Non bisogna stupirsi, quindi, della lotta intestina fra grandi e piccole squadre alla quale abbiamo assistito nell'estate 2011: ogni interpretazione dei criteri di ripartizione comporta spostamenti di milioni di Euro a favore di un gruppo rispetto all'altro.

Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

3. I nuovi criteri di ripartizione dei diritti TV in Serie A

Quasi un miliardo di Euro all’anno: questo è il valore dei diritti audiovisivi che la Lega di Serie A ha messo
all’asta per il triennio che comprende le stagioni dal 2012/2013 al 2104/2015.
Una crescita di oltre 100 milioni di euro rispetto al biennio precedente che, con il 2011/2012 assegnava
circa 860 milioni di Euro.
Non bisogna stupirsi, quindi, della lotta intestina fra grandi e piccole squadre alla quale abbiamo assistito
nell’estate 2011: ogni interpretazione dei criteri di ripartizione comporta spostamenti di milioni di Euro a
favore di un gruppo rispetto all’altro.
Le entrate da diritti audiovisivi sono una voce fondamentale per le squadre di calcio. L’avvento delle pay-tv
ha variato in maniera definitiva la struttura economica di questo sport, mettendo a disposizione risorse che
fino alla prima metà degli anni ’90 non erano neanche pensabili.
Il problema del forte sbilanciamento dei ricavi verso i diritti audiovisivi non è, però, solo italiano. Il grafico è
contenuto nel recente studio della KPMG, “European Stadium Insight 2011”, condotto su tutta l’area UEFA.

sbilanciato, tanto che i cosiddetti campionati “Big-5” (Premier League, La Liga, Bundesliga, Serie A e Ligue 1)

È con il Decreto Legislativo n. 9 del 09.01.2008 che si stabilisce che, a partire dalla stagione 2010/2011, sia
“l’organizzatore della competizione” (cioè la Lega di Serie A) ad avere il compito di:
“predeterminare, in conformità ai principi e alle disposizioni del presente decreto,
linee guida per la commercializzazione dei diritti audiovisivi recanti regole in
materia di offerta e di assegnazione dei diritti audiovisivi medesimi, criteri in
materia di formazione dei relativi pacchetti e le ulteriori regole previste dal presente
decreto”.
La Lega di Serie A ha recepito tale compito ed identificato le Linee Guida da applicare, modificando il
proprio Statuto il 1° luglio 2010. Quello che disciplina l’argomento in analisi è l’art. 19, è intitolato “Criteri di
ripartizione dei proventi derivanti dalla commercializzazione dei diritti audiovisivi”.
Quello che a noi interessa, però, è capire come questi soldi vengano ripartiti fra le squadre e, quindi, che
effetto possano avere sul bilancio (cioè, indirettamente, sulla capacità di spesa e di competitività) della
squadra per la quale tifiamo.
Purtroppo, non esiste una risposta ufficiale.
O, meglio, è confinata all’interno della cerchia ristretta dei beneficiari (le squadre di calcio), che non hanno
alcun interesse nel far conoscere questi dettagli.
5. Cercheremo quindi di descrivere i criteri di suddivisione stabiliti all’art. 19 e proveremo ad effettuare una
simulazione, tenendo conto che esiste una percentuale elevata di diritti televisivi (il 30%, pari a circa 260
milioni di Euro) che dipende da criteri di assegnazione per i quali non esistono fonti ufficiali.

La tabella ed il grafico riportano i risultati della simulazione per la stagione 2011/2012, che assegna un
valore complessivo di risorse inferiore, pari a 866 milioni di Euro, dei quali 851 milioni di Euro rimangono
alla squadre della Serie A. La crescita avverrà a partire dalla stagione 2012/2013.
2. DALLE “RISORSE ECONOMICHE” ALLE “RISORSE ECONOMICHE NETTE” (REN)
Le Linee Guida prevedono che dopo aver identificato l’importo complessivo ottenuto (definito “Risorse
Economiche”) si proceda innanzitutto ad attribuire i contributi a favore delle società che retrocedono in
serie B: si tratta, per ogni squadra, di una somma di 5 milioni di Euro per il primo anno e di 2,5 milioni di
Euro per il secondo anno (queste cifre sono dimezzate nel caso in cui la società retrocessa abbia disputato
un solo campionato di Serie A). Per l’anno 2011/2012, si tratta di 15 milioni di Euro (Bari e Sampdoria 5
milioni, Brescia e Reggina 2,5 milioni), che fanno scendere l’importo totale da 866 milioni di Euro a 851
milioni di Euro.
6. La somma che residua viene infatti definita “Risorse Economiche Nette” (che abbrevieremo in “REN”) e
viene ripartita sulla base di tre differenti macro-criteri: (i) il 40% in parti uguali; (ii) 30% sulla base del bacino
d’utenza (25% sulla base dei sostenitori e 5% sulla base della popolazione residente nel Comune in cui gioca
la squadra); (iii) 30% sulla base dei risultati ottenuti dalla squadra (5% sulla base dei risultati della stagione,
15% sulla base dei risultati del quinquennio precedente, 10% sulla base dei risultati storici dal 1946/47).

Per il campionato 2011/2012, quindi, ogni REN vale 8,51 milioni di Euro.
7. Se riportiamo su un grafico la suddivisione in percentuale delle REN, notiamo immediatamente come
esistano, di fatto, quattro gruppi di squadre:
Juventus, Inter e Milan (fra il 9,1% ed il 10,5%);
Napoli, Roma e Lazio (fra il 5,6% ed il 6,9%);
un gruppo eterogeneo di squadre che va dal 3,7% del Bologna al 4,8% della Fiorentina;
le ultime squadre che oscillano fra il 2,7% del Novara al 3,5% del Parma;

Vediamo, adesso, quali sono le regole per la ripartizione delle REN fra le varie squadre che partecipano
annualmente al campionato di Serie A.
3. PRIMA QUOTA: RIPARTIZIONE IN PARTI UGUALI (CIRCA 340 MILIONI)
È la più semplice da definire: secondo il criterio 2(a) una quota pari al 40% viene suddivisa fra le 20 società
di calcio, cui spetta quindi un 2% cadauna. Esiste quindi un minimo garantito pari a circa 17 milioni di Euro
per ogni squadra che partecipa al campionato di serie A.
4. SECONDA QUOTA: BACINO D’UTENZA (CIRCA 255 MILIONI)
È stata quella che ha generato lo scontro nel corso dell’estate 2011. Una prima fetta, la più consistente
(25%) viene attribuita in base al numero di “Sostenitori” di ciascuna squadra (prevedendo un tetto
massimo del 25% che nessuna di queste potrà superare).
Nel mese di novembre 2011 è stato trovato un primo accordo (limitato alla stagione 2011/2012),
assegnando l’incarico di identificare i bacini di utenza a tre società demoscopiche, giungendo addirittura a
nominare un quarto esperto perché le controllasse e ne certificasse il risultato. I risultati delle indagini sono
stati pubblicati sulla Gazzetta dello Sport del 2 marzo 2012, dove viene fatta una differenza fra valore
riferito ai “Sostenitori” ed un altro definito “Totale” che somma i sostenitori e l’audience delle squadre.
8. Purtroppo non è stato chiarito quale di questi due verrà utilizzato nella definizione del criterio in esame, né
quale sia il totale del campione utilizzato.

Ai fini della simulazione utilizzeremo il “totale” (quindi la somma di sostenitori ed audience) e, per la
valutazione del numero di tifosi in termini assoluti, ci baseremo su un’indagine del settembre 2011 della
società SportEconomy, che aveva identificato un bacino complessivo di 37,7 milioni di persone dichiaratesi 7
interessate al mondo del calcio.
Una quota minore(5%) viene assegnata sulla base del numero di cittadini residenti nei Comuni delle
squadre. Nei casi di Comuni che ospitano due squadre, ciascuna di esse ha diritto a considerare l’intera
popolazione del proprio Comune.

periodica disponibile sul sito dell’ISTAT, riferita al mese di Agosto 2011.
5. TERZA QUOTA: RISULTATI SPORTIVI (CIRCA 255 MILIONI)
L’ultima quota di risorse viene attribuita sulla base dei risultati sportivi. Questa è di più facile definizione,
essendo costruita su tre sotto-criteri oggettivamente riscontrabili:
Una prima parte (5%) viene assegnata sulla base della stagione conclusa. Alle squadre viene assegnato un
punteggio decrescente (da 20 ad 1) sulla base della classifica e ciascuna di essere ha diritto ad una quota
pari al rapporto fra il proprio punteggio ed il totale dei punteggi di tutte le società di serie A.
Una seconda parte (15%) effettua lo stesso tipo di calcolo ma sulla base dei risultati del quinquennio
antecedente la stagione presa precedentemente ad esame. La quota delle REN spettanti viene calcolata
sulla somma dei punteggi ottenuti nel periodo.

L’ultima parte (10%) prende in considerazione i risultati storici della squadra, a partire dalla stagione
1946/47. In questo caso vengono assegnati punti sulla base di vari elementi (anni di permanenza nelle serie
professionistiche, titoli nazionali ed internazionali vinti) ed il calcolo delle REN spettanti viene fatto sulla
somma del punteggio ottenuto nel periodo.

6. LE PROSSIME STAGIONI
Le risorse per la stagione 2012/2013 aumenteranno a 966 milioni di Euro, per poi passare a 1.006 milioni di
Euro al termine del ciclo triennale.
Provare a simulare l’impatto effettivo sui conti delle squadre non è compito facile, in quanto esistono criteri
che possono risentire in maniera importante dei risultati del campionato in corso. 9
Questo perché, ad esempio, la Serie B ospita attualmente Sampdoria e Torino, cioè due squadre che, se
promosse in Serie A, portano un bacino di utenza ed un punteggio derivante dai risultati sportivi
decisamente superiore a quello di altre squadre attualmente in Serie A.
L’impatto non deriva tanto dai valori assoluti che vengono rappresentati da queste due squadre (comunque
importanti in termini di seguito, di numero di cittadini e di risultati storici), quanto piuttosto dal
meccanismo adottato che prevede che, per ogni criterio, le REN vengano calcolate in proporzione al totale
dei valori espressi dalle squadre che partecipano a quello specifico campionato.
Cercheremo comunque di simulare l’effetto dell’incremento sulla base di due ipotesi:
applicando il nuovo valore all’attuale composizione della Serie A, per capire l’impatto che
l’aumento produrrebbe sui conti di ogni squadra;
la variazione della composizione della Serie A ipotizzando la promozione di Brescia, Sampdoria e
Torino (cioè delle squadre che più frequentemente negli ultimi anni hanno partecipato a tale
competizione) con retrocessione in Serie B delle squadre che, al momento della redazione del
presente documento, sono negli ultimi tre posti della classifica di Serie A (Cesena, Novara, Lecce).
11. 7. LA PRIMA IPOTESI: COMPOSIZIONE DELLA SERIE A 2012/2013 IMMUTATA RISPETTO AL 2011/2012
L’ipotesi di lavoro non prevede alcuna variazione in termini di REN assolute, che rimangono quindi
immutate rispetto all’anno 2011/2012.
Cambia, questo si, il valore totale delle Risorse Economiche, che passano a 966 milioni di Euro. Per
comodità è stato ipotizzato che tale importo venga ridotto del contributo di 15 milioni a favore delle tre
squadre retrocesse e che rimanga attivo anche l’ulteriore contributo di 7,5 milioni per le tre squadre che si
trovano per il secondo anno in Serie B:

12. 8. LA SECONDA IPOTESI: LA SERIE A 2012/2013 VARIATA
Viene costruito uno scenario che ipotizza una Serie A cui partecipano Brescia, Sampdoria e Torino
prendendo il posto delle squadre che, al momento della redazione del presente documento, sono negli
ultimi tre posti della classifica di Serie A (Cesena, Novara, Lecce).
Questa è l’ipotesi che consente di apprezzare gli effetti dei criteri inerenti il bacino di utenza ed i risultati
sportivi.
CRITERIO B1 - I SOSTENITORI
I risultati del sondaggio commissionato dalla Lega di Serie A diffusi dalla Gazzetta dello Sport de 2 marzo
2012 non riportavano informazioni relative alle tre squadre che abbiamo considerato promosse.
Per ovviare al problema:
Brescia e Sampdoria: è stato fatto riferimento ad una precedente analisi, pubblicata sempre dalla
Gazzetta dello Sport del 8.11.2011, che assegnava alle due squadre rispettivamente il 1,34% ed il
1,72% del totale dei sostenitori. Poiché la recente indagine ha in realtà ridimensionato
ulteriormente le squadre medio-piccole ( fra il 15% ed il 25%), si è ritenuto opportuno abbassare
questi valori del 20%;
Torino: in assenza di riscontri, si è ritenuto di assegnare una quota pari al 2% del totale.
I valori 2011/2012 delle altre squadre sono stati proporzionalmente ridotti (del 1,67%), considerando che il
totale dei tifosi rimanesse immutato.

L’impatto dell’ingresso di due squadre con bacini di utenza importanti fa sì che le grandi perdano una quota
del contributo che sarebbe spettato loro se la composizione della Serie A fosse rimasta immutata.
13. CRITERIO B2 - LA POPOLAZIONE
L’ingresso delle tre squadre prescelte porta un sensibile incremento della popolazione totale rappresentata
dalle squadre di Serie A, che passa dai 30 milioni di abitanti dello scenario 2011/2012 ai 33 milioni di
abitanti, con un incremento del 10%.

Le squadre maggiormente colpite in termini di risorse economiche nette sarebbero in questo caso quelle
delle città più popolate (Roma, Milano, Napoli).
CRITERIO C – RISULTATI SPORTIVI
Oltre agli effetti derivanti da bacino di utenza ed ingresso di squadre di città con un numero di abitanti più
elevato, gli altri effetti di un’ipotesi di composizione della Serie A come quella prevista dallo scenario di
lavoro vengono ovviamente dai risultati sportivi delle squadre che vengono “promosse” in Serie A.
Ai fini della nostra simulazione non terremo conto di variazioni per il criterio C1, quello che assegna una
parte di diritti sulla base dei risultati dell’ultima stagione. Si manterrà lo schema finale della stagione
2010/2011.
Più evidenti, invece, gli impatti quando vengono presi in considerazione:
i risultati sportivi cumulati degli ultimi 5 anni (criterio c2);
i risultati sportivi dal 1947/47 alla stagione precedente (criterio c3).

Le squadre più “danneggiate” rispetto sono quelle che hanno un punteggio più vicino a quello delle tre
ipotetiche promosse: la Sampdoria sottrarrebbe risorse dal 4° al 10° posto, mentre Torino e Brescia –che da
più tempo sono lontani da risultati positivi – avrebbero un impatto prevalentemente dal 11° al 18° posto.
