The petitioner, a social worker, has been trying to rescue his minor daughter and wife who were abducted and forced into sexual exploitation for 18 years. A joint operation by police led to their rescue, but the victims were not handed over to the petitioner despite Supreme Court orders, and the petitioner experienced continued neglect and apathy from law enforcement. The complaint demands state support for the rehabilitation of the victims, including security measures and counseling services.

India but not being handed over to the Social Worker cum
Petitioner by the Katiihar Police-reg.
Sir/Madam,
1. That undersigned is petitioner cum social worker in PIL
Petition W.P. (Crl.) 137/2021.
2. That the order dated 02.05.2022 in W.P. (Crl.) 137/2021
passed by this Hon’ble Court observed that if petitioner has any
grievances, he may work out the remedies in accordance with Law.
3. That the joint operation has been conducted by Delhi, UP and
Bihar Police to rescue the Victim minor girl and her mother and
being departed through Mahananda Express, Delhi to Alipurdwar
bound train on 05.05.2022 and reached the train to Katihar on
6.5.2022 at 9:10 AM.
4. That petitioner has been shown the victims under Muslim
Burka garment dresses at the time of check out from Laxminarayan
Dharmshala, Church Road, Fatehpuri, Old Delhi-6 by the family of
Mukesh Sinha R/O Bhagalpur.
5. That victim unfortunately is wife and daughter of petitioner
cum social worker who had been hijacked by the nexus of State,
Missionaries NGOs, Mafia and International Sex Racketeers 18
years ago and being pushed into the brothels of Gulabbagh Purnea
by trading community Marwari Jain, Mukesh Sinha, Talib Khan
R/O Gaya, Dilip Jha, Rakesh Srivastava and all JNU associates.
Marwari Jain Bairwa, Mr. Banti Bubna, Rakesh Bubna S/o
Shyamar Bubna owner of Ranisati Petrol pump in Sonaili and Arun
Dokania, Mantu Dokania S/O Girdhari Seth R/O Sonaili having
inter connection with Gulabbagh Purnea and Sadar Bazar, G.B.
Road New Delhi.
6. Thereafter victim is being snatched by different mafia and
gangsters depending upon the power equations and circumstances

2. and being pushed into different brothels across world. Some of
them are like Sonagachhi, Kolkotta, Varanasi, G.B Road Delhi,
Shastri Park Delhi, Russia, China, United States of America etc.
7. That the petitioner’s whole families, siblings and their minor
children are being made hostage by this International sex
racketeers since 18 years and being pushed into the business of
flesh trade forcefully with fear in the area of JNU, Munirka, Vasant
Kunj, Palam, Dwarka, Janakpuri, Gurgaon, G.B Road, Shastri Park
Delhi, Shukkar Hat sonaili, Purneaa, Katihar etc..
8. However, the petitioner was totally unaware of this fact and
being kept engaged under the treatment of the ailing parents, abuse
of court process on the one hand and sexual abuse of his families.
Siblings and their minor children on the other hand by these nexus.
(Cogress+BJP+RSS+AAP+Judiciary+Advocates+beauracrats+
Mafia gangsters+missioneries NGOs+International sex racketeers.
9. That the sex abusers had hijacked the petitioner’s families
from the rented house of driver Rajesh Yadav at Raj Nagar Part-2,
Palam colony with the forceful help of her father S.N Poddar, Asst.
Manager (RC), Barauni Refinery, Indian Oil Corporation on 15th
April 2005 and trafficked her away to Dhanbad while she was
pregnant and being thoroughly sexually abused initially by justice
S.B Sinha thereafter by others.
10. That the victim appeared before the District court Dwarka, at
New Delhi ON 09.02.2011 with her Rajput caste counsel and filed
Vakalatnama but not filed written statement and not contested the
case HMA 700/2010 before Principal Judge Deepa Sharma, Family
Court, Dwarka at New Delhi further.
11. After 18 years of wondering and roaming across the country,
after killing of his both ailing parents, petitioner got stranded in
complete lockdown during COVID-19 at Shastri Park Delhi area in
2020 and conducted a rescue operation for minor girls through
W.P.(Crl) 242/2021 and got a lead for his own families and his
own minor daughter, immediately rushed towards Sonaili Bihar to
collect some prima facies evidence to produce before the court of
law.

3. 12. During the year long stay in 2021 at Sonaili, petitioner has
collected the evidence of gang rape of his families, siblings and
their minor children by Sidharth Mohan Jain, S.P.Katihar amidst
the public crowd of Bhagwat from 28.02.2016 to 06.03.2016.
Thereafter no F.I.R is being registered by Bihar Police till date.
13. Looking by standard apathy of police and aggrieved by the
false Action taken Report (ATR), the petitioner filed an
Interlocutory application N0.66686/2022 for
Impleadments/intervention a in W.P.(Crl) 137/2021 on 30.04.2022
before supreme court of India.
14. Thereafter order is being passed by supreme court of India in
W.P.(Crl) 137/2021 on 02.05.2022 and the rescue of the victims
(from the Varanasi brothels captured by Digvijay Singh R/O Patna
and Delhi, Vinit Mishra R/O Varanasi) being conducted by the
joint operation of Delhi, UP and Bihar Police and departed by
Mahananda Express Delhi to Alipurdwar bound train on
05.05.2022, reached at katihar on 06.05.2022 but victims not being
handed over by the police to the petitioner cum social worker cum
husband.
15. However, the Petitioner noticed some suspicious activity in
and around his residence at Sonaili midnight around 12:00 am on
7-05-2022 and came out of his house and saw her wife wearing red
clothes/dresses being kept at the house of neighbor Bechan Poddar
along with a middle aged man and dunked minor daughter
strangled illicitly with a middledaged man moved towards the
house of Ram Chander Sahni, a slum dwellers in front of
petitioner’s house.
16. Petitioner immediately informed the same to SHO Kadwa,
S.P.Katihar, DIG Purnea, IG Darbhanga, DGP Bihar, SHO Palam
Village, New Delhi through telephone 9540389759 and SMS
messages at around 12:49 AM.
17. After receiving information disclosing cognizable offence
under POCSO Act, illicit sex trade, child sexual abuse and
international human trafficking, once again state police has
shown/manifested its delinquent behavior towards the victims and
did not take any action till 3:00 AM. Whole night minors and her
mother being sexually abused by the abusers thoroughly.

4. 18. Hence, this complaint to initiate handing over process of the
victims to the petitioner cum social worker cum husband to start
rehabilitation process, behavior change process of the victims
within the family, if at all possible, with an active support of the
state.
19. Petitioner cum social worker needs the following support
from the state in the complete rehabilitation of victims:-
a) CCTV camera to be installed in and around the house
b)24X7 Security by state in civil dresses at the gate of house
c) Protection to the victims by the State.
d)Regular visit of female counselors in the presence of
Petitioner.
e) The regular assistance from the state as and when required by
the petitioner.
