Before we get started we would like to thank PAS for having here today, Dr. Jason Perepelkin for giving us the opportunity to do this project, and for everyone attending this morning.

POINTS stands for Practitioners Outreach Initiative Negating Transmission in SASKATCHEWAN
My name is Nadine and I am here today with my colleges Miranda, Kaitlyn, Braden, Ethan, and Daniel
The terminology used in the presentation can invoke certain emotions (both positive and negative) but I would ask for the purposes of this presentation that you (just temporarily) suspend any political, emotional and maybe even moral beliefs about these issues. And, to help you do this we will break this incredibly complicated topic down into a few very important numbers. But first here are the terms we like to review
Explain terms:
An injection drug user is simply a person who administers an illicit drug via IV injection. Through our studies over the last year, it has been reinforced that substance use disorders are a disease and individuals who suffer from the disease do not choose to contract it any more than someone who suffers from heart disease or diabetes mellitus chooses to contract that illness
A SUERVISED Injection Site is a medical facility whose primary purpose is to reduce the spread of infectious disease and prevent opioid overdose deaths.
Methadone, as Marie discussed yesterday, is an important harm reduction service known and provided by many healthcare professionals in this room.
And lastly, Harm reduction, which describes any initiative that looks to reduce negative outcomes or potentially harmful activities.
The first important number that we would like to bring to your attention is 1500. This is the number of new HIV cases in the province of Saskatchewan in the last decade.

This number is important because it illustrates how Saskatchewan stands alone as it has an HIV infection rate that is twice the national average. It is clear from this statistic that additional provincial strategies aiming to address harm reduction are needed.
1.4M. 1.4M is the cost to treat one HIV patient in their lifetime. In terms of money spent, billions are needed for just those 1500 patients alone.
79 is the next number we’d like to introduce to you.

79 is the percentage of new HIV cases that are the result of injection drug use in Saskatchewan. It’s clear, that if we are to sigificantly reduce HIV transmission in Saskatchewan, our efforts and our dollars should be focused on harm reduction for injection drug users.
Overall, 1500, 1.4M and 79% - This means that we’ve got a problem, the problem costs a lot of money and more importantly, lives. it’s largely caused by IV drug use and POINTS initiative aims to address this.

1.44 is the number of dollars saved for every dollar spent on a proposed SUPERVISED injection site in Saskatoon.
This statistic comes from a journal article that studied the cost-benefit ratio for a SUPERVISED injection site in the city.
Insite Vancouver (Canada’s first SUPERVISED injection site) puts their cost benefit ratio as high as 5 to 1.
So, by all accounts, 1.44 is a conservative number.
Insite opened in 2003 and is funded by Vancouver Coastal Health Authority.
In contrast to Insite, which is primarily government and taxpayer funded, we looked to a different funding strategy.

NIHB and the Saskatchewan Drug Plan are already paying pharmacies large amounts of dollars to dispense and witness methadone daily. This existing revenue would be used to develop a self-sustaining business model that is comprised of two different harm reduction initiatives, both a SUPERVISED injection site and a methadone pharmacy.
This brings us to the value of 276312 = This value represents our net income for our third year of operations
Cost of goods
The proposed site for POINTS is in Saskatoon’s core center, 210 Avenue P South. This location was selected because of its close distance to our target population of Intravenous Drug Users and to our partners at the Westside Clinic. Through a synergistic relationship with the interdisciplinary team at Westside Clinic, including the methadone-prescribing physicians, POINTS will be guaranteed and immediate stream of patients accessing our harm reduction services.
The space will be separated into the pharmacy area and SUPERVISED injection site, with two separate entrances.
-the pharmacy will utilize a Methadose fingerprint machine as a primary way to entice patients and provide easily accessible and convenient services, reducing wait times and improving patient satisfaction.
-the Injection site will be comprised of four booths and comfortable waiting area.
- POINTS’ staff will include nurses, security team, and administrative staff to ensure safety to patients and staff alike.
This is the estimated number of patients who are currently utilizing methaone in the city of Saskatoon.
We anticipate that our pharmacy will service 400 of these patients within our first three years of opening. We expect our pharmacists to be experts in the area of harm reduction and methadone prescribing, and have additional knowledge in antiviral medication and cultural competency.
Another very important number to introduce is 35.

Research done in Vancouver has demonstrated that in a 500 meter radius around Insite, there has been a 35% reduction of deaths due to overdose. These deaths are preventable.
26 is the number of criteria set by the federal government required in order to open a SUPERVISED injection site in Canada.
You may recall Bill C-2 being implemented by the government in 2015,that made starting a SUPERVISED injection site a more challenging feat. Despite these drawbacks, cities such as Edmonton, Toronto, and Thunder Bay have all begun planning for the implementation of a SUPERVISED injection site. With the current liberal government in place, we foresee this challenge being manageable.
Our final number is ZERO. The most important number of this presentation.
0 is the number of deaths at Insite since it’s first opened.
0 is the number of additional taxpayer dollars required to fund and operate POINTS.
0 is the number of new HIV cases that we expect in patients who exclusively use the POINTS SUPERVISED injection site
If build it, they will come (field of dreams)
We strongly feel that the POINTS initiative would be supported by the community it most affects, but we’ve come here today to ask you for your support. No number can be equivalent to saving a life.But POINTS is the best of both worlds - it will save lives and save millions of dollars.
