Legitimacy
o Framework ITT followed all guiding principles of the EU
tendering law procured under Dutch tendering law
o Competition between resellers per lot settled within
the Framework Contract
o Call-off Contract between institute and supplier
governed by local law
o Institutions responsible for scoring and awarding
decisions
o Direct award possible within conditions
Non-EU Countries
o Fundamentally harmonised procurement regulations
across Europe
o Procurements using the OCRE Framework may require
additional work like publication and stand-still on
national procurement platforms
The NREN may claim costs of up to 5% based on role

Based on European procurement thresholds, the EO
funding range will be from €20,000 to €50,000 per project.
