This event was the first-of-its-kind dialogue in Pakistan, based on quintuple helix model, in which public-private-academic-media-CS organizations collaborated to bring all stakeholders on a unified platform to talk about socio-economic development and SDGs progress, by leveraging upon the collective wisdom to chalk out strategy to deliver the national commitment on Agenda 2030.
I conceived this idea of organizing Pakistan’s First Ever National Dialogues on Sustainable Development Goals of the United Nations with a desire to mobilize national efforts to effectively brought SDGs to life in every sector of Pakistan.

NATIONAL DIALOGUES
ON SUSTAINABLE
DEVELOPMENT AGENDA
INTRODUCTION
Dialogues are becoming an effective
instrument for democratic deliberation,
political and social transformation,
governance reform, negotiating mechanism,
inclusivity and conflict resolution. They are
also necessary to manage change and
achieve economic and social goals.
They use multisectoral and
multidimensional approach to encourage
out of the box strategic thinking with the
involvement of all the stakeholders, build a
common understanding by assessing the
changing circumstances, to exchange ideas
and views through the engagement of all the
actors and stakeholders. They are also an
important tool to explore new possibilities,
evaluate strategic alternatives and assess
potential risks.
They are being conducted globally,
regionally, nationally and at organizational
level to find out mutually agreeable solution.
About SDGs Academy (Pvt.) Ltd.
Initially the concept was introduced as E-
Governance Academy after the adoption of
UN SDGs by world leaders in September
2015.

create required awareness of SDGs in
Pakistan, to provide the networking
platform for all Public and Private sector
organizations dealing with SDGs in Pakistan
and to work together for achieving the SDGs
targets successfully by 2030. To provide this
framework, SDGs Academy Pakistan is
already working to establish District Wise
Networks in partnership with relevant
organizations so that an Ecosystem could be
established in the country.
SDGs Academy (Pvt.) Ltd., now has grass root
level presence in almost all districts of
Pakistan and working with full patriotism to
create awareness and activism in the
country. It believes in promoting positive
global citizenship, people to people
cooperation and cultural exchanges at all
levels.
Based on the versatile (national and
international) experience dealing with public
and private sector organizations of all
partners, the vision “SDGs for all” aims to
address the core issue of “filling the gaps” in
development sector of Pakistan. Since SDGs
is already a negotiated agenda of rapid
development, it has been considered of vital
importance to align universities, NGOs,
business communities, technology
companies and grass root champions in the
achievement of development targets set
under SDGs in its 17 goals, 169 targets and
232 indicators. This gigantic task can only be
achieved by bringing all partners on one
page and to move forward with a road map
and engaging all partners with a win-win
situation.
SDGs Academy is working as an accelerating
agent and bridging the gap among different
parts of the society. It wants to engage and
mobilize citizens at grass root level by
bringing together all parts of society
including academia, government, private
sector, youth, NGOs, CSOs and illiterate

segment of the population to make them
part of change and development in rapidly
changing world. Our goals include but not
limited to the following:

stakeholders at the same table

the contemporary development framework
3. Taking change and development at grass
root level through glocal approach (think
globally act locally)
4. Representing the sentiments of
marginalized and ignored parts of the
society
5. Acting as agent of change and mobilizing
the local resources in the favour of a
common man

access to all rural areas
7. Creating awareness and activism in
citizens
BACKGROUND
About SDGs:
SDGs (Sustainable Development Goals) are
global development agenda that was
unanimously adopted at world stage for
addressing the global challenges that include
environmental, political and socio-economic
challenges facing the international
community. It prioritized dignity, peace and
prosperity for people and the planet.
The 193 countries that are members to the
United Nations are signatory of this
declaration that is called “Transforming Our
World: The 2030 Agenda for Sustainable
Development”. This agenda contains 17
goals and 169 targets.
Followed by the Millennium Development
Goals, that paved the road for SDGs and
gathered some successes more impressive
than others like MDGs helped to lift more
than one billion people out of extreme
poverty and impressive rise in primary
school enrolment figures. Similarly, the
maternal mortality ratio was cut nearly in
half, the number of new HIV infections fell by
40% and nearly 2.6 billion people gained
access to improved drinking water and
ultimately a prove that global action works.
Any contribution, individual or collective,
small or big, will make an impact on our
world.
The Problem:
During recent past the world has
transformed in many ways. One of rapid
change has emerged in the form of outreach
to the unseen areas. This has become
possible due to internet communication in
marginalized and remote areas especially in
developing countries. For instance, as a
business incentive, the cellular companies
invested a lot so that their businesses could
flourish due to extended supply and value
chain. Being a global village, the same effect
came to Pakistan but due to lack of planning
at all levels; our grass root population could
only reap the benefit of using internet as a
communication service. Its extended use in
the development of society as an enabling
tool in education, health and agriculture,
economic empowerment rate could not be
achieved.
Sustainable Development Goals in parallel

agenda of change, based on milestones
achieved during the era of MDGs. Unluckily,
being on a very low level in MDGs, we could
not take the desired start in SDGs. There is
an urgent need to get Pakistan aligned with
the proven success story of SDGs especially
in developing countries in Asia, Africa, Arab
world etc.
Progress has been significantly slow on many
SDGs and most marginalized people are
suffering the most. Where climate change
and ecosystem degradation have
exacerbated existing inequality, climate
induced migration, natural resource conflicts
are upcoming threats in the country that can
lead to the destabilization of communities.
The concept below is being submitted with
highest regard of all stakeholders and vision
to engage them all in aligning the
development agenda of Pakistan with the
rapid digital transformation and taking the
benefits of ICTs to the grass root level.
The Solution:
We understand that there is no one-size-fits-
all model, and we must come up with
mutually agreed upon solution focusing
“whole society” and national consultation.
Siloed approaches are no longer feasible.
Therefore, it is urgent to recognize the issues
and come up with a strategy to synchronize
the national efforts and support the national
actors in achieving much needed agenda.
National level dialogues have become the
need of the hour for Pakistan to chase the
left-out development and broadening the
debate about a country’s trajectory towards
sustainable development. They should be
made an essential part of the decision-
making process for maintaining social
cohesion and improved governance.
National Dialogues are a way to holistically
address these issues and intended to
provide platform for government
institutions, private sector, industry,
academia, youth and civil society among
others to share their insights, give specific
guidance, feedback and make policy
recommendations on fostering the
development agenda.
Participants, attendees and experts will
share all relevant information, consultation
and/or negotiation between, or among, all
stakeholders.
CONCEPT METHODOLGY:
National Dialogues on SDGs will be a
historical event to discuss issues from a high-
level political perspective, including the
ministerial forum, experts’ opinion, youth
perspective, industry research, academia
contribution and so on to take
unprecedented steps towards this much-
needed structural reforms with the national
spheres in a global context.
Different players from the civil society in
these high-level dialogues will focus on
linking the Global Goals and key
recommendations of action moving forward.

TENTATIVE AGENDA:
This PND-SDGs will compromise of three
days designed in such a way to
accommodate all SDGs and stakeholders.
The 3 days’ sessions will be divided into 5
themes/ pools and associated breakout
sessions with specific agenda led by
Facilitators, feedback and action-oriented
way forward.

Pool A - SDG 1, 2, 3, 4, 6
(Basic Human Development Needs)
Our first pool will be focused around SDG 1,
2, 3, 4 and 6 that are mainly the basic human
physiological needs and come first.
Businesses, organizations, NGOs and public
institutions that work in relevant fields, or
provide these services will be involved in
focused group discussions, round table talks,
and/ or panel discussions. For example, a
company whose mission is to eradicate
poverty will participate in these dialogues to
discuss about how they are working on to
reduce poverty in the country, what they

have achieved so far and what’s their vision
for the future. As SDG-1 is “No Poverty”,
companies need to align their mission and
vision around this SDG and they will set their
targets for biannual goals under this SDG-1.
Note: We are not asking companies to
replace their mission or goals but to link
them around relevant SDGs to better map
the progress of each individual company,
organization, institution etc., that will then
be grouped to assimilate in centralized
national SDGs database.
Pool B – SDG 7, 9, 11, 12
(Industrial Technological Development
Needs)
The second pool will be comprised of SDG 7,
9, 11, and 12 that are focused around
industry, innovation, infrastructure and
economic development. Companies,
businesses, institutions and NGOs working
on these thematic areas will share their
insights, challenges and solutions on how to
better achieve SDGs targets by 2030. The
need to change consumer behaviors,
consumption and production patterns and
lifestyle changes would be discussed among
stakeholders.
Pool C – SDG 5, 8, 10, 16
(Socioeconomic Development Needs)
The third pool will consist of SDG 5, 8, 10
and 16 that talk about eliminating existing
inequalities, gender balance, youth
opportunities and social change. Free and
equal access to justice, public service
delivery and employment subjects would be
part of these dialogues.
Pool D – SDG 13, 14, 15
(Environmental Ecosystem Restoration
Needs)
Pool D consists of SDG 13, 14, 15, and 17 and
talks about environment, ecosystem
restoration, biodiversity, marine and land
life, to achieve sustainability. These SDGs
should be integrated into all areas.
Environmental sustainability, ecosystem
services should be taken into account when
strategizing the company initiatives and
projects.
Pool E – SDG 17
(Partnership Development Needs)
This particular SDG talks about building local,
regional and global partnerships to transfer
technology, knowledge and expertise from
abroad to Pakistan. Companies and
institutions will discuss in detail the
challenges they face in transferring the
technology, building industrial linkages and
what facilitation they want from
government to fast track the progress and
businesses development. MOUs would be
signed among different companies on
building new partnerships and business
transactions.

dialogues will help set the direction as a
nation in a complete system perspective.

These dialogues will be an effective
instrument of transferring tacit and explicit
information among all stakeholders and
ultimately foster innovation and evidence-
based decision making on development.
Pledge to Protect Ecosystem:
All the stakeholders will be influenced to
take pledge to protect the planet and
contribute in restoring ecosystem efforts to
unite the fight against climate crisis.
National Level Consultation, Diversity
Inclusion:
These national level consultations will help
in minimizing the polarization and promote
inclusivity and diversity.
Networking Activism:
These types of forums are best source to
share perspectives and grow networking for
mutually beneficial transactions among
businesses, professionals and activists.
Focused Group Discussions:
The discussion will be based on to
meaningfully contribute to the national
efforts for the attainment of 2030 agenda.

The dialogues are best sighted to promote
multilevel, inclusive and innovative
governance in constructive, coordinated and
long-term way.
Role of Media Highlighted:
The role of media will be discussed in detail
and would be asked to play role in
disseminating awareness about SDGs at
grass root level through programs,
discussions and news.
OUTCOMES AND DELIVERABLES:
Policy Intervention Recommendations:
Government will be a key player in these
dialogues due to their administrative and
regulatory role. Participatory approach in
these dialogues will identify areas for policy
intervention. Similarly, think tanks,
academia and private industry will offer
recommendations based on the policy
research to help build better guidelines.
Concretely, it will give policymakers an
accessible, multi-dimensional overview of
the overall country contextual framework.
Most importantly, being part of the policy
recommendation, all the stakeholders will
take ownership of the government’s policy
that will definitely be an achievement for
policy implementation.
Joint Action Committee
A JAC will be formed that will identify the
priority areas under SDGs in relevant
industries and businesses. It will track the
work done so far and bring it to the national
mapping database on SDGs (to be formed in
result of these dialogues).
Announcement of Centralized SDGs
Dashboard
These dialogues will call for the
establishment of centralized national
database on SDGs where all the projects in
the country under SDGs will be available on
one click. It will be extremely helpful in
mapping the existing and upcoming projects
under each SDG. This will bring revolution in
the development sector to prioritize the
sustainability in all sectors.
Liaison Officers for SDGs Mapping:
All industries and sectors will be requested
to nominate liaison officers that will be
coordinating on behalf of the companies to
submit data on SDGs for centralized national
database and future correspondence.
Final Report:
An output document based on the inputs will
be prepared based on the insights shared
and discussions that will be shared with all
relevant stakeholders.
Youth Statement:
Youth Statement to be delivered at the end
of the PND-SDGs, collated and presented to
the ministries and governments as collective
voice of youth.

Center of Excellence on SDGs:
A Center of Excellence will be nominated in
each province from where all SDGs related
coordination will take place among all
stakeholders.
Education for Sustainable Development
(ESD):
Education For Sustainable Development
should be made compulsory at all levels
including schools and universities for
localization of the Sustainable Development
Goals. HEC and universities will announce
new Masters in Sustainable Development
programs and schools will include new
courses on ESD in their syllabus. SDGs
Campus Directors should be nominated and
roll out among student leaders.

LEADERSHIP (PNG-SDGs 2022)
MR. AMMAR JAFFRI (FOUNDER CHAIRMAN)
Former Additional Director General FIA and currently leading
number of national and international initiations, is aiming to
fill the gaps through his flagship project Digital Pakistan in
Pakistan with the use of latest technologies. Currently, Mr.
Jaffri is leading SDGs Academy (Pvt.) Ltd., of Pakistan and has a
deep knowledge, experience and network of national and
international organizations especially in the use of latest
technologies like Artificial Intelligence (AI), Internet of Things
(IoT), Blockchain and Cloud Computing for rapid development
in Pakistan. Mr. Jaffri, having vast experience in cyber security
field, is also leading number of projects dealing with cyber security and proactive behavior-based
incident response in cyber emergencies. Having worked as a civil servant, Mr. Jaffri is fully
familiarized with how government machinery and institutions work. He proudly represents
Pakistan at global and national forums and currently leading several initiatives encompassing
thematic areas like emerging technologies, SDGs, cyber security, and development economics.
His accomplishments and success can be realized by knowing the fact that hundreds of successful
entrepreneurs and professionals are serving on the ground and converting his ideas/ vision into
reality.
Mr. Hafiz Jawad Sohail (PROGRAM MANAGER)
Hafiz Jawad Sohail is a trained Climate Reality Leader, UN
Volunteer SDGs Advocate. He is a highly motivated,
self-driven professional, possesses a technical
background and working experience with multinational
and private companies. Hafiz has a rich volunteering
experience and works enthusiastically with world-class
organizations to make change happen. He is currently
serving as country coordinator for “The 16th UN Climate
Change Conference of Youth” and also represented
Pakistan at several regional and global forums. He is a member of YOUNGO (official youth
constituency of UNFCCC) and UNEP MGCY Science Policy Working Group. He also was a United
Nations Volunteer on ““Research Support for an Automated Analysis of Sustainable Development
Goals” project with UNDP Istanbul International Center for Private Sector in Development.

He got trained in Climate Reality Leadership Corps by Former US Vice President Al Gore’s
Program last year and selected as a mentor this year to train new climate leaders. He advocates
and mentors for the Global Schools Program of SDSN Youth and writes on social issues. Hafiz has
diversified experience insightful research skills with proactivity in every role assigned. He is in
pursuit of a role where his energies will make an impact on surroundings. Hafiz aims to learn
modern tools and skills to continue his struggle throughout his career.
Ms. NELAM PARI (RESEARCH ANALYST)
Ms. Nelam Pari is an environmentalist and social activist
working for sustainability and betterment of the society. She
is particularly passionate about working for Gilgit-Baltistan,
her homeland. She’s part of Young Environmentalist Forum
and associated with Digital Pakistan HQ located at Islamabad
and serving as Project Coordinator for University Plus
Program that connects university students with industry
professionals to acquire ready to job skills. She got selected
as a delegate to the Global Goals Model United Nations to
represent Pakistan in Bangkok, Thailand. As part of SDGs Academy, she was nominated as Master
Trainer for World Climate School, Norway. Nelam belongs to an indigenous culture of Ghizer
Valley, Gilgit Baltistan and promotes it at all levels. She loves to work for the causes of eco-
tourism, women empowerment, climate change, and local cultures. With Digital Pakistan HQ and
SDGs Academy, Nelam has helped in organizing many national conferences and workshops. She
coordinated several training programs with universities, government and private sector
organizations.
Mr. NAMEER URFI (PROJECT COORDINATOR)
Nameer Urfi is a philanthropist and climate activist.
Currently he is serving as President of Rotaract Club of
Islamabad, engaged in a number of social welfare and
community development activities and projects. He’s also
attached with many national and international
environmental protection and conservation groups and
organizations including YOUNGO (the official youth
constituency of UNFCCC). He is also working as part of
Movers Programme, empowering youth of Asia-Pacific on
mass awareness of UN SDGs.
