Cllr. Tracie McGee emails a colleague requesting a "cheeky response" to send to a constituent who had contacted multiple council members regarding a proposal to move the local Lochwinnoch Community Library. The constituent, Marie Hughes, believes the proposed move and downsizing of the library is a waste of money and does not make financial sense. Cllr. McGee had previously told Ms. Hughes she would respond after the holidays due to being busy with work.

A letter to MSP T Godman from Renfrewshire Council stating that there is no requirement to carry out consultations with the public when moving a library within a community. (missing out the moving of the children in LOSC) It also implies that people had been consulted with already through a "Quizdom" consultation that happened in Johnstone (which also covers Lochwinnoch) even though Johnstone is another village some distance away from Lochwinnoch.
This is a presentation made by Cllr David Arthur, the McKillop in Lochwinnoch, 24th November 2010. Entitled "Difficult Choices for Difficult Times" to the on the 24th Nov 2010. He outlines some of the "statistics" used as justification for the downgrading of Lochwinnoch Library. Please see pages 9 and 10, with a summary of the most damming figures on page 12. The figures are very biased as they use a single year comparison, and for maximum effect the council has used percentage decline figures rather than usage by the population.

I am one of your constituents living in PA12 4JL but as far as my daily life is concerned I belong to Lochwinnoch.
I wish to know what you are going to do about the proposal to downsize and move Lochwinnoch Community Library (one of
the most successful in Renfrewshire) to the unsuitable McKillop Institute. A move which will cost the Council at least £100K
(probably a lot more) to save £15K/year. The proposed sale of the Library building (old School) can't go ahead because of
burdens in the Deeds which mean that it will revert to the original family who are extant and Refrewshire council will not
benefit. So this whole plan does not make financial sense.
As a Council Tax Payer I object to this waste of money in a time of cuts and financial restraint. In what way can the Council
justify this and when will this decision be reversed?
Regards,
Marie Hughes
