede onečišćenja!
Da se svakodnevno kroz veliki broj direktnih ispusta u Pulsku luku
ispuštalo preko 5000m3 nepročišćenih otpadnih voda što odgovara
količini od oko 500 kamiona cisterni!
Da se više od 50 godina svakodnevno izlijeva otpadna voda u Pulski
zaljev i da je vremenom na pojedinim mjestima talog nastao
izljevanjem veći od 3-5 metara!
Da se je prije rekonstrukcije i sanacije kanala Pragrande u tom istom
kanalu taložila velika količina mulja što odgovara procesima koji se
dešavaju u septičkoj jami...
9. Sadašnje stanje sustava odvodnje otpadnih
voda Grada Pule
Sustav odvodnje temelji se većim dijelom na mješovitom sustavu odvodnje – centar
grada, dok se u novim dijelovima grada – Veruda Porat, Vidikovac, Stoja, Pješčana uvala,
razvija razdjelni sustav odvodnje.
Danas sustav odvodnje grada Pule čini oko 257 km kanalizacijske mreže i 16 crpnih
stanica, te uređaja za pročišćavanje otpadnih voda (UPOV) sa dugim podmorskim
ispustom.
Broj priključenih i nepriključenih:
Broj stanovnika u aglomeraciji 57.466
Ukupno priključenih na sustav odvodnje (građani i gospodarstvo) – 50.414 ili 89%,
Broj stanovnika spojenih na UPOV – 33.940 ili 60%
Septičke jame :
Nepriključeni stanovnici 7.052
starost jama od 7-55 god., veličina 12-25m3,
pražnjenje dva puta mjesečno do jednom u 25 godina

Hrvatske vode:

Vodopravna dozvola je dokument koji izdaju Hrvatske vode i temeljem kojega se odobrava
isporučitelju vodne usluge ispuštanje otpadnih voda te propisuju maksimalno dozvoljene
vrijednosti emisija onečišćujućih tvari u otpadnim vodama:
za ispust Pragrande određuje se praćenje analiziranjem trenutnog uzorka 4 puta godišnje.
Mjeri se biokemijsko opterećenje otpadne vode (KPK, BPK5, pH), suspendirana tvar, ulja i
masnoće, protok, temperatura.
obavezuje se Pragrande d.o.o. da izgradi kanalizaciju Riva i Pragrande kojom će prikupiti
komunalne otpadne vode sa postojećih obalnih ispusta u luci i predmetnih slivova te ih
priključiti na UPOV Valkane.
“Guidance notes” od strane konzultanata EU u pripremi aplikacije za EU projekt navodi se
obveza rješavanja sliva Pragrande, odvajanjem kanalizacije,
Kanalizacija Riva je izgrađena, kanalizacija sliva Pragrande će se graditi.

26. Izvođenje tehničkih pretpostavki za nastavak projekta spajanja
budućeg fekalnog kolektora Pragrande na izgrađeni dio u
Flacijusovoj ulici bez kopanja ulice Riva i Flacijusove ulice
30. Dinamika izgradnje – ograničavajući faktori sa
tehničkog i tehnološkog aspekta
Građevinski radovi se izvode u urbanoj zoni – potreba za osiguranjem
stabilnosti okolnih zgrada u vidu zaštite građevne jame,
Gradnja se izvodi u kampadama radi osiguranja okolnih zgrada i sigurnosti u
samom rovu trase kanala,
Izgradnja se izvodi uz ispunjenje uvjeta konzervatora što značajno utječe na
dinamiku izvođenja radova,
Osiguranja funkcioniranja grada: minimum prometne povezanosti i osiguranje
dostupnosti prilaza vozilima za hitne intervencije – vatrogasci, hitna pomoć,
policija, javni promet ...
RIVA I PRAGRANDE - NIJE MOGUĆE GRADITI NA DVA VITALNA
PROMETNA PRAVCA ISTOVREMENO U URBANOJ ZONI.
31. Dinamika izgradnje – ograničavajući faktori sa
financijskog aspekta
Ukupno od 1996. godine utrošeno oko 240 milijuna kuna,
Od toga gotovo 100 milijuna kuna bespovratnog novca,
Ukupno zaduženje kroz Jadran I i II oko 140 milijuna kuna,
Način financiranja – kredit Svjetske banke uz kamatnu stopu od
0,25%,
Gradnja i vraćanje kredita osigurano kroz naknadu za razvoj
koja za građane iznosi 1,55 kn/m3, dok gospodarstvo iznosi
2,54 kn/m3,
Na godinu se prikupi po toj osnovi oko 6,5 milijuna kuna,
Taj iznos bio je dostatan za zaduženje od 140 milijuna kuna i
osiguranja povrata kredita,
Dodatna sredstva kroz postojeću nakandu za razvoj ne postoje
i nastavak gradnje nije moguć,
Hrvatske vode ne otvaraju dodatne izvore financiranja već
nalažu financiranje kroz EU projekte.
32. EU projekt – Pula Centar
Sukladno vodno-komunalnim direktivama koje je RH obvezna ispuniti
svi sustavi iznad 50.000 ekvivalenata do kraja 2018. godine moraju
zadovoljiti tražene stupnjeve pročišćavanja,
S obzirom na osjetljivost područja i recipijent grad Pula mora završiti
sa tehnološkom cjelinom izgradnje kanalizacijskog sustava i izgradnje
uređaja do kraja 2018. godine,
Kroz EU projekt biti će apliciran projekt izgradnje uređaja za
pročišćavanje kao i preostala potrebna kanalizacijska infrastruktura,
Među inim i izgradnja fekalnog kolektora Pragrande i rekonstrukcija
starog kanala Pragrande u svrhu trajne namjene za oborinsku
odvodnju,
Pragrande d.o.o. već je izradio projekt izgradnje i rekonstrukcija kanala
i kolektora Pragrande sa troškovnicima čija je procijenjena vrijednost
oko 55 milijuna kuna, u tijeku je izrada preostale dokumentacije,
Kroz EU projekt zaduženje JLS iznositi će od 2-9%, ostalo će biti
financirano od strane EU DO 75% a razliku će financirati država.
34. Značaj i funkcija kanala Pragrande
• Svrha kanala – isušivanje močvarnog područja doline Pragrande (Prate grande) po nalogu
Venecije u 17 st., zbog rješavanja problema kuge, koja je pogodila grad.
• Novi zatvoreni odvodni kanal na mjestu tadašnjeg otvorenog kanala izgrađen pod
austrijskom vlašću između 1868. i 1870.g.
• 1899.g. napravljen je prvi sveobuhvatni kanalizacijski plan grada.
• S XX st. novi objekti u nižim dijelovima grada počeli su se spajati na kanal Pragrande i
Šijanski kolektor, dok su u području Kaštela zgrade imale taložnice, nakon kojih je
djelomično pročišćena voda završavala u luci.
• Osnovne tehničke karakteristike starog kanala: zidani kanal cca 1,8x2m, zarušen na
području Uljanika (bombardiranje u II. Svjetskom ratu, gradnja zgrada iznad kanala),
oštećen zbog instalacija u njegovoj blizini, djelomično zapunjen betonom ispod zgrade INK
• Pragrande do zgrade Croatie egzistira kao otvoreni kanal, a dalje se proteže ispod Trga
Republike, Dalmatinovom i Smareglinom ulicom, uz Dom branitelja, kroz Flacijusovu ulicu
i Uljanik do mora
• Značajke sliva Pragrande:
- površina sliva 330 ha
- duljina kolektora u slivu 27 km
36. Hidraulika rada i stanje kanala Pragrande nakon 70
godina i način rada u narušenim uvjetima
Snimanjem kanala (prolazak ronioca kroz kanal) detektirana su oštećenja kanala. Kanal je
u velikoj mjeri bio zapriječen ostalom komunalnom infrastrukturom (kod kazališta).
Također oštećenje je bilo na početku Flacijusove ulice kod pošte, te je u duljini od 50-tak
metara bio urušen u brodogradilištu Uljanik.
U takvim uvjetima nije bilo moguće osigurati ispravan rad kanala, smanjena mogućnost
prihvata oborina, smanjena mogućnost pražnjenja kanala u vrijeme oseke.
Ulaskom morske vode u kanal za vrijeme plime bilo je otežano ispuštanje, te se na taj
način stvarao u kanalu vodeni stupac u prosjeku od 1,4-1,5 metara (ukupna visina kanala
1,80 m),
Upravo je taj vodeni stupac u kanalu stvarao uvjete onemogućavanja razvoja bakterija i
time širenja neugodnih mirisa što je sa druge strane uzrokovalo stvaranje i taloženje
taloga u kanalu koji je prije sanacije kanala gotovo zatrpao kanal.

39. Uzroci širenja neugodnih mirisa
TEHNIČKI SE STANJE NIJE PROMIJENILO U ODNOSU NA ISTO
RAZDOBLJE PROŠLE GODINE (OBALNI KOLEKTOR JE RADIO KAO I OVE
GODINE, A KANAL PRAGRANDE JE BIO OČIŠĆEN),
detekcija lokacije širenja neugodnih mirisa – ispust kanala u brodogradilištu
Uljanik,
promjena intenziteta neugodnih mirisa po pojedinim danima,
izrazita amplituda plime i oseke u danima intenzivnog neugodnog mirisa,
izrazito visoke temperature zraka i mora, te visoki atmosferski tlak,
izrazito mali protok zbog izostanka tuđih voda kanalu (oborinskih, podzemnih,
izvorskih) koja se u uobičajenim uvjetima miješa i razrjeđuje fekalne vode -
zbog dugotrajnog sušnog razdoblja.
41. Stvaranje preduvjeta u kanalu za nastanak H2S -
neugodnog mirisa
Sanacijom i rekonstrukcijom kanala Pragrande stvorio se
značaj prostor u kanalu za stvaranje plinova neugodnih mirisa i
to povlačenjem mora iz kanala koje prije nije moglo izaći zbog
prepreka i urušenja, te značajno nižih količina protoka
oborinske podzemne i izvorske vode iz sliva Pragrande zbog
ekstremnih klimatslih uvjeta.
Neugodnih mirisa neće biti nakon što se izdvoje fekalne vode iz
kanala Pragrande i on bude priveden svojoj osnovnoj funkciji.
42. Jedan od mogućih uzroka stvaranja neugodnih
mirisa – zabranjeno ispuštanje sadržaja septičkih
jama i kemijskih wc
Osim navedenoga ostavljamo mogućnost da bilo gdje na
području sliva Pragrande u bilo koju kanalizacijsku cijev je bilo
moguće ispustiti sadržaj septičkih jama (putem privatnih
koncesionara) ili
sadržaja kemijskih WC.
Biološko opterećenje otpadnih voda iz septičkih jama je 20 do
100 puta veće od prosječnog opterećenja otpadnih voda
Do izgradnje obalnog kolektora privatni koncesionari ispuštali
su sadržaje septičkih jama na označenim lokacijama (do 100
kamiona cisterni dnevno),
Po izgradnji obalnog kolektora strogo je zabranjeno ispuštanje
sadržaja septičkih jama ili drugih sadržaja na slivu Pragrande.
44. Koje su konkretne mjere poduzete
pojavom neugodnih mirisa
“sifonirani” su svi slivnici u nizvodnoj dijelu dionice kanala Pragrande,
redovno se peru i pune vodom (svake noći) a po potrebi i preko dana,
svakodnevno se peru javne površine u okolici pošte,
svakodnevno ubacivanje većih količina enzima koji su razvili zajednice
koje sprječavaju razvoj neugodnih mirisa (potrebno od 7-10 dana)
pumpanje morske vode putom pumpe u nizvodnoj dionici kanala
Pragrande (300 metara od ispusta) kako bi se postigao veći protok i
razrjeđenje...
promjena vremenskih uvjeta: i najmanja količina oborinske vode (kiše)
značajno podiže količinu i brzinu protoka a time i razrjeđenje u kanalu
zbog velikog područja sliva Pragrande – 330 hektara
također značajno na smanjenje stvaranja neugodnih mirisa utječe i
smanjenje temperatura zraka i temperature mora,
47. Što će se poduzeti kako bi se spriječilo stvaranje neugodnih
mirisa u ekstremnim uvjetima (manjka oborina, niskih protoka
i visokih tempearatura zraka) do konačnog rješenja
privremeno tehničko rješenje do konačnog rješenja
odvajanja fekalnih voda iz kanala Pragrande kroz EU
projekt,
privremene mjere polučile rezultate i smanjile utjecaj
neugodnih mirisa,
napisan projektni zadatak i predan potencijalnim
projektantima koji će dati privremeno tehničko
rješenje do konačnog rješenja.
