Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

1. Piata egipteana a textilelor si a articolelor de imbracaminte
Textilele si articolele de imbracaminte reprezinta unul din sectoarele cheie ale
economiei egiptene, utilizand in mod traditional drept materie prima bumbacul. Si
in prezent bumbacul este materia prima folosita preponderent in Egipt, in timp ce
industria textila autohtona avand la baza firele sintetice utilizeaza intr-o masura
covarsitoare materie prima din import.
Industria textila egipteana este integrata pe verticala si, din aceasta cauza, multe
din restrictiile impuse comertului exterior cu materiile prime mentionate pot
provoca efecte in lant.
Competitia externa reprezentata in principal de firmele din R.P.Chineza si
presiunile interne exercitate de sectorul care constituie principalul utilizator intern
al fortei de munca au condus la adoptarea de catre guvern a unor politici lipsite
de coerenta. Masurile protectioniste adoptate sub imperiul momentului si in lipsa
unor studii de impact au afectat atat sectorul cat si importurile.
Contextul general
Industria egipteana a textilelor si a articolelor de imbracaminte integreaza pe
verticala toate etapele ciclului de productie: cultivarea bumbacului, productia de
fire de bumbac, realizarea tesaturilor si a articolelor finite. Ca valoare a
productiei, sectorul textilelor se plaseaza pe locul doi in economia egipteana,
dupa agricultura, fiind insa principalul utilizator al fortei de munca. Dezvoltarea
sectorului s-a bazat in principal pe avantajele comparative conferite de
bumbacul autohton, de forta de munca ieftina si de pozitia geografica a tarii.
Desi Egiptul a fost in mod traditional un producator si exportator de textile si de
articole de imbracaminte, cele mai recente statistici indica o balanta comerciala
deficitara a sectorului datorata in principal subcategoriei textile, chiar daca
industria articolelor de imbracaminte este excedentara.
Deficitul se datoreaza si integrarii pe verticala a unui sector legat in mod
preponderant de productia de bumbac. Sectorul este afectat de deficiente
serioase atat in cultivarea bumbacului cat si in ce priveste filaturile si tesatoriile.
In acelasi timp, tendintele pe plan mondial consemneaza extinderea utilizarii
fibrelor sintetice in detrimental fibrelor naturale. Productia egipteana nu s-a
adaptat suficient acestei mutatii, fapt subliniat si de balanta deficitara a
comertului cu fibre sintetice si tesaturi. Deficitul comercial al sectorului egiptean
al textilelor se va amplifica, avand in vedere ca la import predomina fibrele
sintetice iar la export predomina fibrele naturale (bumbac).
Integrarea pe verticala a sectorului textilelor constituie o vulnerabilitate:
blocarea unui element al sectorului se rasfrange secvential asupra intregului
lant. Astfel, interdictia, temporara initial, a importurilor de bumbac adoptata de
autoritatile egiptene in octombrie 2011 a obligat filaturile sa utilizeze bumbacul
autohton, mai scump (interdicta la import s-a aplicat concomitent si firelor de
bumbac) . Atat tesaturile cat si articolele de imbracaminte au avut costuri de
productie majorate, cu efect asupra competitivitatii lor la export. In acelasi timp,
2. in masura in care anumiti producatori egipteni trec la utilizarea fibrelor sintetice
din import, acest lucru va conduce la majorarea deficitului comercial al sectorului.
Orice restrictie suplimentara la importul de textile va afecta industria locala a
imbracamintii si va determina majorarea importurilor de articole de imbracaminte.
Reciproca nu este valabila. In situatia restrictionarii importurilor de articole de
imbracaminte, industria locala nu va fi in masura sa produca si sa vanda mai
mult avand in vedere preturile superioare ale bumbacului si firelor de bumbac
autohtone.
In momentul de fata exista trei blocaje, dintre care doua reprezinta bariere
netarifare: interdictia importurilor de bumbac (desi anuntata ca masura
temporara, nu a fost stabilit termenul la care masura se suspenda); o masura de
salvgardare privind importurile de fire de bumbac (care contravine
criteriilor OMC) si cererea privind certificarea inspectiei la produsele textile
si la cele din piele.
Dupa “Revolutia de la 25 ianuarie” 2011 autoritatile egiptene au incercat in mod
repetat sa introduca masuri protectioniste la importurile anumitor produse. Astfel,
in mod arbitrar s-au cerut producatorilor dovezi privind dreptul de proprietate
asupra unor marci de comert, au existat incercari de solicitari privind divulgarea
detaliilor unor contracte ale furnizorilor sau cereri ca marfurile sa fie expediate
direct din tara de origina.
Autoritatile egiptene sustin ca masurile au fost adoptate de teama invadarii pietei
locale de produse asiatice, in special din R.P.Chineza, inclusiv prin operatiuni
triunghiulare derulate prin state ale UE sau prin EAU, sau a invadarii pietei de
produse contrafacute.
In cazul textilelor si articolelor de imbracaminte, aceste tentative s-au
materializat prin Decretul ministerial nr. 626/2011 care impune inspectarea
bunurilor inainte de expediere, iar certificatul de inspectie trebuie emis de o
autoritate internationala acreditata. Datorita presiunilor exercitate de importatori,
data intrarii in vigoare a decretului a fost amanata pana la 31.03.2012, cu
atenuarea regulilor de aplicare, permitandu-se ca inspectia sa se faca nu numai
de autoritati internationale ci si de autoritatea egipteana de specialitate –
Organizatia de Stat pentru Controlul Importurilor si Exporturilor (GOIEC), asa
cum se proceda si inaintea emiterii decretului mentionat.
S-a renuntat si la asa-numita procedura a “Listelor albe” prin care firmele incrise
pe aceste liste beneficiau de culoare/proceduri rapide de eliberare din vama,
acceptate anterior de autoritatile locale pentru facilitarea importurilor de la
companii de renume sau branduri de moda. Reintroducerea acestei proceduri
este permisa in anumite cazuri, cu suportarea costurilor de catre exportatori.
Se poate aprecia ca puseurile protectioniste denota absenta unor politici
coerente, fiind mai degraba masuri luate de unele ministere in urma presiunilor
exercitate de anumite grupuri de interese, fara evaluarea prealabila a impactului
acestora.
Comertul cu produse textile
Valoric, exporturile egiptene de textile si de articole de imbracaminte se
3. situeaza pe locul patru in totalul exporturilor, dupa combustibili, produse agricole
si produse chimice, contribuind cu circa 10% la incasarile din exporturi. Textilele
si articolele de imbracaminte exportate sunt aproximativ egale din punct de
vedere valoric.
Importurile egiptene de textile si articole de imbracaminte reprezinta sub 5% din
totalul importurilor tarii, textilele avand preponderenta din punct de vedere
valoric.
Egiptul este exportator net de textile si importator net de articole de
imbracaminte.
Principalele produse exportate din Egipt sunt firele textile si acoperitoarele de
podea (mocheta), care reprezinta 30% din total, in timp ce pe primele locuri la
import se situeaza firele textile (36%) si tesaturile sintetice (25%). Importurile de
tesaturi din bumbac au crescut semnificativ in ultimii ani (cu 50% in 2010
comparativ cu 2008) si reprezinta aproape 17% din importurile totale de textile.
Majorarea valorii importurilor de tesaturi de bumbac se datoreaza in parte si
cresterii sustinute a preturilor bumbacului fibra pe piata mondiala.
Structura comertului egiptean cu produse textile reflecta realitatile sectorului: se
importa, in cea mai mare parte, fire sintetice si se exporta, in mod preponderent,
fibra naturala (de bumbac).
In ce priveste comertul cu articole de imbracaminte, Egiptul exporta articole de
vestimentatie (apparel) din tesaturi textile incadrate la categoria “nespecificate in
alta parte” in cuantum de 42% din totalul exporturilor, urmate de articole de
imbracaminte pentru barbati din tesaturi textile (31%) si de articole de
imbracaminte pentru femei din tesaturi textile (17%).
La import, pe primul loc se situeaza articolele de imbracaminte pentru femei
(50%) , respectiv mai mult decat dublul valorii articolelor de imbracaminte pentru
barbati importate.
Faptul ca balanta comerciala a Egiptului este excedentara in cazul articolelor
pentru barbati sau nespecificate si deficitara la importul articolelor pentru femei
denota, intre altele, atat o adaptarea greoaie a sectorului la schimbarile cerintelor
pietei dar si o lipsa de competitivitate in materie de design sau de croiala.
In ce priveste distributia geografica, principala destinatie a exporturilor egiptene
de textile si articole de imbracaminte (SITC 65, 84) a constituit-o piata UE, cu un
total de 890 milioane euro in 2011 (cifre preliminare), in timp ce principalul
exportator pe piata egipteana in 2010 a fost R.P.Chineza, cu un total de 1,06
miliarde dolari.
In ce priveste textilele, EU este destinatia principala a exporturilor egiptene, cu
40% din totalul acestor exporturi, urmata de SUA cu 20% si Turcia, cu 14%.
Peste 50% din exporturile egiptene de imbracaminte sunt destinate pietei
americane, iar piata UE se situeaza pe locul doi.
La importurile de imbracaminte, China ocupa primul loc, cu 63% din total, urmata
de UE cu aproximativ 10% din total.
La importurile egiptene de textile, China se situeaza pe primul loc, cu 30% din
total, urmata de India si Turcia cu cate 11% si UE cu 10%.
UE este un importator net de textile si articole de imbracaminte in raporturile cu
Egiptul. Comertul EU-Egipt cu aceste produse a urmat o tendinta constanta lenta
4. si fluctuanta de crestere. Exporturile UE de textile si articole de imbracaminte in
Egipt reprezinta numai 25% din importurile de aceste produse pe piata
egipteana.
In 2010, articolele de imbracaminte importate din Egipt in UE au reprezentat
5,8% din totalul importurilor UE, iar textilele au reprezentat 5,1%. Exporturile de
textilele si articolele de imbracaminte in UE s-au situat pe locul trei in cadrul
exporturilor egiptene, dupa combustibili (54%) si produse chimice (11%).
Conform datelor preliminare pe 2011, importurile in UE de textile si articole de
imbracaminte egiptene au crescut valoric cu aproximativ 14%, in special datorita
textilelor dar si a consecintei cresterii preturilor la bumbac. Cu toate acestea,
ponderea lor a scazut la sub 5%.
Exporturile din UE de textile si articole de imbracaminte reprezinta numai 1,5%
din exporturile totale ale UE pe piata egipteana. In 2010 textilele si articolele de
imbracaminte au reprezentat 2,5% din totalul exporturilor UE si 5,7% din totalul
importurilor UE, iar Egiptul a reprezentat al 10-lea partener la importurile de
textile si al 18-lea la importurile de articole de imbracaminte.
Valoric, importurile EU de textile si articole de imbracaminte din Egipt sunt
aproximativ egale.
Dintre textilele importate de UE din Egipt in 2010, articolele din bumbac si
acoperitoarele de podea reprezinta, fiecare, aproximativ 30% din valoare.
Exporturile UE in Egipt sunt dominate de textile (70%), in principal fire textile si
fire speciale care constituie, in total, aproximativ 33% din exporturile EU de
textile.
Importurile egiptene de imbracaminte din UE sunt dominate de imbracamintea
pentru femei (67%), in timp ce exporturile egiptene pe piata UE de articole pentru
barbati reprezinta sub 27% din total iar articolele de imbracaminte nespecificate
reprezinta 50%. Datele confirma prezumtia ca factorul moda determina diferenta.
Italia este principalul exportator de textile in Egipt (aproximativ 50% din totalul
exporturilor UE), dar si principalul importator de de textile, urmata de Germania.
Italia se situeaza pe primul loc si la exporturile de imbracaminte in Egipt ( o
treime din exporturile UE de imbracaminte in Egipt), chiar daca datele
preliminare pe 2011 indica o schimbare a ierarhiei, pe primul loc situandu-se
Spania. Cei mai mari importatori din UE de imbracaminte egipteana sunt Marea
Britanie, Germania si Spania.
Productia si investitiile
Se estimeaza ca industria egipteana a textilelor si a articolelor de imbracaminte
contribuie cu 3% la crearea PIB si cu 30% la productia industriala. Conform
datelor Autoritatii Publice pentru Investitii (GAFI), in Egipt exista peste 6000 de
firme producatoare de textile si imbracaminte inregistrate la Autoritatea pentru
Dezvoltare Industriala.
Industria textilelor si a articolelor de imbracaminte este dominata de sectorul
confectiilor finite (readymade garments), cu 75% din total. Industria articolelor de
imbracaminte este privata in proportie de 90%; branduri internationale cum ar fi
Marks&Spencer, GAP, WalMart, Levi Strauss, Target si Calvin Klein se realizeaza
5. in lohn si in Egipt; investitiile offshore (in interiorul tarii si in zonele industriale) in
industria confectiilor finite reprezinta 30% din total in perioada 1979- februarie
2010, cu o valoare de 955 milioane dolari in 1894 firme, conform datelor GAFI.
Sectorul textilelor antreneaza un procent important din productia sectorului de
stat avand in vedere ca filaturile, tesatoriile si operatiunile de surfilare (finisaje)
ale bumbacului sunt in proprietatea sectorului public.
In februarie 2010, industria textila era reprezentata de 3243 de firme, din care
3029 operau in teritoriu iar 214 in zonele libere, investitiile in aceste unitati
totalizand 3,2 miliarde dolari.
Industria egipteana a textilelor si articolelor de imbracaminte s-a extins
considerabil incepand cu anul 2004, o data cu semnarea de catre Egipt, Israel si
SUA a protocolului privind crearea Zonelor Industriale Calificate (QIZ).
Conform prevederilor protocolului, produsele egiptene care incorporeaza minimul
10,5% continut israelian se califica pentru a fi exportate in SUA fara contingente
sau plata taxelor vamale.Principalele produse egiptene de export in SUA sunt
jeansii denim (peste 100 milioane dolari/an) si tricourile (T-shirts), cu circa 20
milioane dolari anual.
Zona Libera de stat din Port Said este unul din principalele clustere cu investitii in
sectorul textilelor ce opereaza in conditii de Zona Industriala Calificata.
Exporturile egiptene din QIZ au crescut spectaculos in primii ani dupa intrarea in
vigoare a protocolului, dupa care cresterea anuala s-a nivelat in jur de 6-8%, in
principal datorita capacitatilor de productie relativ limitate.
In anul 2006, Egiptul si China au infiintat o Zona Industriala Egipteano-Chineza in
care s-a infiintat un Centru de Servicii Tehnologice pentru Textile, care vizeaza
modernizarea proceselor si tehnologiilor utilizate de producatorii egipteni.
Conform datelor Bancii Centrale a Egiptului, productia autohtona de articole de
imbracaminte finite a crescut aproape continuu in ultimul deceniu cu exceptia
anilor 2006 si 2007. In utimii 4 ani, productia a crescut de la 288 milioane bucati
in 2007/2008 la circa 324 milioane bucati in 2010/2011, respectiv o crestere de
12,4% in 4 ani si de 20% comparativ cu anul 2001/2002.
Productia de fire textile (bumbac, lana, matase si sintetice) a crescut constant in
ritmuri moderate in ultimii ani de la 418,5 mii tone in 2006/2007 la aproximativ
478 mii de tone on 2010/2011, respectiv cu 13% mai mult comparativ cu
productia din 2001/2002. Productia de fire textile este dominata de firele de
bumbac, de trei ori mai mare decat in cazul firelor sintetice. Firele sintetice se
inscriu in aceeasi tendinta de crestere, respective de cateva procente pe an.
Costurile cu forta de munca se estimeaza a fi de sub 1 dolar/ora in industria
egipteana a articolelor de imbracaminte, putin mai reduse decat in cazul
Chinei, dar mai putin competitive decat costurile inregistrate in Bangladesh,
Cambodgia, Vietnam si India. Firmele egiptene din domeniu se confrunta cu
dificultati in angajarea si pastrarea fortei de munca suficient de calificate.
Dupa “Revolutia din 25 ianuarie”, industria textile egipteana a fost confruntata cu
provocari numeroase fie direct, fie pe cale de consecinta a unor fenomene
inregistrate in sectoarele conexe: greve freecvente, preturile ridicate ale
bumbacului fibra, interdictia importurilor de bumbac si chiar amenintari cu
6. renationalizarea unor capacitati de productie.Trebuie mentionat ca exporturile
egiptene de textile si articole de imbracaminte, ca si exporturile altor produse
nepetroliere beneficiaza de subventii guvernamentale de 8 pana la 10% din
valoarea de export. Subventiile sunt reanalizate in prezent pe fondul serioaselor
constrangeri bugetare.
Autoritatile egiptene ce vor fi investite dupa alegerea noului presedinte al tarii
sunt obligate sa adopte strategii sectoriale si politici comerciale clare.
