Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

Положення
про порядок трудового і професійного навчання неповнолітніх
професіям, пов'язаним з роботами із шкідливими та важкими
умовами праці, а також з роботами підвищеної небезпеки
1. Загальні положення
1.1. Це Положення, розроблене відповідно до Законів України
"Про охорону праці”, "Про освіту", „Про професійно-технічну освіту”,
постанови Кабінету Міністрів України від 03.06.99 № 956 ”Про
затвердження Положення про ступеневу професійно-технічну освіту” і
спільного наказу Міністерства праці та соціальної політики України та
Міністерства освіти і науки України від 31.12.98 № 201/469 „Про
Положення про порядок кваліфікаційної атестації та присвоєння
кваліфікації особам, що здобувають професійно-технічну освіту”, визначає
порядок трудового і професійного навчання неповнолітніх професіям,
пов’язаним з роботами із шкідливими та важкими умовами праці, а
також з роботами підвищеної небезпеки.
1.2. Дія Положення поширюється на всі навчальні заклади
незалежно від форм власності, що акредитовані для проведення
навчання неповнолітніх професіям, пов'язаним з роботами із шкідливими
та важкими умовами праці, а також з роботами підвищеної небезпеки, та
органи управління освітою, яким ці навчальні заклади підпорядковані.
1.3. На навчальні заклади відповідно до їх профілю і професій, за
якими вони готують фахівців, поширюються нормативно-правові акти з
охорони праці, що діють у відповідній галузі.

1.4. Організація роботи з охорони праці покладається на керівника
навчального закладу, який є відповідальним за створення належних,
безпечних і здорових умов праці та навчання неповнолітніх.
1.5. Навчальні заклади під час укладання договору з
підприємствами, установами й організаціями на підготовку кадрів
обумовлюють спільно з керівником підприємства вимоги щодо
проведення виробничої практики або виробничого навчання тільки на
тих робочих місцях, що атестовані відповідно до Порядку
проведення атестації робочих місць за умовами праці, затвердженому
постановою Кабінету Міністрів України від 01.08.92 № 442, і відповідають
нормативно-правовим актам з охорони праці, та додаткові вимоги щодо
навчання професіям, пов'язаним з роботами із шкідливими та важкими
умовами праці, а також з роботами підвищеної небезпеки, які потребують
спеціального навчання та щорічної перевірки знань з питань охорони
праці.
1.6. Режим робочого дня неповнолітніх під час професійно-
практичної підготовки в навчальному закладі та на підприємстві
повинен відповідати Кодексу законів про працю та навчальному плану
з обов'язковим урахуванням обмежень щодо тривалості робочого дня,
праці в нічний час, надурочних робіт та робіт у вихідні дні, підіймання і
переміщення речей, маса яких перевищує встановлені для них граничні
норми, та робіт із шкідливими умовами праці.
1.7. Організаційно-методичне керівництво діяльністю навчальних
закладів щодо навчання з питань охорони праці здійснюють спеціально
уповноважений центральний орган виконавчої влади в галузі освіти та
науки, а також місцеві органи управління освітою в залежності від
підпорядкування навчальних закладів.
1.8. Організація роботи з охорони праці в навчальних закладах
здійснюється згідно з Положенням про організацію роботи з охорони праці
учасників навчально-виховного процесу в установах і закладах освіти,
затвердженим наказом Міністерства освіти і науки України від
01.08.2001 № 563 та зареєстрованим у Міністерстві юстиції України
20.11.01 за № 969/6160, і Положенням про порядок розслідування
нещасних випадків, що сталися під час навчально-виховного процесу в
навчальних закладах, затвердженим наказом Міністерства освіти і науки
України від 31.08.2001 № 616 та зареєстрованим у Міністерстві
юстиції України 28.12.01 за № 1093/6284.
2. Приймання неповнолітніх до навчальних закладів
2.1. Приймання неповнолітніх до навчальних закладів для
навчання професіям, пов'язаним з роботами із шкідливими та важкими

умовами праці, а також з роботами підвищеної небезпеки, здійснюється
відповідно до Типових правил прийому до професійно-технічних
навчальних закладів України, затверджених наказом Міністерства освіти
України від 28.05.98 № 191 та зареєстрованих у Міністерстві юстиції
України 15.06.98 за № 381/2821.
2.2. Перед вступом до навчальних закладів неповнолітні
обов'язково проходять медичний огляд з метою визначення їх
професійної придатності за станом здоров'я.
2.3. Приймання неповнолітніх на навчання в ці заклади
здійснюється за умови досягнення ними 18-річного віку на момент
закінчення навчання.
2.4. До навчальних закладів не приймаються особи жіночої статі
для навчання професій, зазначених у Переліку важких робіт та робіт із
шкідливими і небезпечними умовами праці, на яких забороняється
застосування праці жінок, затвердженому наказом Міністерства охорони
здоров’я України від 29.12.93 № 256 та зареєстрованому в Міністерстві
юстиції України 30.03.94 за № 51/260.
3. Навчання з питань охорони праці
3.1. Знання та практичні навички з питань охорони праці
неповнолітні отримують в процесі професійно-теоретичної та
професійно-практичної підготовки. Навчальні плани і навчальні
програми повинні передбачати вивчення предмета загального курсу
"Охорона праці" в обсязі не менше 30 годин. Крім цього, специфічні
питання охорони праці, пов'язані з виконанням робіт підвищеної
небезпеки, вивчаються в курсі спеціальних дисциплін і органічно
поєднуються з вивченням технології виробництва.
3.2. У процесі навчання неповнолітніх їх знання поповнюються і
закріплюються за допомогою інструктажів з охорони праці та безпеки
життєдіяльності, що проводяться і реєструються відповідно до
Типового положення про навчання з питань охорони праці, затвердженого
наказом Держнаглядохоронпраці від 17.02.99 № 27 та зареєстрованого
Міністерством юстиції України від 21.04.99 № 248/3541, та Положення про
організацію роботи з охорони праці учасників навчально-виховного
процесу в установах і закладах освіти, затвердженого наказом
Міністерства освіти і науки України від 01.08.2001 № 563 та
зареєстрованого в Міністерстві юстиції України 20.11.01 за
№ 969/6160.
4. Вимоги до обладнання та організації робочих місць
4. 4
4.1. Навчальне й виробниче обладнання у навчальних закладах
повинно відповідати вимогам нормативно-правових актів з охорони праці.
Робота на навчальних робочих місцях, які не атестовані щодо їх
відповідності нормативно-правовим актам з охорони праці, не
дозволяється.
4.2. Навчальні робочі місця в залежності від умов праці та
прийнятої технології виконання робіт повинні бути забезпечені
засобами технологічної оснастки та колективного захисту,
відповідними їх призначенню, а також засобами зв'язку та
сигналізації. Неповнолітні, які проходять виробничу практику або
виробниче навчання на цих робочих місцях, повинні бути забезпечені
індивідуальними засобами захисту згідно з нормативно-правовими
актами з охорони праці.
4.3. Сигнальне пофарбування обладнання та знаки безпеки
повинні відповідати вимогам ГОСТ 12.4.026-76 "ССБТ. Цвета
сигнальные и знаки безопасности".
4.4. Умови праці в навчально-виробничих приміщеннях, де
здійснюється навчання неповнолітніх, повинні відповідати діючим
санітарним і протипожежним нормам та правилам, державним
стандартам.
4.5. Технічний стан обладнання навчального кабінету
(лабораторії, навчально-виробничої майстерні) до початку роботи на
ньому неповнолітніх перевіряється завідувачем кабінету (лабораторії,
навчально-виробничої майстерні) або майстром виробничого навчання
на справність і відповідність нормативно-правовим актам з охорони
праці.
5. Проведення виробничої практики та виробничого навчання
5.1. На неповнолітніх, які проходять виробничу практику або
виробниче навчання в умовах підприємства, поширюються діючі на
підприємстві правила внутрішнього трудового розпорядку, правила,
норми та інструкції з охорони праці.
5.2. До початку виробничої практики або виробничого навчання на
підприємстві неповнолітні обов'язково проходять медичний огляд.
5.3. До початку виробничої практики або виробничого навчання
неповнолітні повинні пройти спеціальне навчання з питань охорони праці в
обсязі діючих на підприємстві навчальних програм з наступною

перевіркою знань з питань охорони праці в установленому на
підприємстві порядку. Тривалість навчання з питань охорони праці
повинна бути не менше передбаченої чинними в галузі правилами безпеки
праці.
5.4. Неповнолітні під час проходження виробничої практики або
виробничого навчання можуть перебувати у виробництвах та на робочих
місцях, пов'язаних з роботами із шкідливими та важкими умовами
праці, не більше 4 годин на день за умови дотримання у цих
виробництвах і на роботах діючих санітарних норм.
5.5. Протягом перших 10-15 змін виробничої практики
неповнолітні проходять стажування як дублери на робочих місцях. Після
стажування організовується перевірка засвоєння ними навичок у керуванні
машинами та механізмами, правил технічної та безпечної експлуатації
обладнання з метою визначення готовності неповнолітніх до подальшої
роботи на штатних робочих місцях.
5.6. Неповнолітнім практикантам, які показали необхідні знання та
уміння в практичній роботі, постійно діючою комісією з перевірки знань з
питань охорони праці підприємства надається дозвіл на право
виконання робіт та експлуатацію об’єктів, машин, механізмів,
устаткування підвищеної небезпеки (далі - роботи підвищеної небезпеки )
під наглядом досвідченого працівника - інструктора підприємства (майстра
виробничого навчання).
5.7. Наказом по навчальному закладу на період проведення
виробничої практики та виробничого навчання призначаються особи цього
закладу, відповідальні за їх проведення, які зобов'язані контролювати
створення на підприємстві належних, безпечних і здорових умов праці
неповнолітніх, їх інструктування і навчання з безпеки праці, пожежної
безпеки, виконання неповнолітніми вимог охорони праці.
5.8. Наказом по підприємству з числа його керівних
працівників або провідних спеціалістів призначаються особи, на яких
покладається керівництво практикою неповнолітніх на підприємстві.
5.9. Керівник практики від підприємства і відповідальний за її
проведення від навчального закладу не допускають використання
неповнолітніх на роботах, не передбачених договором між підприємством
і навчальним закладом, або на самостійних (без нагляду інструктора)
роботах, які входять до Переліку робіт з підвищеною небезпекою,
затвердженому наказом Держнаглядохоронпраці України від 30.11.93
№ 123, без спеціального навчання і перевірки знань з питань охорони
праці.

5.10. Закріплення неповнолітніх за досвідченими працівниками-
інструкторами оформляється тим самим наказом по підприємству,
яким з числа кваліфікованих фахівців призначаються особи,
відповідальні за організацію та безпечне проведення практики на
дільниці (у цеху) і надання допомоги практикантам у набутті професії.
5.11. Інструкторами для навчання неповнолітніх призначаються
кваліфіковані працівники, які мають стаж роботи за даною професією не
менше трьох років.
5.12. Щозміни інструктор (майстер виробничого навчання) до
початку і під час виконання роботи неповнолітнім повинен:
інструктувати його безпосередньо на робочому місці щодо
безпечних прийомів праці;
контролювати під час роботи дотримання ним вимог з охорони
праці, пожежної безпеки, засвоєння безпечних прийомів праці;
стежити за справністю обладнання, інструментів, засобів
індивідуального та колективного захисту, що використовуються в
процесі роботи;
уживати відповідних заходів, а за необхідності припиняти роботу,
якщо виникла небезпека здоров'ю або життю неповнолітнього чи
оточуючих його працівників або неповнолітнім застосовуються
небезпечні прийоми праці.
5.13. Неповнолітній практикант зобов'язаний:
дбати про особисту безпеку і здоров’я, а також про безпеку і
здоров’я оточуючих людей у процесі виконання будь-яких робіт чи під час
перебування на території підприємства;
знати і виконувати вимоги нормативно-правових актів з охорони
праці, інструкцій з охорони праці для працівників відповідних професій
та видів робіт, правила поводження з машинами, механізмами,
устаткуванням та іншими засобами виробництва, користування
засобами колективного та індивідуального захисту;
дотримуватись зобов'язань щодо охорони праці, передбачених
колективним договором (трудовим договором) та правилами
внутрішнього трудового розпорядку підприємства;
виконувати під час практики або виробничого навчання роботи
тільки за дорученням та під безпосереднім керівництвом або наглядом
працівника-інструктора (майстра виробничого навчання), за яким він
закріплений;
не заходити до цехів та виробничих приміщень, гірничих виробок та
на інші об'єкти, які не пов'язані з проходженням практики або

виробничого навчання, без дозволу працівника-інструктора (майстра
виробничого навчання);
у разі виникнення виробничої ситуації, яка створює загрозу його
життю чи здоров'ю людей, які його оточують, і навколишньому
природному середовищу, повідомляти про небезпеку свого
працівника-інструктора (майстра виробничого навчання) або іншу
посадову особу і діяти відповідно до правил поведінки під час
виникнення аварій;
дотримуватись правил особистої гігієни та гігієни праці.
5.14. Переведення неповнолітніх практикантів з одного об'єкта
робіт на інший (з одного виду робіт на інший) повинно оформлятися
наказом підприємства за погодженням із навчальним закладом і тільки
після проведення інструктажу з охорони праці на новому робочому місці,
а у випадках, передбачених нормативно-правовими актами з охорони
праці, також після відповідного спеціального навчання та перевірки знань з
питань охорони праці.
5.15. При неодноразовому порушенні неповнолітнім вимог
охорони праці питання про подальше проходження ним практики або
виробничого навчання вирішується керівництвом підприємства та
навчального закладу.
5.16. Неповнолітні практиканти, які пройшли стажування, але за
результатами перевірки знань з питань охорони праці та навичок у
застосуванні безпечних прийомів праці не отримали дозволу на
виконання робіт підвищеної небезпеки, продовжують проходити практику
як дублери. Повторна перевірка їх знань проводиться не раніше як через
два тижні.
6. Атестація і видача випускникам навчальних закладів посвідчень
на право виконання робіт з підвищеною небезпекою
6.1. Випускникам навчальних закладів після складання екзаменів
на право виконання робіт з підвищеною небезпекою разом з дипломом
або свідоцтвом установленого зразка видається посвідчення про право
виконання цих робіт згідно з додатком до цього Положення.
Це посвідчення за рішенням кваліфікаційної комісії видається також
особам, які отримують право на виконання таких робіт за другою або
суміщеною професією. Екзамен на право виконання робіт з
підвищеною небезпекою проводиться за участю представника
спеціально уповноваженого центрального органу виконавчої влади з
нагляду за охороною праці.

6.2. Неповнолітні, що навчаються професіям з обслуговування і
ремонту електроустаткування, повинні знати вимоги Правил технічної
експлуатації електроустановок споживачів, затверджених Міненерго
СРСР 21.12.84, та Правил безпечної експлуатації електроустановок
споживачів, затверджених наказом Держнаглядохоронпраці від 09.01.98
№ 4 та зареєстрованих Міністерством юстиції 10.02.98 за № 93/2533,
відповідно до робіт, які вони будуть виконувати.
Особам, які не досягли 18-річного віку, дозволяється
перебування в діючих електроустановках під постійним наглядом особи
з електротехнічного персоналу з групою з електробезпеки не нижче "III" -
в установках напругою до 1000 В і не нижче "IV" – в установках
напругою вище 1000 В.
Допускати неповнолітніх до самостійної роботи і присвоювати їм
групу з електробезпеки "III" і вище забороняється.
