Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

3. Строителната индустрия в област Кюстендил през
първото полугодие на 2012 г.
Ситуацията на строителния сектор в момента показва , че на практика са засегнати
не само малките и микро фирми а от части и средните, който отдавна стоят на
строителния пазар с намалена производствена дейност.
Строителството -това е един от най-нестабилните икономически сектори през
последните години и първото полугодие на 2012 година , за което конкретно ще проследим
тенденциите в строителния сектор.
Строителната индустрия е в абсолютен застой . За съжаление анализите показват,
че няма налице реални причини и тенденции за увеличаване на строителните обеми.
Очакванията 2012г. да започне с нови възможности за строителната индустрия до тук не
се сбъднаха. Положителните тенденции по отделни показатели не могат да бъдат знак за
подем в сектора. Все още строителният сектор се движи в аварийното платно. На практика
фирмите , които са били зле финансово, стават още по зле.
В добро финансово състояние остават фирмите , които са били стабилни.
Инженерното гражданско строителство през периода 2012-2013г. ще компенсира спада
в останалите два подсектора: жилищно и нежилищно.
Жилищното строителство , ще има стимул за този период само за определени дейности-
за реновация и саниране.
4. За 2012 г. по оперативни данни сектора се представлява от 40 строителни предприятия
по данни на ЦПРС , който по критерии персонал съгласно закона на МСП / малки и средни
предприятия се разпределят както следва: 6 микро, 29 малки, 5 средни.
Справката към 30.06.2012 на база ФО за 2011г. за общия обем на НПП е 271 748 лв.,водените на
отчет ДМА са за 145 152 лв.и заетостта за последната финансова година на вписаните
строители в ЦПРС е 2 149 броя.
Фирмите разпределени по групи и категории са както следва:
Първа група - 5 фирми, втора група - 4 фирми, трета група - 16 фирми
четвърта група – 13 фирми , пета група – 2 фирми. Заличените са 3 фирми.
През 2012г. беше подадено само едно заявление за нова регистрация.
Общият поглед върху данните показва , че намалява броят на регистрираните фирми и
броят на заетите лица в сектор строителство.
Сектора за 2011г. по окончателни данни в област Кюстендил се е представлявал от
45 фирми. Справката към 30.06.2011 на база ФО за 2010г. за общия обем на НПП е 238 754
лв.,водените на отчет ДМА са 147 781 лв.и заетостта за последната финансова година на
вписаните строители в ЦПРС е 2251 броя.

Издадените разрешителни за строеж на нови жилищни сгради е 7 броя , в това
число брой жилища е 8 с РЗП-1554 кв.м. Други видове сгради са 4 бр.с РЗП-146 кв.м.
В областта няма нито една започната нова сграда през първото тримесечие на
2012г.
За 2011г.издадените разрешителни за строеж са 47 бр.в т.ч.77 жилишни с РЗП-9762
кв.м, други-29 бр. с РЗП-2492 кв.м.Въведени в експлоатация през четвъртото
тримесечие на 2011г.новопостроени сгради са 9, само жилищните са 27 броя.

11. Механизмът за разплащане по Структурните фондове
Механизмът за разплащане по Структурните фондове преминава през: договаряне,
отчитане на средства от страна на бенефициентите, искания от бенефициентите
за възстановяване на извършени разходи, одобрение на тези разходи на ниво агенция и
след това - на ниво администрация на ЕС. На практика този процес може да продължи
до 2 години след края на изпълнение на съответния проект.
Средствата се смятат за усвоени едва когато бъдат приети докладите на
разплащателните агенции и държавата получи самите плащания от ЕК за
изпълнените проекти.
Това означава, че ако договорът е сключен през 2010 г. вероятно през 2012 г. може
да се каже колко от средствата реално са били признати и да се види процентът,
който е преведен за покриването им.
12. Изпълнение на оперативни програми
Задълженията на държавата и общините към строителния бизнес нарастват.
Справка за проектите и договорите на общините като бенефициенти към
29.06.2012г. по данни на структурните фондове на ЕС в България (ИСУН ) са за
126 953 413.65лв. за 48 бр.сключени договора. Стойността на изплатените суми са
11 112 822.91лв.
Справката към 05.12.2011 г. показва , че за 36 бр.сключени договора на стойност
27 384 287.07лв. са изплатени 9 763 529.10лв.
До 01.07.2012г. финансовото изпълнение на оперативна програма “Регионално
развитие “ и “Околна среда” по данни на информационна система за управление и
наблюдение на система за изпълнение на ЕС в България възлизат на 97 379 872.00 лв.
Изплатените суми са 684 926.00лв.

15. Обществени поръчки–първо полугодие на 2012г.
Много са проблемите при конкурсите за обществени поръчки. Те са свързани не толкова с
даването на подкупи, колкото с формулирането на условията на конкурсите за обществени
поръчки, които предопределят победителите.
Тук може да отбележим, че има сериозни пречки малките строителни фирми да участват в
процедурите за обществени поръчки за строителство. В момента именно общесвените поръчки на
държавата, общините и институциите са почти единствен източник на работа за много от
строителните фирми.
Огромната част от българските строителни предприятия не разполагат с достатъчно
финансов ресурс за изпълнение на големите проекти. Въпреки желанието за инвестиции в ДМА
голяма част от средните и малки фирми не са в състояние да отговорят на напредналото ниво на
технологично развитие. Липса на възможности за осигуряване на банкови гаранции за участие в
големи инфраструктурни обекти.
Продължава междуфирмената задлъжнялост , главно поради дългите срокове за разплащане
на възложителите.
По данни на АОП за периода януари-юни 2012г.по ЗОП и Наредбата за възлагане на малки
обществени поръчки са сключени общо 4 договора в левова равностойност за над 5 343 640.17 лв.
(без ДДС).
Обявените Публични покани са на стойност 410 750.00 лв без ДДС
За сравнение през 2011 г.тези възложени обществени поръчки са съответнo за 10 768 536.77
лева. Изплатените суми са 6 874 356.26 лв.

17. Сивият сектор в строителството е нараснал с 20% за последните две
години
Сивата икономика оказва негативно влияние върху държавния бюджет и е в
състояние да изопачи основни показатели като растеж, безработица, реален БВП.
Това води след себе си поредица от важни политически решения в публичния
сектор, които незабавно рефлектират върху социалната среда и след това се връщат
като бумеранг към първоизточника. От глобална гледна точка държавите могат да
върнат загубените приходи от сивата икономика, като концентрират паричните
разплащания в интегрираните електронни системи, даващи възможност за
извършване на милиони транзакции едновременно, в милиони точки посвета.
Анализирането на предпоставките и индикаторите за сива икономика,както и
основното средство за нейното реализиране-парите в брой, дават основание на много
експерти да считат ,че един от основните начини “тя”да бъде преработена, е чрез
разширяване на употреба на електронните разплащания и чрез развитие на
електронните технологии.
За да се контролира сивия сектор е необходима съдебна власт и законодателна
реформа,както и прозрачно управление на публичните средства ,включващо строг
контрол на обществените поръчки.
18. С най-голям дял на сива икономика у нас са секторите строителство, туризъм и
здравеопазване.
Повечето сигнали за сива икономика, получавани в Центъра, са анонимни, защото
хората не се осмеляват да застанат с имената си зад тях, поради страх от санкции и
уволнение. Телефонът, на който може да се подават сигнали за нерегламентирани
бизнесотношения е 0800 123 58. Сигнали може да се пращат и на сайта

Като цяло най- много нерегламентирани практики са съсредоточени в Югозападна,
Югоизточна България и Северния регион. Първенци по размер на сивата икономика за
последните няколко години са Бургас и Монтана с над 60 %, следвани от Ямбол, Хасково,
Велико Търново, Кюстендил, Перник и Русе. Даже в Монтана за последните години близо
2/3 от населението е работило в сивия сектор. Според експертите има и връзка между
състоянието на региона и размерът на неформалната икономика. Така например в
населените места с по-слабо развитие и лоша инфраструктура има предпоставки за
по-високо ниво на сивата икономика.
19. Българското строителство тръгва нагоре през 2013 г.
2011 г. е дъното в спада на строителната продукция в България, коментират
експертите. Секторът ще започне да се възстановява през 2012 г.“
Правителството планира да постигне през тези две години най-висок процент на
усвояване на средствата от фондовете на Европейския съюз.
Сегашните обекти обаче се характеризират с повече незаети търговски площи и спадащи
наеми, което от своя страна може да ограничи бъдещите инвестиционни инициативи.
Спасение за този подсектор може да дойде от индустриалното и свързаното с аграрния
бизнес строителство: инвестициите там дълго са били отлагани, а в момента има на
разположение и подкрепа от Европейския съюз.
Най-големи обеми през 2011 г. регистрира строителството на транспортна
инфраструктура, благодарение на амбициите на правителството да изгради транспортна
мрежа, съответстваща на модерните стандарти. В това число влизат магистрали,
скоростни пътища, рехабилитация на националната пътна мрежа, метро, жп линии.
В следващите години би следвало да се засилят строителните проекти свързани с
екологията, защото към края на 2011 г. състоянието им беше неудовлетворително. Броят и
значението на т.нар. зелени проекти нараства и България става партньор в много
международни инициативи.
През 2011 г. нямаше международни енергийни проекти, в които
България да участва, но постепенно административните процедури се изпълняват и реален
старт на строителните дейности може да се чака за началото на 2013 г.
