This document contains four passages in different languages with guidance on living virtuously and making ethical decisions: 1) A passage in Hindi about how desire leads to action and destiny. 2) A passage in Sanskrit about how all of existence is permeated by Brahman and to enjoy things through renunciation, not coveting others' wealth. 3) Advice to consider how decisions will help "the poorest and weakest" as a test when in doubt. 4) Final passages in English on prudent use of public funds and Aristotle's view that anger requires being with the right person, time, purpose and manner.

1. काममय एवायं पुरुष इित,
स यथाकामो भवतततत्क्रतुभभवती।
यत्क्रतुभभवती तत्क्कमभ कु रूते,
यत्क्कमभ कु रूते तदभभसंपद्यते।
You are what your deep, driving desire is
As your desire is, so is your will
As your will is, so is your deed
As your deed is, so is your destiny.

2. ईशावास्यभमदं सवं; यइत्क्कञ्च जगत्क्यां जगत ्।
तेन त्क्यक्तेन भुञ्जीथा:; मा गृध: कस्यइस्वद्धनम ्।
All this here, is permeated by Brahman
[The Supreme Soul],
whatever there is in this world.
Enjoy things by renunciation.
Do not covet others' wealth.

3. "I will give you a talisman. Whenever you are in doubt, or
when the self becomes too much with you, apply the following
test. Recall the face of the poorest and the weakest man
[woman] whom you may have seen, and ask yourself, if the
step you contemplate is going to be of any use to him [her].
Will he [she] gain anything by it? Will it restore him [her] to
a control over his [her] own life and destiny? In other words,
will it lead to swaraj [freedom] for the hungry and spiritually
starving millions?
Then you will find your doubts and your self melt away."

4.  The expenditure should not prima facie be more than the
occasion demand, and every government servant should
exercise vigilance in respect of expenditure incurred from
public money as a person of ordinary prudence would
exercise in respect of the expenditure of his own money.
 No authority should exercise its powers of sanctioning
expenditure to pass an order which will be directly or
indirectly to its own advantage.
 Public money should not be utilized for the benefit of a
particular person or section of the community.

easy, but to be angry with right
person at the right time, and for the
right purpose and in the right way-
that is not within everyone’s power
and that is not easy.”
