Remixing Citizenship starts from the position that it is not young people that are disconnected from formal politics, but political institutions that are disconnected from young people.
The report sets a new agenda for debating the relationship between young people, the Internet and democracy. It argues that the nature of citizenship is changing – there is a generation moving to newer, more creative forms of participation and that new forms of communication are key to this. Young people are now able to sample and remix citizenship, picking out the desired elements and discarding those that lack relevance. Remixing Citizenship refers to the idea of adding one’s own innovation to the concept of citizenship.
To authorize the issuance of bonds, notes or other evidences of ondebtedness of the Government of the Virgin Islands (the "Government") and/or the Virgin Islands Public Finance Authority (the "Authority") in the aggregate amount of $87,000,000 for the purpose of: (i) providing funds to finance all or a portion of the costs of certain necessary public safety and other capital development projects listed in Section two (2) of this act (the "Capital Projects"); (ii) fund any necessary rerserves; (iii) pay the costs of issuance of the 2009 Matching Fund Revenue Bonds and 2009 Loan Notes (each as defined below); (iv) pay acrued interest if any, on the 2009 Matching Fund Revenue Bonds from their dated date to the date of delivery thereof; (v) authorize the Authority to enter into one or more Qualified Swap Agreements, as authorized under the INdenture (as defined below); and (vi) authorize the Government and the Authority to enter into certain agreements, pledge the Matching Fund Revenues (as hereinafterdefined) of the Government, and issue limited special obligation notes to secure repayment of such bonds, notesor other obligations; and to amend Title 11 Virgin Islands Code, Chapter 15, Section 951 to exclude agreements for financing or loans for contracts for sale of timeshare property from the operation of the Virgin Islands general usury staute.
