considerable effort has been directed at:

B. reducing costs (including short-time working for some)
C. old-fashioned fundraising.
D. partnership and merger
E. new projects (with EU and UK partners)

Current Situation - Ongoing
1. Considerable discussion about the right format for Social
Firms UK taking into account:
A. Current relationships across UK and EU
i. Social Firms Wales
ii. Social Firms Scotland
iii. Social Enterprise Northern Ireland
B. Geography of the UK
C. Direction of travel of political realities
D. Shape of work/contract opportunities
E. Delivery of member services
1. Membership is important
– but cannot sustain services
2. Projects are important
– but must fit with strategic direction
3. Core funding sustains both
– but hard to find from traditional sources.
Time for Change
1. Trades Unions
a) Developing new forms of social dialogue
b) Community Unionism
c) Tackling SME market
2. Accessing EU funding
a) UK Priority: Increase employment levels with a particular focus
on those people at a disadvantage in the labour market.
b) UK Mechanisms: Devolved administrations have responsibility
3. Consortium Work
a) Larger scale contracts (see EU Funding)
Opportunities in the Future
1. Confused geography – leads to:
1. Poor relationships (between natural partners)
2. Lack of clarity between organisations (us)
3. Lack of clarity about organisations (among others)
4. Inability to deliver effectively
5. Missing out on development, collaborative and
complementary work
6. Political sensitivity
7. Differing vocabulary (evolution of the “employment” and
“employability” social firm”)

Social Firms England
• Provide clarity and focus for services, policy and members
• Provide clarity for EU funding and project work
• Allow for collaboration and sharing within UK
• Recognise and celebrate differences
AND
• Innovation – a key factor in core funding
• Framework for support from regional SE bodies
• An opportunity to review and remake for future sustainability
• Structured workable relationship with SF Wales, SF Scotland & SENI
and regional SE bodies
Social Firms UK
• Solve the geographical difficulties in the UK by adjusting SFUK
to a truly multi-national role backed by national bodies and
regions
• Social Firms UK to be the embodiment of a genuine 4-nations
relationship.
• Policy work - and financing it – becomes the responsibility of
all nations. This brings an enormous strength to:
– Maintain the link/conduit to central government
– Bring the UK membership together
– Have one single joint branded conference
– Have one single joint branded resource library
• Give the 4-nations a real strength to apply for national work
contracts relating to the Social Firm and Work Integrated
Social Enterprises field of expertise.
• Can sit within the SF England office, and contribute to SF
England staff costs where appropriate
Getting to England – a way forward
1. Steering Group of nations, regions, members
2. Development of Key Priorities & Outcomes
3. Development of Legal Structure & Governance
4. Seek Funding for:
a) feasibility
b) pilot
c) implementation
5. Transfer to appropriate nation

2. Advisory Group of members
3. Agreement on Priorities & Outcomes
4. Draw up protocols and MOU
5. Constitutional adjustments & Governance
6. Seek/agree funding as appropriate
7. Transfer & consolidate
a) resources
b) functions
c) Staffing agreements
Moving Forwards
1. Social Firms UK can operate with reduced staffing until
at least December 2014
2. If funding cannot be found before the end of June 2014
the post of CEO will be made redundant.
3. The Board of Social Firms UK, in conjunction with the
nations and supportive regions, will take steps towards
establishing a Social Firms England, and reforming the

Editor's Notes

  1. Good morning. I am really pleased to be here today to talk about approaches to employment opportunities for people with disabilities in the UK. I am going to tell you a little about Social Firms UK, what we believe and what we do, and then I will go on to give an overview of the issues and legislation around the employment situation of people with disabilities.
  2. First of all I am going to tell you about Social Firms UK. We are the umbrella body for social firms in the UK – and as such our members are social enterprises that are concerned with the employment and employability of people who are far from the labour market. They offer a range of goods and services to a variety of markets. What they have in common is that they know how to employ or train people who have a physical disability, ill mental health, learning disability, or have a background of offending or homelessness. Often these disadvantages are interlinked and individuals have more than one barrier to employment. Our fundamental message is that everyone should have the opportunity to be employed, and we have been promoting that message since 1999. We offer support to the social firms in start-up, growth and development, and we lobby on their behalf to government, and to the market in general.
