Da Palermo a Gela, da Catania a Caltanisetta ci sono segnali di cambiamento che vengono dalla società civile, dai commercianti, dagli industriali che si ribellano contro la mafia e il pizzo. Anche la burocrazia regionale se n'è accorta. Per questo nel "Piano Regionale di Coordinamento per la tutela della qualità dell'aria", pubblicato sulla Gazzetta Ufficiale della Regione Siciliana, sono state introdotte importanti novità. Ora siamo più europei e lo conferma il rigido clima dell'isola. In più abbiamo un "bacino aerologico padano" e "piste ciclabili lungo gli argini dei fiummi e dei canali" presenti nei centri storici dei comuni siciliani. A leggere il piano in questione si può fare a meno anche dell'autonomia, dato che anche il Parlamento , l'Assemblea Regionale, è diventato un normale Consiglio regionale come quello del Veneto.

Sarà celebrata il prossimo 17 gennaio l’udienza preliminare del procedimento penale a carica del sindaco di Isola delle Femmine Gaspare Portobello e dell’Assessore alla Pubblica Istruzione Napoleone Riso. Per il primo cittadino è stato chiesto il rinvio a giudizio per il reato di abuso d’ufficio, mentre all’assessore Riso, all’epoca dei fatti Presidente Presidente del Consiglio Comunale di Isola delle Femmine, viene contestata l’omissione di atti d’ufficio e la minaccia grave ai danni dell’allora capogruppo di opposizione Antonino Rubino. La vicenda finita in Procura ruota attorno ad una concessione edilizia rilasciata dall’Ufficio Tecnico Comunale il 6 giugno del 2006, in favore di un costruttore locale che avrebbe poi volturato il progetto al genero Napoleone Riso, cugino del sindaco Portobello; quest’ultimo, nonostante i legami di parentela, non si sarebbe astenuto dal partecipare alla Commissione Edilizia, e avrebbe approvato il provvedimento di concessione.

Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

Sarà effettuato l’inventario georeferenziato delle sorgenti fisse e mobili (impianti termici civili, attività artigianali e/o
industriali, infrastrutture dei trasporti, ecc…) e quindi l’archiviazione e visualizzazione di sorgenti fisse georeferenziate con
i relativi tempi di funzionamento, emissioni, livelli di immessi in punti di riferimento, ecc...
Per supportare le fasi di analisi le banche dati informatizzate consentono di collegare dati inerenti il territorio come
strade, edifici, insediamenti produttivi, infrastrutture in genere con dati di tipo ambientale quali l’inquinamento acustico,
ma anche con altri aspetti quali, per esempio, l’inquinamento atmosferico e la qualità del clima, il posizionamento
territoriale e geografico ed infine la rappresentazione grafica con riferimento a cartografie IGM digitalizzate in formato
raster (file Bitmap) o in formato vettoriale provenienti da aereofotogrammetria.
Un accurato rilievo diretto dei dati necessari a censire lo stato di fatto consente di individuare i tre sistemi fondamentali
dell'ambiente urbano esistente: ambientale, insediativo (residenze, insediamenti produttivi, servizi e funzioni urbane) ed
infrastrutturale (strade, ferrovie, aeroporti, porti, etc…).
La banca dati risulta essere così un vero e proprio contenitore di dati organizzati e strutturati in grado di consentire
l’elaborazione e l’estrapolazione di dati statistici, progettuali e descrittivi relativi allo stato dell’ambiente di porzioni più o
meno vaste di territorio.
Inoltre si è pensato di dotare il software di una interfaccia che consentisse l’interrogazione della banca dati tramite
INTERNET per consentirne l'utilizzo al pubblico.
E’ possibile interrogare l’archivio e visualizzare: il loro posizionamento territoriale e geografico e le informazioni sia
in forma tabellare che grafica; viceversa a partire da un’entità grafica georeferenziata è possibile visualizzare i dati ad essa
collegati.
L’archivio dati è costituito da tabelle interconnesse che consentono il facile scambio di dati.
Considerando la grande mole di dati che in teoria la banca dati dovrebbe contenere a pieno regime, sorgono diverse
esigenze:

Necessità di utilizzare database relazionali.
Necessità di utilizzare il linguaggio SQL per l'interrogazione della banca dati.
Grande mole di dati gestibile.
Velocità di esecuzione delle interrogazioni.
Flessibilità.
Affidabilità.
Scarsa manutenzione.
Robustezza.
Possibilità di utilizzo multiutente in tempo reale.
Possibilità di interrogazione ed aggiornamento dati tramite internet.
Possibilità di assegnare password di accesso e privilegi ad utenti appartenenti a gruppi e categorie differenti.
Il software potrà consentire di visualizzare, esplorare, interrogare ed analizzare geograficamente i dati a disposizione in
pochissimo tempo. Il software consentirà la visualizzazione georeferenziata del quadro di unione di un insieme di carte in
formato raster e la possibilità di sovrapporre ad esse un piano di disegno vettoriale sul quale è possibile disegnare linee
poligonali, anch’esse georeferenziate, delimitare e campire delle aree, contrassegnare dei punti. Una volta creata la mappa,
è possibile aggiungervi dati con estrema facilità. Le informazioni di tipo grafico vettoriale possono essere poi collegate con
i dati di tipo acustico-ambientali contenuti nella banca dati, in modo biunivoco, così da poter sempre recuperare i dati
collegati ad una data entità vettoriale, o rappresentare sul piano un insieme di entità vettoriali che corrispondono ad un dato
criterio di ricerca. Il software sarà composto da tre moduli principali indipendenti:

Il modulo di gestione delle cartografia e del disegno vettoriale;
Il modulo di gestione della banca dati;
Il modulo di internet.
In questo modo sarà possibile evidenziare e contrassegnare elementi della cartografia con linee, aree retinate e simboli,
anche se nessun dato è stato caricato nel database dei dati acustico-ambientali, ed è possibile riempire interamente la banca
dati anche se nessun riferimento sulla cartografia è stato ancora disegnato.
Per le infrastrutture dei trasporti potrà essere messo a punto un catasto informatico georeferenziato e contenere dati ed
informazioni di tipo geometrico, acustico, ambientale e sulla tipologia e composizione del traffico.
In particolare, a titolo di esempio, nell’archivio possono essere inseriti:

i livelli di rumore medi diurni e notturni DNL ed Lden calcolati in funzione del Traffico Medio Giornaliero, Annuo
TMGA;
i valori di concentrazione degli inquinanti chimici calcolati in funzione delle settimane tipo di Traffico veicolare, dei
parametri meteo-climatici etc..
i valori di concentrazione degli inquinanti chimici misurati.

un indice oggetto di norma ISO è il Wet Bulb Globe termometer (WBGT),
un altro indice per lo studio dei climi caldi è l’Heart Rate (RC).
Vi sono poi altri indici, più complessi, tra i quali si citano il voto medio previsto PMV per ambienti esterni, e l’indice
di stress meteorologico WSI.
7.1.6 Messa a punto di un protocollo per la Sostenibilità Ambientale
Oggetto del presente Progetto è di regolamentare interventi rivolti alla sostenibilità (con particolare riferimento a
quella urbana) secondo i criteri fissati e sviluppati internazionalmente da Agenda 21 a livello globale, regionale e locale.
Per la valutazione dei risultati possono essere analizzate le serie di indicatori proposti da varie strutture a livello
internazionale che perseguono obiettivi di sviluppo economico e sociale.
Un indicatore può essere definito come un parametro, o un valore derivato da parametri, che fornisce informazioni su
un fenomeno. Gli indicatori ambientali e di sostenibilità, sviluppati per scopi specifici, rappresentano quindi una sintesi di
dati e la loro attenta scelta deve permettere di elaborare un insieme di dati circostanziati, leggibili e concreti, indispensabili
per valutare l'andamento nel tempo delle performance ambientali, evidenziando i risultati positivi e le criticità, e per
effettuare raffronti temporali, analisi costi/benefici, valutazioni ambientali strategiche.
Gli indicatori semplificano inoltre il processo di comunicazione delle informazioni a tutte le parti interessate. Di
fondamentale importanza è la scelta degli indicatori, che devono essere particolarmente affidabili, semplici e facilmente
confrontabili e costantemente reperibili e devono essere "strategici" per le tematiche affrontate. Tra le batterie di indicatori
maggiormente utilizzate a livello locale sono presenti gli indicatori di sostenibilità urbana messi a punto dalla Commissione
Europea (ICE: Indicatori Comuni Europei). Il set di indicatori ICE è stato predisposto nel 2000 dalla Commissione
Europea, in collaborazione con un team di esperti dell'ambiente urbano ed è stato oggetto di una iniziativa sperimentale
denominata Towards a local sustainability profile - European Common Indicators, che ha coinvolto diversi comuni italiani
ed europei con A21L in atto. Il set è composto da 10 indicatori di sostenibilità dell'ambiente urbano, cinque obbligatori e
cinque facoltativi, cui di recente è stata aggiunta l’impronta ecologica (11° indicatore). Di seguito viene riportata la lista dei
10 indicatori e dei sei principi di sostenibilità su cui essi si basano. Gli indicatori servono a verificare i progressi verso la
sostenibilità ottenuti da amministrazioni locali europee, particolarmente impegnate nell'implementazione di processi di
sviluppo sostenibile. Alla base di questa iniziativa c'è il concetto di città sostenibile come luogo in cui sviluppo economico,
equità sociale e qualità ambientale coesistono in una condizione di equilibrio armonioso. Si spiega pertanto il motivo per
cui gli ICE vanno ben oltre i soli indicatori ambientali.

L’Assessorato Regionale al Territorio ed Ambiente, per le finalità di cui al decreto legislativo 4 agosto 1999 n. 351 ed
al decreto del Ministero dell’Ambiente e della Tutela del Territorio 1 ottobre 2002 n. 261 – con particolare riferimento alla
redazione del Piano e dei Programmi di Qualità dell’Aria – si è interessato a sviluppare una ricerca scientifica finalizzata
alla messa a punto di un sistema integrato per la valutazione e gestione della qualità dell’aria nelle aree metropolitane della
Regione Sicilia tramite l’utilizzo di modelli previsionali in grado di riprodurre efficacemente i fenomeni che, alla scala
locale o alla microscala (per esempio, in un canyon urbano) determinano i valori d’inquinamento più alti, da confrontare
con gli standard di qualità. Tale ricerca dovrà prioritariamente interessare le aree metropolitane di maggiori dimensioni
(Catania, Messina e Palermo), in quanto sottoposte ad intenso livello di inquinamento da emissioni di sostanze inquinanti,
nonché sedi di reti di monitoraggio atmosferico dotate di serie temporali significative di dati meteorologici e di indicatori
della qualità dell’aria. In relazione alla disponibilità delle risorse finanziarie in atto, derivanti dal Ministero dell’Ambiente
nell’ambito dei PTTA 1994-96, il Programma operativo della presente Convenzione ha interessato, in fase di prima
applicazione, i seguenti punti dell’Allegato tecnico:

Stato dell’arte sui modelli e sui sistemi di simulazione più idonei al caso studio. Esame della normativa e della
principale letteratura tecnico-scientifica in materia di misura, valutazione e controllo della qualità dell’aria
nelle aree urbanizzate.
Inventario delle tipologie di emissione a scala urbana (sorgenti fisse e mobili)
Stima delle emissioni a scala urbana (sorgenti fisse e mobili) e costruzione di mappe tematiche relative ai
principali parametri guida atmosferici).

finalizzati alla taratura e validazione dei modelli.
Considerazioni e prime valutazioni sull’impatto atmosferico nell’ambito del Comprensorio del Mela prodotto
dagli agglomerati industriali.
Simulazioni e valutazioni dell’impatto atmosferico da traffico veicolare. Simulazioni per lo scenario attuale
con software previsionale. Mappe di isoconcentrazione per lo scenario di riferimento attuale. Le mappe hanno
mostrato l’inquinamento atmosferico relativo ai principali indicatori semplici (pollutanti atmosferici) ed
hanno fornito elementi di valutazione per effetti negativi potenziali sulla popolazione esposte (mappe di
rischio).
