Role of UPU(Universal Postal Union)
• Established in 1874(09-10-1874 with
headquarter in Berne Switzerland
with 192 member countries.
• India became member of UPU from 01 July 1876
• Sets guidelines of exchange of mail between countries
• Standardizes Postal charges to be collected by each
country on letter post items
• UPU manages IPS facilitating tracking of international
mail item
• UPU also manages IFS to provide international money
order service
International mail categories
• The Postal articles exchanged in the foreign countries are broadly divided into :-
- Letter Post items [Letter Post items (LC/AO) up to 2 kg].
(french term Letters et Cartes/Autres Objects)
- Parcel Post items up to 20 KG
- International Speed post services (ems) up to 35 KG

1. Letters (International)
• Letter, which may contain a communication enclosed in an
envelope and addressed with a weight limit up to 2 kgs, may be
transmitted to or from addressees or senders in foreign countries
or territories.
• Letters shall conform to the following maximum and minimum
dimensions, namely:-
– maximum dimensions: length, width and depth combined: 900 mm, but
the greatest dimension may not exceed 600 mm, with a tolerance of 2
mm; in roll form: length plus twice the diameter: 1,040 mm, but the
greatest dimension may not exceed 900 mm, with a tolerance of 2 mm;
– Minimum dimensions: surface measuring not less than 90 x 140 mm,
with a tolerance of 2 mm; in roll form: length plus twice the diameter:
170 mm: but the greatest dimension may not be less than 100 mm.
2. Aerogramme
• Aerogramme which is a priority item consisting of a sheet of paper
suitably folded and gummed on all sides, shall be transmitted
exclusively by air to or from addressees or senders in foreign countries
or territories.
• Aerogramme shall be sold by the post offices specified by the Circle
Head: Provided that privately manufactured aerogramme shall not be
transmitted by post.
• Aerogramme shall conform to the following maximum and minimum
dimensions, namely:-
– the maximum size of an aerogramme shall not exceed 110 X 220 mm when
folded and, in that form, its length shall be equal to or greater than its width
multiplied by √2 (Approximate value: 1.4);
– the minimum size permissible for folded aerogramme shall be same as for
letters, i.e. 90 X 140 mm.
3. Post Card (International)
• Postcard is an open communication transmitted by surface, on
a sheet of paper with maximum dimensions of 120 x 235 mm,
with a tolerance of 2 mm, provided they are sufficiently stiff to
withstand processing without difficulties; and with minimum
dimensions of 90 x 140 mm, with a tolerance of 2 mm.
• Postcards, either issued by the Post Offices or manufactured
privately shall be accepted for transmission to foreign
countries or territory: Provided that privately manufactured
postcards shall be rectangular and be made of material and
dimensions similar to those used for the postcards issued by
the Post Office.
4. Airmail Post Card
• Airmail postcard is a postcard which is
transmitted by air.
• The provisions of postcard shall be applicable
to airmail postcard.
5. Small Packet
• Letter post items which contain small quantities of goods such as gifts, items of
saleable value, and samples of merchandise, may be transmitted by post, as small
packets.
• Small packets shall not bear any inscriptions or contain documents in the nature of
current and personal correspondence or any document exchanged between persons
other than the sender and the addressee.
• Small packets shall conform to the following maximum and minimum dimensions
and prescribed for letters, namely:-
– maximum dimensions: length, width and depth combined: 900 mm, but the greatest
dimension may not exceed 600 mm, with a tolerance of 2 mm; in roll form: length plus twice
the diameter: 1,040 mm, but the greatest dimension may not exceed 900 mm, with a
tolerance of 2 mm;
– minimum dimensions: to have a surface measuring not less than 90 x 140 mm, with a
tolerance of 2 mm; in roll form: length plus twice the diameter: 170 mm: but the greatest
dimension may not be less than 100 mm
• Small packets shall have maximum weight upto 2 kg and minimum weight of 100 gms
6. Printed Papers
• Letter post items which contain only newspapers, may
be transmitted by post as printed papers.
• Several printed papers may be sent together in a single
item provided that they shall not bear the names and
addresses of different addressees.
• Printed papers shall be made up in such a way that
their contents are sufficiently protected while
permitting quick and easy verification.
• Printed papers shall have a maximum weight upto 2 kg
and a minimum weight of 20 gms.
7. M-Bag (Bulk bag)
• M-Bag (Bulk bag) are special bags containing printed papers, newspapers, periodicals, books and similar
printed documentation for the same addressee at the same address marked with the inscription “M”
intended for transmission to or from addresses or senders in foreign countries or territory.
• The maximum permissible weight of an M-bag is 30 kg.
• Each M-Bag should be accompanied by Form CN22 or Form CN23 prepared by the sender; Explanation.-
For the purposes of this sub-regulation, “Form CN22” or “Form CN23” means the relevant forms specified
in this behalf by the Universal Postal Union.
• Every M-Bag shall be furnished with a rectangular address label provided by the sender and providing all
the information concerning the addressee and the address label shall be made of sufficiently rigid material
and shall not measure more than 90mmX140mm.
• The postage paid for the M-Bag shall be shown on the address label of the bag and the weight limits for M-
Bags shall be up to 30 kg, which is subject to the maximum acceptable weight limit specified by the country
or territory of destination, whichever is lower.
• M-Bags may also contain other contents as under:
– the contents (commercial samples shipped by manufacturers and distributors, or other non-dutiable commercial
items or informational materials that are not subject to resale) are as list affixed to or otherwise combined with the
accompanying printed papers;
– the contents relate exclusively to the printed papers with which they are being mailed;
– the weight of each content which is in combination with printed papers does not exceed 2 kg;
– the addressee's address shall be shown on each packet of printed papers included in the M Bag.
8. Literature for the Blind (International)
• Papers of any kind (including letters), periodicals, books and plates impressed in
“braille” or any other special type for the use of the blind may be transmitted as
literature for the blind (blind literature).
• Sound records shall be admitted for transmission as literature for the blind only if
these are sent by, or addressed to, an officially recognised institute for the blind
and a list of such institutions in India shall be published from time to time.
• The maximum weight for the blind literature shall be upto 7 kg.
• The literature for the blind shall be exempted from postage but surface airlift or air
surcharge may be availed by paying the applicable fee.
9. International tracked packet service (ITPS)
• The Circle Head is authorised to specify, from time to time, the
offices where the item called as international tracked packet may be
booked subject to the following conditions, namely: -
– the maximum weight of an international tracked packet shall be 2 kg,
provided that the said limit may be amended from time to time;
– the sum of the length, width and depth shall not exceed 90 cm and the
largest dimension shall not exceed 60 cm.
• An international tracked packet shall be booked, transmitted and
delivered in the manner as may be specified by administrative
instructions from time to time.
• The discount and value additions to the customers for international
tracked packet shall be provided in the manner as may be specified
by administrative instructions from time to time.
International Parcel Post Items –
1. International Air Parcel
• International air parcel provides economical and faster mode of transmission of
documents and merchandise to all the Universal Postal Union member countries
with track and trace facility.
• International air parcel may be booked in the post offices as may be specified by
administrative instructions from time to time, subject to the following conditions,
namely: -
– the maximum gross weight of an international air parcel shall be 20 kg, subject to the
maximum acceptable weight limit specified by the country or territory of destination,
whichever is lower or as amended from time to time;
– the maximum dimension shall not exceed 1.5 meter or 3 meters for the sum of the length
and the greatest circumference measured in a direction other than that of length.
• No international air parcel shall be smaller than the minimum size prescribed for
letters i.e. 90 mm X 140 mm.
• An international air parcel shall be booked, transmitted, and delivered in the
manner as may be specified by administrative instructions from time to time.
INTERNATIONAL SPEED POST SERVICES (EMS)
• International speed post, globally known as Express Mail Service (EMS), is a postal
express service for transmission of documents and merchandise, and shall be the best
possible quickest postal service by physical means. Explanation.- For the purposes of this
sub-regulation:-
– “documents” includes documents of any kind containing information or data in alphabetical, numerical or technical form, which are not
dutiable or saleable; and
– “merchandise” includes any article or thing, other than documents transmissible by post, the insurance of which is not compulsory.
• International speed post items (EMS) may be booked from all the post offices across the
country.
• International Speed Post (EMS) may be availed subject to the following conditions,
namely:-
– the maximum gross weight of an international speed post shall be 35 Kg, which is subject to the maximum acceptable weight limit
prescribed by the country or territory of destination, whichever is lower or as amended from time to time; Provided that the higher limit of
weight of an international speed post service addressed to or from any other country or territory may be such as may be specified by
administrative instructions;
– the size of an item for international speed post service shall not exceed 1.5 meter for any one dimension and 3 meters for the sum of the
length and the greatest circumference measured in a direction other than the length;
– discount and value additions to the customers for international speed post shall be provided as may be specified by administrative
instructions from time to time;
– an international speed post (EMS) shall be booked, transmitted and delivered in the manner as may be specified by administrative
instructions from time to time;
– precious metals (including gold, silver, platinum or other precious metals), precious stones (including diamond or other precious stones),
jewellery or any combination of these whether manufactured or not, coins, bank notes, currency notes, securities of any kind payable to
bearer, travellers’ cheques, shall be transmitted by insured Express Mail Service, and the value of such insurance shall not exceed
₹1,00,000; Provided that the higher value of insurance may be specified in respect of any such item
Modes of transmission of International mail
• Surface
• Airmail
• Surface Airlift Mail service (SAL)
• SAL - This service covers mail from India to other
countries. This mail will get the surface transportation
within India up to the office of the exchange. In the
country of destination also, surface transportation will
be provided from the office of exchange to the office
of delivery. Between the countries the mail will get
airlift.
Foreign Mail
• Maximum weight limits;
- Letter - 2 KG
- Printed paper - 2 KG
- Small packets - 2 KG
- Blind Literature - 7 KG
- Bulk bags - 30 Kg.

All articles prohibited for airmail transmission
will also be prohibited for SAL.

Advice of Delivery
• The sender of a registered letter-post item, international air
parcel, insured item or express mail service item posted in
India and addressed to any country or territory shall be
entitled to apply for advice of delivery in the form CN 07 at
the time of posting by paying a fee, in addition to the postage
and other fee, at the rates as mentioned from time to time
which includes electronic exchange of advices of delivery

Functioning of different offices of exchange
• Air mail foreign: All air mail going to foreign countries are despatched
through air mail foreign. Exchange Chennai Air Fgn, Mumbai Air
Fgn,Calcutta Air Fgn, Delhi Air Fgn, Kochi International Mail Centre.
Generally Air Fgn are part of RMS divisions. Customs examination is
done in these offices.
• Foreign PO: Generally surface mail which requires customs examination
is exchanged by foreign Post. Eg. Kochi Fgn, Chennai Fgn, Mumbai Fgn,
CalcuttaFgn. Generally these offices are part of Postal wing.
• Sub Foreign PO: These office are not despatching mail to foreign
country. They receive mail from foreign country and customs
examination also is done at these offices. Eg. Bangalore Sub Fgn,
Ahmedabad sub Fgn, Jaipur Sub Fgn, and Srinagar Sub Fgn.
• Transit office of exchange: Closed bags are exchanged between
neighbouring countries. Eg.Jodhpur, Siliguri
Despatch of International Outbound Articles
• In case of International Outbound articles process mentioned in the IR &GB
Division O.M. No. CF-71/16/2022-CF-DoP Dated 22.06.2023 shall be followed.
• The post office closing direct bags for mapped FPO (if volume justified (at least
10kg/15 articles daily for each category and approved by Circle/region) as
prescribed in aforesaid O. M. shall prepare separate bags for FPO in following
manner:
a) EMS in Orange Color Bag Label by writing "EMS" in bold letters
b) Registered articles in Orange Color Bag Label by writing "Fgn. Regd" in bold letters
c) ITPS item in Orange Color Bag Label by writing "ITPS" in bold letters
d) If Post offices send International Outbound mail to NSHs (if the volume is not justified),
international mail (EMS document, registered & ITPS) may be sent in one bag. NSHs will
segregate the items category-wise and close the bag to mapped FPO in the similar manner as
prescribed above in (i), (ii) and (iii).
e) Best transmission mode shall be used to ensure early receipt of bags at FPOs concerned.
Despatch of ITPS
• In respect of International Track packets (ITPS) bag closing
pattern will be as follows:
– Post Office mapped with ICHs will close direct separate bag directly to their NSHs
only.
– Post Offices/IBCs to close direct bags for outward ITPS and Registered/Insured letter
post articles (letter, small packet, Blind-Literature, printed paper, M Bag) to mapped
FPO/OE in case the daily average of 15 articles/10 Kg mail per category exists as
mentioned in IR &GB OM Number CF-71/16/2022-CF-DOP dated 22.06.2023
– Hubs will process the domestic packets and close bags for the destination as per the
applicable transport mode (Air/Surface). However, it should be super scribed in right
hand corner of the label i.e. either AIR or SURFACE.
– In respect of International outward category of mail, all NSHs shall close direct bags
to the mapped FPOs only for Registered/Insured letter post items and ITPS articles
and dispatch the bags through Air where air connection is available.
Handling of International Mail- International
Postal System (IPS)
• IPS application prescribed by Universal Postal Union (UPU) is used for handling International mail.
This application provides all international articles under the category of EMS, Registered Letters
and Parcels. It also allows track and trace on postal articles and generate UPU standard postal
documents. The events are captured in CSI at the Post Office. The Office of Exchange uses IPS
application. IPS track and trace is integrated with India Post Web site and one can track
International Mails in the India Post website similar to Inland mails.
• Foreign Registered and Speed Post articles are initially received at the designated Office of
Exchange like Mumbai, Delhi, Kolkata, Chennai or Kochi foreign post offices. Article data will be
captured at the above Foreign Post Offices and either sent to the destination through Sub foreign
post offices located at various circles or directly to the office of delivery.
• On receipt of articles at the office of delivery, all articles will be handled similar to any other
Registered or Speed Post articles. Letters or parcels will be entrusted to postman and returns also
will be taken in the postman module.
• On entering the delivery or non-delivery details of foreign articles, the customer can track the
articles anywhere in the world. It is important to note that India Post will generate revenue from
the sender country only when delivery details of the articles from that country are uploaded.
• Hence it is important to upload the delivery details to ensure that the revenue on account of the
transmission of articles is received by India.
Remarks on Disposal of Foreign Articles
• Unlike domestic mails, the international mail operations directly affect the revenue of the department as
even a small discrepancy in handling the items received or data entry failure of the events or wrong entry
reduces India Post revenue and adversely reports our performance. Therefore, it is essential that we pay
attention to ensure that all international mail items are delivered on the date of arrival at the PO and that
the delivery information for all the accountable mail delivered (EMS, Parcels, Registered and insured
letters) is uploaded on IPS web portal. If for any reason the articles are not delivered, non delivery remarks
are also to be captured in the website.
• As an international mail item moves from the booking office in one country to delivery office in another
country and gets delivery, it moves through various processing facilities. The data of these activities have
to be captured to provide tracking information to customer. The following are the events
– Event A - Booking of article
– Event B - Receipt at outward OE (office of exchange)
– Event C - Dispatch from Outward OE
– Event D - Receipt at inward OE
– Event E - Transfer to Customs
– Event F - Release from customs/dispatch from Inward OE
– Event G - Receipt at delivery office
– Event H - Attempted delivery

    International mail categories •The Postal articles exchanged in the foreign countries are broadly divided into :- - Letter Post items [Letter Post items (LC/AO) up to 2 kg].     1. Letters (International) •Letter, which may contain a communication enclosed in an envelope and addressed with a weight limit up to 2 kgs, may be transmitted to or from addressees or senders in foreign countries or territories. • Letters shall conform to the following maximum and minimum dimensions, namely:- – maximum dimensions: length, width and depth combined: 900 mm, but the greatest dimension may not exceed 600 mm, with a tolerance of 2 mm; in roll form: length plus twice the diameter: 1,040 mm, but the greatest dimension may not exceed 900 mm, with a tolerance of 2 mm; – Minimum dimensions: surface measuring not less than 90 x 140 mm, with a tolerance of 2 mm; in roll form: length plus twice the diameter: 170 mm: but the greatest dimension may not be less than 100 mm.

    2. Aerogramme • Aerogrammewhich is a priority item consisting of a sheet of paper suitably folded and gummed on all sides, shall be transmitted exclusively by air to or from addressees or senders in foreign countries or territories. • Aerogramme shall be sold by the post offices specified by the Circle Head: Provided that privately manufactured aerogramme shall not be transmitted by post. • Aerogramme shall conform to the following maximum and minimum dimensions, namely:- – the maximum size of an aerogramme shall not exceed 110 X 220 mm when folded and, in that form, its length shall be equal to or greater than its width multiplied by √2 (Approximate value: 1.4); – the minimum size permissible for folded aerogramme shall be same as for letters, i.e. 90 X 140 mm.

    3. Post Card(International) • Postcard is an open communication transmitted by surface, on a sheet of paper with maximum dimensions of 120 x 235 mm, with a tolerance of 2 mm, provided they are sufficiently stiff to withstand processing without difficulties; and with minimum dimensions of 90 x 140 mm, with a tolerance of 2 mm. • Postcards, either issued by the Post Offices or manufactured privately shall be accepted for transmission to foreign countries or territory: Provided that privately manufactured postcards shall be rectangular and be made of material and dimensions similar to those used for the postcards issued by the Post Office.

    4. Airmail PostCard • Airmail postcard is a postcard which is transmitted by air. • The provisions of postcard shall be applicable to airmail postcard.

    5. Small Packet •Letter post items which contain small quantities of goods such as gifts, items of saleable value, and samples of merchandise, may be transmitted by post, as small packets. • Small packets shall not bear any inscriptions or contain documents in the nature of current and personal correspondence or any document exchanged between persons other than the sender and the addressee. • Small packets shall conform to the following maximum and minimum dimensions and prescribed for letters, namely:- – maximum dimensions: length, width and depth combined: 900 mm, but the greatest dimension may not exceed 600 mm, with a tolerance of 2 mm; in roll form: length plus twice the diameter: 1,040 mm, but the greatest dimension may not exceed 900 mm, with a tolerance of 2 mm; – minimum dimensions: to have a surface measuring not less than 90 x 140 mm, with a tolerance of 2 mm; in roll form: length plus twice the diameter: 170 mm: but the greatest dimension may not be less than 100 mm • Small packets shall have maximum weight upto 2 kg and minimum weight of 100 gms

    6. Printed Papers •Letter post items which contain only newspapers, may be transmitted by post as printed papers. • Several printed papers may be sent together in a single item provided that they shall not bear the names and addresses of different addressees. • Printed papers shall be made up in such a way that their contents are sufficiently protected while permitting quick and easy verification. • Printed papers shall have a maximum weight upto 2 kg and a minimum weight of 20 gms.

    7. M-Bag (Bulkbag) • M-Bag (Bulk bag) are special bags containing printed papers, newspapers, periodicals, books and similar printed documentation for the same addressee at the same address marked with the inscription “M” intended for transmission to or from addresses or senders in foreign countries or territory. • The maximum permissible weight of an M-bag is 30 kg. • Each M-Bag should be accompanied by Form CN22 or Form CN23 prepared by the sender; Explanation.- For the purposes of this sub-regulation, “Form CN22” or “Form CN23” means the relevant forms specified in this behalf by the Universal Postal Union. • Every M-Bag shall be furnished with a rectangular address label provided by the sender and providing all the information concerning the addressee and the address label shall be made of sufficiently rigid material and shall not measure more than 90mmX140mm. • The postage paid for the M-Bag shall be shown on the address label of the bag and the weight limits for M- Bags shall be up to 30 kg, which is subject to the maximum acceptable weight limit specified by the country or territory of destination, whichever is lower. • M-Bags may also contain other contents as under: – the contents (commercial samples shipped by manufacturers and distributors, or other non-dutiable commercial items or informational materials that are not subject to resale) are as list affixed to or otherwise combined with the accompanying printed papers; – the contents relate exclusively to the printed papers with which they are being mailed; – the weight of each content which is in combination with printed papers does not exceed 2 kg; – the addressee's address shall be shown on each packet of printed papers included in the M Bag.

    8. Literature forthe Blind (International) • Papers of any kind (including letters), periodicals, books and plates impressed in “braille” or any other special type for the use of the blind may be transmitted as literature for the blind (blind literature). • Sound records shall be admitted for transmission as literature for the blind only if these are sent by, or addressed to, an officially recognised institute for the blind and a list of such institutions in India shall be published from time to time. • The maximum weight for the blind literature shall be upto 7 kg. • The literature for the blind shall be exempted from postage but surface airlift or air surcharge may be availed by paying the applicable fee.

    9. International trackedpacket service (ITPS) • The Circle Head is authorised to specify, from time to time, the offices where the item called as international tracked packet may be booked subject to the following conditions, namely: - – the maximum weight of an international tracked packet shall be 2 kg, provided that the said limit may be amended from time to time; – the sum of the length, width and depth shall not exceed 90 cm and the largest dimension shall not exceed 60 cm. • An international tracked packet shall be booked, transmitted and delivered in the manner as may be specified by administrative instructions from time to time. • The discount and value additions to the customers for international tracked packet shall be provided in the manner as may be specified by administrative instructions from time to time.

    International Parcel PostItems – 1. International Air Parcel • International air parcel provides economical and faster mode of transmission of documents and merchandise to all the Universal Postal Union member countries with track and trace facility. • International air parcel may be booked in the post offices as may be specified by administrative instructions from time to time, subject to the following conditions, namely: - – the maximum gross weight of an international air parcel shall be 20 kg, subject to the maximum acceptable weight limit specified by the country or territory of destination, whichever is lower or as amended from time to time; – the maximum dimension shall not exceed 1.5 meter or 3 meters for the sum of the length and the greatest circumference measured in a direction other than that of length. • No international air parcel shall be smaller than the minimum size prescribed for letters i.e. 90 mm X 140 mm. • An international air parcel shall be booked, transmitted, and delivered in the manner as may be specified by administrative instructions from time to time.

    INTERNATIONAL SPEED POSTSERVICES (EMS) • International speed post, globally known as Express Mail Service (EMS), is a postal express service for transmission of documents and merchandise, and shall be the best possible quickest postal service by physical means. Explanation.- For the purposes of this sub-regulation:- – “documents” includes documents of any kind containing information or data in alphabetical, numerical or technical form, which are not dutiable or saleable; and – “merchandise” includes any article or thing, other than documents transmissible by post, the insurance of which is not compulsory. • International speed post items (EMS) may be booked from all the post offices across the country. • International Speed Post (EMS) may be availed subject to the following conditions, namely:- – the maximum gross weight of an international speed post shall be 35 Kg, which is subject to the maximum acceptable weight limit prescribed by the country or territory of destination, whichever is lower or as amended from time to time; Provided that the higher limit of weight of an international speed post service addressed to or from any other country or territory may be such as may be specified by administrative instructions; – the size of an item for international speed post service shall not exceed 1.5 meter for any one dimension and 3 meters for the sum of the length and the greatest circumference measured in a direction other than the length; – discount and value additions to the customers for international speed post shall be provided as may be specified by administrative instructions from time to time; – an international speed post (EMS) shall be booked, transmitted and delivered in the manner as may be specified by administrative instructions from time to time; – precious metals (including gold, silver, platinum or other precious metals), precious stones (including diamond or other precious stones), jewellery or any combination of these whether manufactured or not, coins, bank notes, currency notes, securities of any kind payable to bearer, travellers’ cheques, shall be transmitted by insured Express Mail Service, and the value of such insurance shall not exceed ₹1,00,000; Provided that the higher value of insurance may be specified in respect of any such item

    Modes of transmissionof International mail • Surface • Airmail • Surface Airlift Mail service (SAL) • SAL - This service covers mail from India to other countries. This mail will get the surface transportation within India up to the office of the exchange. In the country of destination also, surface transportation will be provided from the office of exchange to the office of delivery. Between the countries the mail will get airlift.

    Functioning of differentoffices of exchange • Air mail foreign: All air mail going to foreign countries are despatched through air mail foreign. Exchange Chennai Air Fgn, Mumbai Air Fgn,Calcutta Air Fgn, Delhi Air Fgn, Kochi International Mail Centre. Generally Air Fgn are part of RMS divisions. Customs examination is done in these offices. • Foreign PO: Generally surface mail which requires customs examination is exchanged by foreign Post. Eg. Kochi Fgn, Chennai Fgn, Mumbai Fgn, CalcuttaFgn. Generally these offices are part of Postal wing. • Sub Foreign PO: These office are not despatching mail to foreign country. They receive mail from foreign country and customs examination also is done at these offices. Eg. Bangalore Sub Fgn, Ahmedabad sub Fgn, Jaipur Sub Fgn, and Srinagar Sub Fgn. • Transit office of exchange: Closed bags are exchanged between neighbouring countries. Eg.Jodhpur, Siliguri

    Despatch of InternationalOutbound Articles • In case of International Outbound articles process mentioned in the IR &GB Division O.M. No. CF-71/16/2022-CF-DoP Dated 22.06.2023 shall be followed. • The post office closing direct bags for mapped FPO (if volume justified (at least 10kg/15 articles daily for each category and approved by Circle/region) as prescribed in aforesaid O. M. shall prepare separate bags for FPO in following manner: a) EMS in Orange Color Bag Label by writing "EMS" in bold letters b) Registered articles in Orange Color Bag Label by writing "Fgn. Regd" in bold letters c) ITPS item in Orange Color Bag Label by writing "ITPS" in bold letters d) If Post offices send International Outbound mail to NSHs (if the volume is not justified), international mail (EMS document, registered & ITPS) may be sent in one bag. NSHs will segregate the items category-wise and close the bag to mapped FPO in the similar manner as prescribed above in (i), (ii) and (iii). e) Best transmission mode shall be used to ensure early receipt of bags at FPOs concerned.

    Despatch of ITPS •In respect of International Track packets (ITPS) bag closing pattern will be as follows: – Post Office mapped with ICHs will close direct separate bag directly to their NSHs only. – Post Offices/IBCs to close direct bags for outward ITPS and Registered/Insured letter post articles (letter, small packet, Blind-Literature, printed paper, M Bag) to mapped FPO/OE in case the daily average of 15 articles/10 Kg mail per category exists as mentioned in IR &GB OM Number CF-71/16/2022-CF-DOP dated 22.06.2023 – Hubs will process the domestic packets and close bags for the destination as per the applicable transport mode (Air/Surface). However, it should be super scribed in right hand corner of the label i.e. either AIR or SURFACE. – In respect of International outward category of mail, all NSHs shall close direct bags to the mapped FPOs only for Registered/Insured letter post items and ITPS articles and dispatch the bags through Air where air connection is available.

    Handling of InternationalMail- International Postal System (IPS) • IPS application prescribed by Universal Postal Union (UPU) is used for handling International mail. This application provides all international articles under the category of EMS, Registered Letters and Parcels. It also allows track and trace on postal articles and generate UPU standard postal documents. The events are captured in CSI at the Post Office. The Office of Exchange uses IPS application. IPS track and trace is integrated with India Post Web site and one can track International Mails in the India Post website similar to Inland mails. • Foreign Registered and Speed Post articles are initially received at the designated Office of Exchange like Mumbai, Delhi, Kolkata, Chennai or Kochi foreign post offices. Article data will be captured at the above Foreign Post Offices and either sent to the destination through Sub foreign post offices located at various circles or directly to the office of delivery. • On receipt of articles at the office of delivery, all articles will be handled similar to any other Registered or Speed Post articles. Letters or parcels will be entrusted to postman and returns also will be taken in the postman module. • On entering the delivery or non-delivery details of foreign articles, the customer can track the articles anywhere in the world. It is important to note that India Post will generate revenue from the sender country only when delivery details of the articles from that country are uploaded. • Hence it is important to upload the delivery details to ensure that the revenue on account of the transmission of articles is received by India.

    Remarks on Disposalof Foreign Articles • Unlike domestic mails, the international mail operations directly affect the revenue of the department as even a small discrepancy in handling the items received or data entry failure of the events or wrong entry reduces India Post revenue and adversely reports our performance. Therefore, it is essential that we pay attention to ensure that all international mail items are delivered on the date of arrival at the PO and that the delivery information for all the accountable mail delivered (EMS, Parcels, Registered and insured letters) is uploaded on IPS web portal. If for any reason the articles are not delivered, non delivery remarks are also to be captured in the website. • As an international mail item moves from the booking office in one country to delivery office in another country and gets delivery, it moves through various processing facilities. The data of these activities have to be captured to provide tracking information to customer. The following are the events – Event A - Booking of article – Event B - Receipt at outward OE (office of exchange) – Event C - Dispatch from Outward OE – Event D - Receipt at inward OE – Event E - Transfer to Customs – Event F - Release from customs/dispatch from Inward OE – Event G - Receipt at delivery office – Event H - Attempted delivery – Event I - Delivery to addressee • Of these events, the last three events are the ones that the delivery Post offices will have to capture.

    REDIRECTED OR RETURNEDINTERNATIONAL ITEM. • Where an insured international parcel, which has been redirected or returned as undeliverable, is received in India subject to a fresh insurance fee by reason of its having been so redirected or returned, such fee shall be recoverable on delivery, as if it were postage due
