ABSTRACT
In order to study innovations of governance in cities and urban regions we have chosen
to do research on smart cities and policies in a comparative perspective. This research
is an exploratory comparative study of cities emphasizing different ways to address the
definition and implementation of the smart concept. We analyze and compare cases from China, Japan, Malaysia, Spain and United States to find out differences and
commonalities in smart city governance and public policies. Based on these cases, we
also draw tentative conclusions for governance and public urban planning in the areas

We analyze and compare eight city cases in three continents to find out differences and commonalities in smart city governance and public policies globally: Shanghai (China), Japan, Iskandar (Malaysia), New York (United States), and Amsterdam, Málaga, Santander, Tarragona (Europe). The report shows different ways to address the definition of smart, followed by the particular implementation of the smart concept in particular settings.
This work explores the applicability of the model developed by Chourabi et al. (2012) to the urban reality of Shanghai, China. The eight variables of the model: 1) governance and public urban planning 2) management and organization 3) technology 4) policy context 5) people and communities 6) economy 7) built in infrastructure, 8) and natural environment, are examined against the Shanghai case. The findings are that for Shanghai the smart city plan inherits a process of transformation in place from the beginning of 1990s in four areas of public policy: governance, technology, built in infrastructure and economy; The smart city plan develops specificities for management and organization and shows a built-in capacity to develop a favorable policy context with the central government more recently. We have found a limited scope for people and communities and the natural environment shaping changes so called smart. The framework applied contributes to extend the scope of comparative urban theory and analysis beyond the western world, in the East Asian context, allowing further comparison across cities. Final results might be used to complete new research programs, as we suggest.

European regional context is being transformed by the increasingly demand of the sub-national territorial units to reach more devolution and even independence. Under the same devolution regional trend though, many manifestations can be identified that remark their new relationship with their referential nation-states. This panel looks at the concept such as 'devolution', 'independence' and 'self determination' in order to find theoretical and policy-informed evidences in the European arena. Moreover, it looks into ways in which the phenomenon could be explained from different perspective such as, city-regionalism, comparative politics, urban and spatial planning, city diplomacy and social innovation, among others.

Cities have become the economic engine of the modern world, and nowhere is this more true than in the seven leading emerging nations – Russia, Brazil, India, China, Mexico, Turkey and Indonesia. The E7 Cities of Opportunity report provides a detailed, objective and timely study of the business, economic and cultural hubs of the emerging world – Moscow, São Paulo, Beijing, Mumbai, Mexico City, Istanbul and Jakarta. The report presents extensive quantitative research as well as analytical discussion on the health and well-being of each of these cities. Understanding exactly where these cities stand, both individually and collectively as a group, creates a strong foundation on which to compare current results among cities, gauge successes, and anticipates the most pressing needs for the future in each city, and for the seven cities as a whole.
Russia House in Davos has proven its effectiveness as a platform for promoting #Russian initiatives among representatives of international business and official circles who come together in Davos, Switzerland, during the World Economic Forum. In 2018, Russia House was granted the status of Russia’s official residence in Davos. The initiative is highly valued and supported by Roscongress Foundation partner the World Economic Forum (WEF) International Organization for Public–Private Cooperation. #RussiaHouse in #Davos is a multi-format space whose status and technical capabilities will enable project partners to hold open and private business events of all types, including panel sessions, business breakfasts, lunches, meetings, and presentations, and to take part in its cultural and sporting programme. Russia’s official residence in Davos includes a comfortable suite of meeting spaces, with a conference hall for 80–90 attendees and a room where business breakfasts can be hosted. It also features lounge areas, where visitors can take part in sessions and conduct meetings in a more relaxed setting. The Russia House business programme is developed afresh each year to ensure that the discussions that it generates are as current and informative as possible. The sessions attract prominent figures from Russian and international business and official circles. Russia House in Davos serves to demonstrate Russia’s readiness to engage in dialogue and cooperation. In 2018, Russia’s official residence in Davos welcomed more than 1,000 guests from 60 foreign countries. Over 120 media representatives covered the events. "Las tres horas que hicieron temblar los cimientos de la democracia brasileña. Cómo una marcha bolsonarista a pie derivó en una turba violenta que invadió las sedes de los tres poderes en Brasilia el domingo
"Para buena parte de los participantes en el asalto al corazón de la democracia brasileña, el domingo en Brasilia empezó con una caminata de nueve kilómetros, los que separan el Cuartel General del Ejército y la plaza de los Tres Poderes, donde se alzan las sedes del Congreso, la Presidencia y el Tribunal Supremo. Juntas forman un triángulo equilátero ideado por Óscar Niemeyer" cuya obra sufrió el grave ataque bolsonarista.
Esta es una cronología, basada en la realizada por el diario O Globo, de la invasión que ha sacudido los cimientos de la república de Brasil:
Sábado. El nuevo ministro de Justicia, el antiguo juez Flávio Dino, le avisa al gobernador del Distrito Federal, Ibaneis Rocha, aliado de Bolsonaro, de que llega una nueva tanda de bolsonaristas en autobuses fletados desde otras ciudades. El servicio secreto ABIN (por sus siglas en portugués) alerta a diversos organismos de seguridad sobre el riesgo de que en las próximas horas haya asaltos a edificios públicos.
Domingo, 13 horas en Brasilia: Bolsonaristas radicales, que llevan dos meses acampados ante cuarteles por todo el país pidiendo a los militares que den un golpe contra Lula da Silva, abandonan las casetas donde comen, duermen y rezan para dirigirse tranquilamente a pie a la plaza de los Tres Poderes. La Policía Militar los escolta como si nada, lo cual es de lo más llamativo porque el presidente Luiz Inácio Lula da Silva asumió el poder hace una semana y los bolsonaristas más ultras siguen proclamando que hubo fraude.
El secretario estatal en funciones de Seguridad Pública del Distrito Federal le acaba de decir al gobernador en un mensaje de audio desvelado por Folha de S.Paulo que los manifestantes, con los que han negociado, avanzan pacíficamente. Y añade un “por ahora” que, en retrospectiva, llama la atención. También le dice que han llegado a la ciudad unos 150 autobuses con bolsonaristas para sumarse a la movilización. Tras las terribles imágenes que la víspera dieron la vuelta al mundo, el Tribunal Supremo ha apartado este lunes temporalmente al gobernador Rocha, por su connivencia y omisión ante los asaltantes.
Domingo, 14.50: Cientos de personas, vestidas con camisetas amarillas y agitando banderas de Brasil, avanzan en masa y fácilmente superan la barrera de agentes que protegen el Congreso. Demasiados pocos para lo que tienen enfrente. Los bolsonaristas ascienden por las rampas al tejado, como ya ocurrió en alguna otra ocasión en los últimos años, pero ellos van más allá. Emplean la violencia. La emprenden a patadas contra las fachadas acristaladas y entran en tromba en los elegantes salones por los que circulan sus señorías, que están en receso navideño hasta fin de mes."

The Rise of Digital Media Platforms. Upholding the Smart City? argues that the development of networks to listen, interact, and put in touch people and firms with policies pose new challenges and opportunities for the social sciences. My analysis relies on the comparative method, in order to understand the specificities of the different cases. The work outlines novel changes in the ways of interaction among stakeholders, policy makers and eventual policies. The new forms of interaction between the political level and society through active listening are analyzed by focusing on the following aspects: 1) The paradigm shift and practical examples 2) the focus on rethinking politics with citizens through active listening; 3) limitations of these listening platforms; and 4) lessons for our applied research backpack.
Findings show that networks are allowing new and growing business opportunities. Networks are also allowing new opportunities to create value for citizens and social groups that were previously excluded from the use of goods and also services. From a philosophical and normative level these networks also imply new capacities to change the mode of interaction between the State and society. Findings also show two challenges to tackle: 1) the first is how to communicate the changes and reach all social groups. 2) The second challenge is how to benefit the whole society.

The 2024 World Health Statistics edition reviews more than 50 health-related indicators from the Sustainable Development Goals and WHO’s Thirteenth General Programme of Work. It also highlights the findings from the Global health estimates 2021, notably the impact of the COVID-19 pandemic on life expectancy and healthy life expectancy.
Working with data is a challenge for many organizations. Nonprofits in particular may need to collect and analyze sensitive, incomplete, and/or biased historical data about people. In this talk, Dr. Cori Faklaris of UNC Charlotte provides an overview of current AI capabilities and weaknesses to consider when integrating current AI technologies into the data workflow. The talk is organized around three takeaways: (1) For better or sometimes worse, AI provides you with “infinite interns.” (2) Give people permission & guardrails to learn what works with these “interns” and what doesn’t. (3) Create a roadmap for adding in more AI to assist nonprofit work, along with strategies for bias mitigation.

Combined Illegal, Unregulated and Unreported (IUU) Vessel List.Christina Parmionova
The best available, up-to-date information on all fishing and related vessels that appear on the illegal, unregulated, and unreported (IUU) fishing vessel lists published by Regional Fisheries Management Organisations (RFMOs) and related organisations. The aim of the site is to improve the effectiveness of the original IUU lists as a tool for a wide variety of stakeholders to better understand and combat illegal fishing and broader fisheries crime.
To date, the following regional organisations maintain or share lists of vessels that have been found to carry out or support IUU fishing within their own or adjacent convention areas and/or species of competence:
Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR)
Commission for the Conservation of Southern Bluefin Tuna (CCSBT)
General Fisheries Commission for the Mediterranean (GFCM)
Inter-American Tropical Tuna Commission (IATTC)
International Commission for the Conservation of Atlantic Tunas (ICCAT)
Indian Ocean Tuna Commission (IOTC)
Northwest Atlantic Fisheries Organisation (NAFO)
North East Atlantic Fisheries Commission (NEAFC)
North Pacific Fisheries Commission (NPFC)
South East Atlantic Fisheries Organisation (SEAFO)
South Pacific Regional Fisheries Management Organisation (SPRFMO)
Southern Indian Ocean Fisheries Agreement (SIOFA)
Western and Central Pacific Fisheries Commission (WCPFC)
The Combined IUU Fishing Vessel List merges all these sources into one list that provides a single reference point to identify whether a vessel is currently IUU listed. Vessels that have been IUU listed in the past and subsequently delisted (for example because of a change in ownership, or because the vessel is no longer in service) are also retained on the site, so that the site contains a full historic record of IUU listed fishing vessels.
Unlike the IUU lists published on individual RFMO websites, which may update vessel details infrequently or not at all, the Combined IUU Fishing Vessel List is kept up to date with the best available information regarding changes to vessel identity, flag state, ownership, location, and operations.
