Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

1. Core updates from Google periodically change how its algorithms assess and rank websites and pages. This can impact rankings through shifts in user intent, site quality issues being caught up to, world events influencing queries, and overhauls to search like the E-A-T framework.
2. There are many possible user intents beyond just transactional, navigational and informational. Identifying intent shifts is important during core updates. Sites may need to optimize for new intents through different content types and sections.

1993 - Trattato di Maastricht - Il “secondo pilastro” è la Politica estera e di sicurezza
comune (PESC). Si auspica maggiore cooperazione per consentire all’UE di gestire i
cambiamenti geopolitici post Guerra fredda; si affida all’UEO l’elaborazione di azioni
in vista di una Difesa comune europea
1997 –Trattato di Amsterdam; si prospetta una Difesa comune europea, l’integrazione
UEO nell’Ue e l’introduzione formale delle “Missioni di Petersberg”
1999 – Il Consiglio UE vara la Politica Europea di Sicurezza e Difesa (PESD) e avvia il
programma di costruzione di “capacità militari e civili per la gestione delle crisi”.
Promossa la costituzione di una Forza di Reazione Rapida europea (FRRE)
2000 – Completata la messa a punto della FFRRE; sino a 60.000 unità schierabili in 60
giorni “su chiamata”
2001 –Trattato di Nizza. Nell’ambito della PESD è ridimensionato il ruolo UEO a favore
della NATO
2003 – L’UE elabora la “Strategia di sicurezza europea” (interessi politica difesa, potenziali
minacce, attenzione al fianco Est e Sud, ecc.)
8. 2003 – Nell’ambito degli accordi Berlin Plus è avviata la missione UE in Macedonia
2003 - Dispiegamento nella Repubblica Democratica del Congo della prima missione UE di
“peacekeeping” senza assetti NATO
2004 – Varato il meccanismo “Athena” per determinare il contributo dei membri UE alle spese
per la PESD
2004 – Istituita l’Agenzia europea di Difesa (EDA) per sviluppare la PESD e

- 2005 – Creato a Bruxelles l’European Security and Defence College per la formazione nel
campo della Sicurezza e Difesa europea. Ne fanno parte 140 tra istituti, centri universitari,
scuole militari, ecc.

- 2007 – Operativi gli UE Battlegroups , battaglioni militari di pronto intervento e
combattimento di 1.500 unità
- 2007 – Viene lanciata la missione EUPOL in Afghanistan a sostegno delle forze di polizia

- 2008 – Avvio missioni UE “Atalanta” per contrastare la pirateria in Corno d’Africa ed EULEX

2009 – Trattato di Lisbona. La PESD si trasforma in PSDC (Politica di Sicurezza e Difesa
Comune); l’art. 42 prevede l’obbligo degli Stati membri UE a intervenire in “mutua difesa”
(simile all’articolo 5 del Trattato NATO)
2011 – Viene dissolta la UEO

9. 2015 – Al via missione EUNAVFOR MED (Sophia) di contrasto al flusso migranti e supporto
forze armate libiche
2016 – Strategia Globale per la politica estera e di sicurezza UE per “intensificare gli sforzi in
materia di difesa, cyber security, lotta al terrorismo, energia e comunicazioni strategiche”
2016 - Piano d’azione europeo in materia di difesa per promuovere l’efficienza delle spese e
rafforzare la cooperazione militare tra gli Stati membri. Istituzione di un Fondo europeo
per la difesa a favore delle industrie di armi
2017 – Meeting con le industrie della difesa e quelle “civili innovative” per uso fondi UE
Horizon 2020 (complessivamente 80 miliardi di euro nel periodo 2014-2020) a sostegno

2017- Istituita una Capacità militare di pianificazione e condotta (MPCC) all’interno dello Stato

2017 – Nuove regole d’ingaggio per gli UE Battlegroups e contrasto contro “terrorismo,
minacce ibride, cambio climatico, volatilità economica e insicurezza energetica”
2017 – Inaugurato ad Helsinki il Centro europeo d’eccellenza per contrastare le minacce ibride
(Hybrid CoE) in partnership con la NATO (budget 1,5 milioni di euro)

10. 2017 – Il Consiglio UE istituisce la Cooperazione Strutturata Permanente nel Settore della
Sicurezza e della Difesa (PESCO) per “consentire agli Stati membri di sviluppare
congiuntamente capacità di difesa, investire in progetti comuni e accrescere la prontezza e
il contributo a livello operativo delle rispettive forze armate”. Tra gli impegni più vincolanti
della PESCO quello di “aumentare periodicamente e in termini reali i bilanci per la difesa al
fine di raggiungere gli obiettivi concordati”.
2018 – Il Consiglio UE adotta le regole di governance per la gestione dei progetti in ambito
PESCO
5-13 novembre 2018 – Maxi-esercitazione UE (con agenzie Frontex, Europol, European Border
and Guard Coast) di pronta risposta a minacce ibride e cyber HEX-ML 18 (PACE) in stretta
cooperazione operativa e strategica con la NATO - La Svizzera partecipa come osservatore
Novembre 2018 – La UE s’impegna a rafforzare le missioni di “gestione civile delle crisi”
nell’ambito della Politica di sicurezza e di difesa comune con un organico di “polizia” di 200
unità in grado di intervenire in qualsiasi teatro operativo entro 30 giorni dalla decisione del
Consiglio
22-23 gennaio 2019 – Forum Internazionale per la Cyber Security (Lille, Francia). La
Commissione UE annuncia varo nuovo programma di ricerca Europa Digitale dotato di un
fondo di 9 miliardi di euro, 2 dei quali saranno destinati alla cyber. Previsto pure
potenziamento di ENISA, l’Agenzia Europea per la Sicurezza Informatica con sede ad Atene
ed Eraklion (Creta)

che in definitiva rafforzerà anche la NATO”.
2017 – Le nuove regole operative degli UE Battlegroups finalizzate a “rafforzare la
strategia autonoma UE in termini militari, ma anche per rafforzare la NATO”
2017 – Inaugurazione del Centro europeo d’eccellenza per contrastare le minacce
ibride di Helsinki (Hybrid CoE), tkink thank intergovernativo UE-NATO. Il Consiglio
UE emette comunicato: “Le relazioni transatlantiche e la cooperazione UE-NATO
restano elementi chiave per la nostra sicurezza generale e ci consentono di
rispondere alle minacce alla sicurezza in evoluzione, comprese quelle cyber,
ibride e al terrorismo”.
2017 – Il Consiglio UE “si compiace per la continua cooperazione, stretta e sinergica
con la NATO in settori di interesse comune, sia da un punto di vista strategico che
operativo, nella gestione delle crisi a sostegno della pace e della sicurezza
internazionale nonché per lo sviluppo delle capacità di difesa in caso di
sovrapposizione delle esigenze (…) Si rammenta che la cooperazione della NATO
con gli Stati membri dell’UE non appartenenti alla NATO è parte integrante della
cooperazione UE-NATO…”

minacce cyber e per una “più stretta collaborazione con la NATO nella lotta al

e l’eliminazione degli ostacoli alla rapida circolazione del personale e dei mezzi
militari all’interno dell’UE”
10 luglio 2018 - Dichiarazione congiunta su cooperazione UE-NATO sottoscritta dal
Presidente del Consiglio Europeo, dal Presidente della Commissione e dal
Segretario generale dell’Organizzazione del Nord Atlantico. “Noi incoraggiamo il
maggiore coinvolgimento possibile degli alleati NATO che non sono membri UE
nelle sue iniziative e quello degli Stati membri UE che non fanno parte
dell’Alleanza (…) Stiamo implementando gli obiettivi che abbiamo assunto due
anni fa, comprese le seguenti azioni: la nostra cooperazione marittima nel
Mediterraneo contribuisce a combattere il traffico di migranti, in modo da
alleviare le sofferenze umane; abbiamo accresciuto la nostra abilità per
rispondere alle minacce ibride; rafforzato la nostra preparazione per le crisi,
scambiandoci le informazioni in tempo reale, comprese quelle sugli attacchi
cyber; costruiamo le resilienze dei nostri membri e partner e testiamo le nostre
rispettive procedure attraverso esercitazioni parallele e coordinate; supportiamo
la capacità di difesa e sicurezza ai nostri vicini a Est e a Sud. Siamo impegnati a
rafforzarci nelle capacità di mobilità militare, nell’antiterrorismo e nella resilienza
ai rischi chimici, biologici, radiologici e nucleari...”
