This document discusses the New York Office of Children and Family Services' (OCFS) plans to improve inter-agency data exchange. It proposes moving from a manual, paper-based system, where caseworkers must drive between agencies to collect records, to a standardized, electronic system where caseworkers can request records online. This system will use standards like NIEM and HL7 to securely share data between OCFS and partner agencies in education, healthcare, family services and justice. It will help caseworkers spend more time assisting children instead of collecting records.
