This paper proposes methods for creating persistent annotations that can be applied to specific parts of media resources. It introduces assigning unique URIs to every annotation and archiving annotated resources to ensure persistence over time. Annotations are created using SVG technology, aggregated in resource maps, and retrieved through a demonstration service. The goals are to uniquely identify annotations, maintain referenced resources, and track all related URIs.
