The vision is to get everyone in the contact centre industry to collectively invent the next generation of operational practice in Performance Management and Quality Monitoring. All the research and insight generated together will be fed back into public forums so everyone can learn and get value from being involved.

The first major deliverable from all our crowdsourcing is the Strategic Planning Framework. This facilitates a 360° approach to adapting your current performance and quality practices in response to internal and external trends. It encourages an organisation to produce their own version that suits their own challenges and culture and prevents the P&Q Campaign from becoming too prescriptive about what a next generation approach needs to look like.
The idea of regularly adapting a P&Q ‘ecosystem’ is new. It is something we all need to digest and become used too. So we decided some incentivisation would help draw more organisations into having a go. The result is the so called ‘P&Q Challenge’. This offers a simple way of being recognised for undertaking the planning and implementation phases of using the Strategic Planning Framework and set up the seeds of a best practice community. All the material needed to complete the challenge can be previewed in the following slideshow.

2. “Era a madrugada do martes 22 de xuño do 43, cando a miña
nai nos sacou da cama toda nervosa. Tapounos cunhas
mantas, mandou que calzáramos o primeiro que
atopáramos e saímos todos correndo cara ao monte de
San Pedro de Leixa, que non estaba demasiado lonxe da
nosa casa de San Xoan de Filgueira.
Avisounos a xente que escapaba de Caranza do que estaba
a pasar. Nós escoitabamos os estoupidos pero non
sabiamos a que eran debidos. Houbo varias explosións. A
primeira foi arredor das cinco e media e se escoitou
perfectamente en toda a volta; a segunda, a eso das seis
da mañá foi moito máis forte: explotara o polvorín do
Montón. Chovían pedras por todas partes e a miña irmá e
máis eu, moi asustadas, escondiámonos debaixo das
mantas mentres seguiamos correndo da man dos nosos
maiores.
Cando chegamos a Leixa miramos cara a Caranza e vimos
como ardía o polvorín e como seguía estoupando o que alí
estaba almecenado. Foi un día moi longo. Cara á noitiña

acontecido nos polvoríns de Caranza
no ano 1943, en plena posguerra.
A raíz desta conversa con ela púxenme
a investigar cales poderían ser as
causas deste suceso que, a primeira
vista, parecía un accidente.
4. Os polvoríns estaban situados no interior da
Ría de Ferrol, onde hoxe se encontra o
Clube de Suboficiais da Armada do
Montón, no barrio de Caranza.
5. Era unha instalación de aprovisionamento de
pólvora para todo o conxunto de baterías
costeiras. A súa construcción constaba dunha
planta rectangular cun muro exterior de
protección con dobre tabique nas súas
cabeceiras, seis piares internos e longos
muros laterais con grandes contrafortes onde
estaban as ventilacións indirectas. Tiña, polo
lado do mar, outro muro de contención e unha
rampa a modo de embarcadeiro.
Contruírase baixo a dirección de J. Vergel no
ano 1737, quen mandou empregar granito
para os exteriores e madeira para as
instalacións internas.
6. Parece ser que as medidas de
seguridade do polvorín eran moi
deficientes e pola noite descendían
notablemente. Do recinto, con 600
metros de perímetro, ocupábanse seis
centinelas, dos cales tres
permanecían nas garitas.
Posiblemente algún quedaría durmido
na garda e sería relativamente doado
burlar a seguridade.
7. Despois de buscar
información en
distintas fontes sobre
este suceso, o

Don Enrique Barrera
aclarou moito as miñas
ideas sobre o
acontecido.Leva investigado moito
sobre a memoria histórica
da nosa comarca.
Pertence á directiva da

Histórica Democrática de
Ferrolterra e á da
asociación Fuco Buxán.
8. Nos seus textos descubrín que os ingleses
tiñan interés en destruir as instalacións dos
polvoríns porque nelas se aprovisionaban
regularmente os submarinos alemáns,
aproveitando a oscuridade da noite.
9. A rede de espionaxe británica “Intelligence
Service” estaría actuando en Ferrol a
través de dous espías que nos primeiros
meses de 1943 visitarían regularmente a
nosa cidade: Lorenzo San Miguel
Martínez e Ángel Monge Antón. Con eles
colaboraba un oficial de artillería co que
contactaba un enlace da guerriña
antifranquista, Sol Bértalo.
10. A todo esto hai que engadir que no Tercio Norte
de Infantería de Mariña, no Reximento de
Artillería e no Cuartel de Inxenieiros,
funcionaban células do Partido Comunista que
ían prestar axuda á persoa que levara a cabo a
sabotaxe.
Segundo as investigacións de E. Barrera é
probable que o saboteador quedara agochado
nalgunha dependencia dos polvoríns dende o
día anterior no que chegara un cargueiro con
cemento para as obras militares e el, camuflado
como obreiro, realizaría as descargas de sacos
como un traballador máis. Contou coa
cooperación de José Luis Díaz Rodríguez,
soldado encargado de vixiar o interior dos
búnkers, quen lle entregou unha copia das
chaves. Nas semanas anteriores preparou un
croquis dos planos do polvorín e entregoullos a
Ángel Monge Antón para que éste fixera un
11. Era o único que tiña un ángulo morto no seu
tellado e lle permitiría escapar fácilmente sen
ser visto por ningún dos centinelas.
Logo houbo varias explosións ata chegar á
máis potente, arredor das 6:00 da mañá . Ao
ser unha sabotaxe controlada, houbo tempo
suficiente para evacuar e non houbo mortos.
O 22 de xuño de
1943, ás 5:40
comezou o incendio
no polvorín grande,
onde actualmente
están as piscinas do
Clube do Montón.
12. Díaz Rodríguez morre o día en que
empezaron os interrogatorios. A acta de
defunción fala dun accidente coa súa arma
mentres a estaba limpando. Non se sabe se
se suicidou pensando que fora descuberto
ou morreu nun tiroteo mentres tentaba
escapar.
O que si é certo e que coa súa morte
protexería ao resto dos integrantes da
organización xa que nun interrogatorio longo
e con tortura podería rematar pon delatar
aos seus compañeiros, sen poder salvar a
vida propia, porque o seu destino (unha vez
descuberto) era o pelotón de fusilamento.
13. Tras moitas investigacións, o profesor Barrera
chegou á conclusión de que a explosión dos
polvoríns de Caranza non foi un accidente. A
explicación oficial dada polos mandos militares
determinou que a pólvora era inestable e que o
material explosivo almacenado non estaba ben
aillado e proxectís, pólvora e detonantes, por
estar en mal estado, provocaron o inicio en
cadea das explosións.
Esta conclusión non se sostén xa que no
mesmo expediente hai informes do
condestable dos polvoríns e do laboratorio de
Santa Bárbara en Lugones (Asturias) que
certifican a boa calidade da pólvora.
14. O goberno de Franco tivo que tragarse a
humillación. Non podía revelar a verdade
porque era un claro “casus belli” e terían que
ter entrado oficialmente na II Guerra Mundial,
xusto cando a derrota de Stalingrado marcaba
o principio do fin para os seus aliados nazis.
15. Grazas aos traballos
de investigación e
ás posteriores
publicacións de Don
Enrique Barrera, a
comarca de
Ferrolterra
recuperou en
grande medida a
súa memoria
histórica, única
maneira de saber o
que aconteceu no
pasado e que
ninguén debe
ignorar.
16. A realización deste traballo serviume para
coñecer de cerca acontecementos
importantes dos que foron, dalgunha
maneira, partícipes membros da miña familia
e que eu descoñecía por completo.

porque creo que é necesario comprender o
pasado para poder vivir o presente e sentar
as bases do noso futuro.
