Plan 19 proposed that Russia invade East Prussia with 19 corps or 4 armies immediately upon the outbreak of war in Europe in 1910. However, some Russian military leaders disagreed and argued that Austria-Hungary posed a greater threat. In 1912, Plan 19 was altered so that only 2 forces would attack East Prussia while the rest of Russian forces concentrated on defending against the Austro-Hungarian army.
