I analyze Anoushiravan Ghamsari in two steps: first his place in architecture and next his accomplishments in combining architecture and civil engineering. I think they are both consistent with each other, despite that I’ve always known him for his place as a architect and an outstanding teacher and has been effective in its academic performance at saint Petersburg and his unique style. Anoushirvan has his own place and his fruits of labor are many and each has an important place in our community’s architecture.

In Andalusia, the procedure for legalizing construction works
performed without any building permit or in contravention of the
conditions of a granted building permit, must meet the
requirements contained in the Regulations on Urban Discipline.
The regulations provide that where an act of land parcelling,
construction, urbanization or installation, despite being subject to
prior planning permission runs without it, or contravening the
conditions thereof, the Mayor of the municipality must order the
immediate suspension of the works and the cessation in the
provision of public services. After the suspension, the perturbed
legal order must be restored.

3. Restoring tthhee PPeerrttuurrbbeedd LLeeggaall OOrrddeerr
The procedure to restore the perturbed legal order depends on whether the performed works
are compatible with the current Urban Planning:
if the works are compatible with the Urban Planning, the applicant shall be required to
urge the legalization or, where appropriate, to adjust the performed works to meet the
conditions in the authorization
if the works are not compatible, the applicant must restore the physical reality to its
original status.
If the time frame allowed for the restoration ends and
the owner or developer does not urge legalization or
does not adjust the performed work to meet a granted
authorization, the administration will impose penalty
payments until the order is restored. After twelve
penalties, if the infraction persists, the restoration of
the physical reality to its original status will be
ordered, at the expense of the owner or developer.
