WHY I VOLUNTEER
Nicole Nolasco, MHP Resident
Chair President’s Message
Montgomery Housing Partnership and Affiliates
SUMMARY OF COMBINED FINANCIAL REPORTS
As this 25th Anniversary Annual Report reflects, the last two years have
been filled with milestones and dynamic activity for Montgomery Housing
Partnership (MHP). We celebrated the organization’s 25th year of providing
affordable housing to low- and moderate-income families in Montgomery
County by breaking ground on The Bonifant at Silver Spring, our first senior
development; and we cut the ribbon at Olney Springs, our first for-sale,
mixed income community of townhomes and single-family detached homes.
It’s inspirational for all of us to have been involved in building, strengthening,
and maintaining connections to the thousands of children and families who
MHP has served since 1989, whether through our multifamily housing,
educational enrichment programs, or neighborhood revitalization services. We
look forward to continuing this work with our donors, community partners,
and volunteers in the neighborhoods we serve into the next decade.
In 2015, your support enabled MHP to serve 338 kids in our preschool and
after-school programs. We watched their GPAs increase to a 3.57, an amazing
trend that started at 2.8 just a few years ago. We also started a wonderful new
summer program to assist first graders who have fallen behind in reading.
Despite a continuing complex economic climate, MHP’s financial performance
remained strong, anchored by the ability to secure new financial partnerships
and new supporters. The equity fund that we first launched in 2011 has
exceeded $10 million in committed funds, and produced great dividends for
our real estate development activity. During 2015, MHP focused heavily on
expanding affordable housing options for seniors and families through new
sources of financing and creative partnerships. As the cover shot reflects, our
first such co-developer relationships with Elm Street Development at Olney
Springs, and The Donohoe Companies at The Bonifant have been wonderful
examples of this progress. Both projects were buoyed by the investments of
private lenders and Montgomery County’s dedication to expanding affordable
housing options by selling surplus county-owned land.
We invite you to take a closer look at our accomplishments, successes, and
challenges during this 25th Anniversary edition, including the two first-time
homebuyers, Carmen and Alani, who are profiled in the following pages.
It’s clear that Montgomery County’s economic recovery does not have equal
effects on everyone, but we are pleased that MHP has played a small role in
helping these two families in Olney, as well as many others, on their way to
While her close-knit family was her
inspiration, Nicole credits MHP’s
Community Life Programs for giving
her the encouragement to aspire to
become an artist, and to also give
back to her community through
volunteerism.
The entire family accompanied then
10-year-old Nicole to the HAND
Awards Luncheon Housing Expo
that summer to accept the 1st Place
award and gift certificate. Her artwork
appeared on the cover of the program
book, and she gave a rousing speech to
the more than 1,000 housing industry
professionals gathered for lunch. She
recalls the experience as “priceless.”
While living at Amherst Gardens, Nicole
and her siblings have attended MHP’s
Play Learn Circle preschool program
and the GATOR Club, which is a new
partnership with Arcola Elementary
School and funded through a grant
from the Maryland State Department
of Education and the 21st Century
Community Learning Centers to
strengthen students’ math, reading,
and science skills.
After Nicole graduated from elementary
school in 2015, she felt strongly about
coming back every day to volunteer
her time as a tutor for the younger
students. She has also become a vocal
resident leader.
“MHP’s programs mean a lot to the residents living in our
community because the kids get help with homework and
learn other valuable lessons. I love being a volunteer here.
The community center gives kids a place to go to get extra
help with school work, because our parents sometimes
don’t understand or know how to help us with homework.
We get better grades because we learn a lot from the
teachers, and we feel happy and proud of ourselves when
our grades go up!”

MHP creates quality affordable homes.
It accomplishes its mission by housing people, empowering families, and
strengthening neighborhoods. Formed in 1989 as a 501(c)(3) to meet Montgomery
County’s growing need for affordable housing, MHP builds, acquires, and
rehabilitates apartments, condos, and homes for low- and moderate-income
families. Through its affiliates, MHP has developed and owns more than 1,400 units
of affordable housing around the county, including in transit-oriented neighborhoods
in Gaithersburg, Rockville, Silver Spring, Takoma Park, and Wheaton.
Our Focus:
Nicole Nolasco’s artistic side was publicly displayed during 2014 after she won the HAND Children’s Art
Contest for her drawing of the favorite place in her home – the kitchen table. Nicole lives at MHP’s Amherst
Square apartments in Wheaton with her parents and younger brother and sister. She created the artwork
during the GATOR afterschool enrichment program for elementary school children that she attended onsite
at MHP’s community center.
On behalf of the Board of Directors and staff of Montgomery Housing Partnership (MHP), we are proud
to present our 2014 – 2015 Annual Report, entitled “MHP @ 25 - Building Dreams From Renting to
Homeownership.”
securing a brighter and more stable financial future for their children through

No matter how long you have been connected to MHP, we welcome you
as a partner and friend. We’ve had the pleasure of renewing some past
relationships and beginning several new ones. Please join us in this journey
for the next 25, as we strive to impact every resident, every child, and every
family in our program every step of the way.

On behalf of the Board of Directors and staff of Montgomery Housing Partnership (MHP), we are proud
to present our 2014 – 2015 Annual Report, entitled “MHP @ 25 - Building Dreams From Renting to
Homeownership.”

on their way to securing a brighter and more stable financial future for their
children through homeownership.

SUMMARY OF COMBINED FINANCIAL REPORTS
As this 25th Anniversary Annual Report reflects, the last two years
have been filled with milestones and dynamic activity for Montgomery
Housing Partnership (MHP). We celebrated the organization’s 25th year
of providing affordable housing to low- and moderate-income families
in Montgomery County by breaking ground on The Bonifant at Silver
Spring, our first senior development; and we cut the ribbon at Olney
Springs, our first for-sale, mixed income community of townhomes
and single-family detached homes.
It’s inspirational for all of us to have been involved in building,
strengthening, and maintaining connections to the thousands of
children and families who MHP has served since 1989, whether
through our multifamily housing, educational enrichment programs,
or neighborhood revitalization services. We look forward to continuing
this work with our donors, community partners, and volunteers in the
neighborhoods we serve into the next decade.
Despite a continuing complex economic climate, MHP’s financial
performance remained strong, anchored by the ability to secure new
financial partnerships and new supporters. The equity fund that we
first launched in 2011 has exceeded $10 million in committed funds,
and produced great dividends for our real estate development activity.
During 2015, MHP focused heavily on expanding affordable housing
options for seniors and families through new sources of financing and
creative partnerships. As the cover shot reflects, our first such co-
developer relationships with Elm Street Development at Olney Springs,
and The Donohoe Companies at The Bonifant have been wonderful
examples of this progress. Both projects were buoyed by
the investments of private lenders and Montgomery County’s
dedication to expanding affordable housing options by selling surplus
county-owned land.
We invite you to take a closer look at our accomplishments, successes,
and challenges during this 25th Anniversary edition, including the
two first-time homebuyers, Carmen and Alani, who are profiled in the
following pages.
It’s clear that Montgomery County’s economic recovery does not have
equal effects on everyone, but we are pleased that MHP has played a
While her close-knit family was her
inspiration, Nicole credits MHP’s
Community Life Programs for giving
her the encouragement to aspire to
become an artist, and to also give
back to her community through
volunteerism.
The entire family accompanied then
10-year-old Nicole to the HAND
Awards Luncheon Housing Expo
that summer to accept the 1st Place
award and gift certificate. Her artwork
appeared on the cover of the program
book, and she gave a rousing speech to
the more than 1,000 housing industry
professionals gathered for lunch. She
recalls the experience as “priceless.”
While living at Amherst Gardens, Nicole
and her siblings have attended MHP’s
Play Learn Circle preschool program
and the GATOR Club, which is a new
partnership with Arcola Elementary
School and funded through a grant
from the Maryland State Department
of Education and the 21st Century
Community Learning Centers to
strengthen students’ math, reading,
and science skills.
After Nicole graduated from elementary
school in 2015, she felt strongly about
coming back every day to volunteer
her time as a tutor for the younger
students. She has also become a vocal
resident leader.
“MHP’s programs mean a lot to the residents living in our
community because the kids get help with homework and
learn other valuable lessons. I love being a volunteer here.
The community center gives kids a place to go to get extra
help with school work, because our parents sometimes
don’t understand or know how to help us with homework.
We get better grades because we learn a lot from the
teachers, and we feel happy and proud of ourselves when
our grades go up!”

  • 2. BUILDING DREAMS FROM RENTING TO HOMEOWNERSHIP WHY I VOLUNTEER Nicole Nolasco, MHP Resident Chair President’s Message Montgomery Housing Partnership and Affiliates SUMMARY OF COMBINED FINANCIAL REPORTS As this 25th Anniversary Annual Report reflects, the last two years have been filled with milestones and dynamic activity for Montgomery Housing Partnership (MHP). We celebrated the organization’s 25th year of providing affordable housing to low- and moderate-income families in Montgomery County by breaking ground on The Bonifant at Silver Spring, our first senior development; and we cut the ribbon at Olney Springs, our first for-sale, mixed income community of townhomes and single-family detached homes. It’s inspirational for all of us to have been involved in building, strengthening, and maintaining connections to the thousands of children and families who MHP has served since 1989, whether through our multifamily housing, educational enrichment programs, or neighborhood revitalization services. We look forward to continuing this work with our donors, community partners, and volunteers in the neighborhoods we serve into the next decade. In 2015, your support enabled MHP to serve 338 kids in our preschool and after-school programs. We watched their GPAs increase to a 3.57, an amazing trend that started at 2.8 just a few years ago. We also started a wonderful new summer program to assist first graders who have fallen behind in reading. Despite a continuing complex economic climate, MHP’s financial performance remained strong, anchored by the ability to secure new financial partnerships and new supporters. The equity fund that we first launched in 2011 has exceeded $10 million in committed funds, and produced great dividends for our real estate development activity. During 2015, MHP focused heavily on expanding affordable housing options for seniors and families through new sources of financing and creative partnerships. As the cover shot reflects, our first such co-developer relationships with Elm Street Development at Olney Springs, and The Donohoe Companies at The Bonifant have been wonderful examples of this progress. Both projects were buoyed by the investments of private lenders and Montgomery County’s dedication to expanding affordable housing options by selling surplus county-owned land. We invite you to take a closer look at our accomplishments, successes, and challenges during this 25th Anniversary edition, including the two first-time homebuyers, Carmen and Alani, who are profiled in the following pages. It’s clear that Montgomery County’s economic recovery does not have equal effects on everyone, but we are pleased that MHP has played a small role in helping these two families in Olney, as well as many others, on their way to While her close-knit family was her inspiration, Nicole credits MHP’s Community Life Programs for giving her the encouragement to aspire to become an artist, and to also give back to her community through volunteerism. The entire family accompanied then 10-year-old Nicole to the HAND Awards Luncheon Housing Expo that summer to accept the 1st Place award and gift certificate. Her artwork appeared on the cover of the program book, and she gave a rousing speech to the more than 1,000 housing industry professionals gathered for lunch. She recalls the experience as “priceless.” While living at Amherst Gardens, Nicole and her siblings have attended MHP’s Play Learn Circle preschool program and the GATOR Club, which is a new partnership with Arcola Elementary School and funded through a grant from the Maryland State Department of Education and the 21st Century Community Learning Centers to strengthen students’ math, reading, and science skills. After Nicole graduated from elementary school in 2015, she felt strongly about coming back every day to volunteer her time as a tutor for the younger students. She has also become a vocal resident leader. “MHP’s programs mean a lot to the residents living in our community because the kids get help with homework and learn other valuable lessons. I love being a volunteer here. The community center gives kids a place to go to get extra help with school work, because our parents sometimes don’t understand or know how to help us with homework. We get better grades because we learn a lot from the teachers, and we feel happy and proud of ourselves when our grades go up!” Above – MHP President Robert Goldman and Board Chair Cindy Bar (left) with current board members and three of the founding members of MHP’s 1989 Board of Directors—Benson Roberts (back, center), Jackie Simon (front, center), and Tad Baldwin (right). 2014 BALANCE SHEET December 31, 2014 ASSETS Cash and cash equivalents (unrestricted) $16,466,606 Cash (restricted) - - Investments, Short-Term (less than 90 days) 865,183 Accounts receivable 499,072 Restricted project reserves 7,967,157 Deposits, Escrows and tenants’ security 1,839,026 Prepaid expenses and development in process 2,636,789 Property, equipment, net of $33,085,473 depreciation 130,152,014 Loan costs tax credit fees less $1,080,208 amortization 2,756,078 TOTAL ASSETS $163,181,925 LIABILITIES AND NET ASSETS Accounts payable and accrued expenses $1,799,136 Accrued interest payable 1,467,321 Prepaid rents 151,892 Deferred rent revenue 126,336 Tenant security deposits held 923,113 Secured notes payable - long term 124,643,175 Unsecured notes payable - long term 5,364,343 TOTAL LIABILITIES 134,475,316 Non-controlling interest in partnerships 19,522,492 Unrestricted Net Assets $6,395,311 Temporary Restricted Net Assets 75,757 Permanent Restricted Net Assets 2,713,049 Total net assets 9,184,117 TOTAL LIABILITIES AND NET ASSETS $163,181,925 STATEMENT OF ACTIVITIES For 12 Months Ended December 31, 2014 REVENUES (UNRESTRICTED) Rental revenues $17,728,987 Grants 925,588 Cash Donations 461,001 Development fees 870,875 Gain from debt forgiveness - - Interest and investment income 126,126 Special events 37,730 Other income 515,620 Satisfaction of program restrictions 405,346 TOTAL REVENUES $21,071,273 EXPENSES Program services Properties in management (including interest expense of $4,209,894) $18,106,630 Community Life program development and management 1,077,621 Other development/management (including interest expense of $77,636) 1,786,391 Supportive services Management and general 954,216 Lobbying - - Fundraising 326,269 TOTAL EXPENSES 22,251,127 Decrease in Unrestricted Net Assets $(1,179,854) Changes in Restricted Net Assets Contributions 5,000 Release of program restrictions (3,959) Increase in temporarily restricted net assets 1,041 Changes in Permanently Restricted Net Assets Grants 275,000 Release of program restrictions (401,387) Decrease in permanently restricted net assets (126,387) Decrease in net assets (1,305,200) Increase in net assets due to excess off revenue over expenses attributable to controlling interest 1,513,524 Net assets, beginning of year 8,975,793 NET ASSETS, END OF YEAR $9,184,117 Board of Directors and Senior Management 2014–2015 OFFICERS Chair Cynthia Bar Lerch, Early Brewer, Chtd. As the cover shot reflects, our first such co- developer relationships with Elm Street Development at Olney Springs, and The Donohoe Companies at The Bonifant have been wonderful examples of this progress. It’s clear that Montgomery County’s economic recovery does not have equal effects on everyone, but we are pleased that MHP has played a While her close-knit family was her inspiration, Nicole credits MHP’s Community Life Programs for giving her the encouragement to aspire to become an artist, and to also give back to her community through volunteerism.
