POLICY CONTROL
From Enforcement to Agility
2
The Opportunity
| TAKING MEDIATION TO OSS SPACE
CommunicationsServiceProvidersarerecognizing
that PCRF has moved beyond its original, narrow
set of use cases and traditional hard-bolted
integrations.
New technologies like VoLTE
are driving the development
of network services that
expand the necessary
integration points.
The involvement of a growing eco-system of
OTT providers, other partners and in some cases
virtual operators in service execution and delivery
further accelerates the need for policy solutions
that can exploit new commercial opportunities as
well as help manage change.
Unfortunately, most CSPs’ first generation Policy
products were designed to tackle challenges
related to network congestion and fair usage.
Though they remain important, these use cases
are no longer the only issues PCRF must address.
This means that even though most first generation
policy solutions can retain a position in the legacy
stack, they are unlikely to be up to the demands
placed by policy control in 2015.
Now, policy is no longer only an enforcement tool
but a means of enabling the CSP to profit from
the explosive growth of data service consumption
the industry is experiencing. PCRF in 2015 means
agility. Agile, more than anything else, is what
the CSP must be enabled to become by its policy
implementation.
W
hy? Because while fair usage and
allocating bandwidth based on a
combination of subscriber and service
criteria remains essential, new application areas
offer opportunities to create enhanced customer
value.
Integrating policy control
with charging, customer
experience, analytics and
partner ecosystems creates
opportunities to capture
new revenue, increase
loyalty and leverage
marketing intelligence.
3
The Challenge
For many CSPs, tapping the potential of Policy
in 2015 is challenging. The integrations required
are not straightforward, particularly with data
infrastructures undergoing rapid transformation
and with new business models being introduced.
As a result, and reliant on first generation PCRF, it
can take months and the introduction an array of
complex dependencies involving legacy platforms
before strategic commercial opportunities
requiring Policy control can be unlocked.
This is not the case with Policy Control by
DigitalRoute. A second generation product
designed specifically to address the requirements
of policy in today’s market, it provides superior
integration capabilities and enables new policy
control-reliant applications by enabling the CSP to
harness the potential of all the data in its IT and
network infrastructure.
A Future-Proof Solution
Effective policy in 2015 can be driven by the
collection of data from a wider array of sources
than ever before; data that must be filtered,
transformed and consolidated to use in decisions
and feed/be fed by a large number of BSS and OSS
systems that are in a state of constant change.
This is so because with the massive growth of
data service usage and smart phone applications,
it becomes increasingly important to understand
the end-user experience end-to-end.
A modern PCRF enables
service providers to act on
information in real-time.
The subscriber experience
and the wellness of the
network are the foundations
for policy decisions.
4 | TAKING MEDIATION TO OSS SPACE
DigitalRoute’s approach to Policy is unique because it:
1
Collect and correlate data from diversified network
sources and control network policies through PCRF
functionality.
2 Manages customer experience data for policy decisions
in real-time.
3 Derives churn, consumption and trend data from big
data business intelligence repositories.
4 Collects and Controls the charging dialogues between
the network and the online/offline charging systems.
5 Offers integration layer to enable a partner eco-system.
This “active” approach to policy as a strategic rather than an enforcement tool illustrates how next generation
PCRF offers much more than network protection and differentiated service charging. It enables controlling
the experience of the subscriber over a multitude of silos but with horizontal target architecture. As a result,
policy becomes the cornerstone for innovative services, customer satisfaction and generating new revenue
streams.

Policy Control
Key Features
DigitalRoute Policy Control supports:
All parameters in the processing layer can be mapped as a decision point for selection of
rule(s). Any decision process can bind into the decision tree. Policy is no longer only network
and volume consumption-centric.
A subscriber repository that allows
policy decisions to be made dependent
on subscriber data supplied and/or
provisioned to Policy Control.
Usage control engine where product
configuration and counting/bucket
hierarchy is defined, maintained and
controlled in execution.

Integration/interface capabilities
DigitalRoute Policy Control supports:
Network Integration via
interface agents ensuring
flexibility to comply with
different vendor
extension/formats/
versions of 3GPP without
the need to move from
configuration to
development.
Provisioning via a GUI-
based file and real-time
(RESTFul) provisioning
interface where all
functions can be exposed
to the integration layer
and hence any customized
format/interface variant
can be configured to
simplify integration with
surrounding systems.
Reporting and Analytics
where data flows both in
and out of Policy Control
as well as other injected
data (through
integrations) are used for
reporting and analytics.

Scaling & Performance
Introduction of new technologies like VoLTE
means that volume of transactions to be handled
will grow exponentially.
Volume growth will
also come from new
use-cases required to
enable the CSP to
achieve competitive
advantage.
DigitalRoute technology is designed to be
performance effective. Only a small hardware
footprint required and is compliant with cloud &
NFV. DigitalRoute’s execution
engine is proven
to have these
characteristics.
Technology Summary
Service Control from DigitalRoute delivers:
OPENNESS
Easy configuration, no
vendor lock-in, and an
unrivalled agility.
FLEXIBILITY
Fast adaptation to market
and customer demands
and requirements.
ROBUSTNESS
Openness and flexibility
without compromising
stability and availability.
