A MALTA
Tra tutte le missioni italiane presenti all’estero, quella
sull’isola di Malta è indubbiamente la meno nota, ma anche
la più longeva. Nata agli inizi degli anni ‘70, essa ha operato
nel Paese quasi ininterrottamente per circa quattro decadi,
concorrendo dapprima alla modernizzazione della nazione
e poi allo sviluppo delle sue forze armate. Acquartierata in
una palazzina all’interno di Luqa Barracks, sede dell’Armed
Forces of Malta (AFM), la Missione è guidata dal Settembre
2009 dal Colonnello Rocco Vastola dell’Esercito Italiano.
Dagli anni ‘70 ad oggi, i compiti e le funzioni assegnate alla
missione, così come la sua denominazione, sono mutati per
riflettere gli accordi di collaborazione siglati di volta in volta
fra Malta e l’ Italia.
Dall’assistenza alla cooperazione
La Missione italiana a Malta venne istituita il 1° agosto del
1973, con la firma di un apposito memorandum d’intesa su
richiesta del governo maltese e la costituzione della MICTM
(Missione Italiana di Cooperazione Tecnica e Militare)
in applicazione al progetto di cooperazione speciale nel
quadro dell’Accordo Italo - Maltese di cooperazione
Scientifica e Tecnica del 1967. Il fulcro su cui poggia l’
accordo tra i due Stati, oggi come allora, è la Missione
Militare Italiana: organizzazione interforze alle dipendenze
dirette dello Stato Maggiore della Difesa, costituita da
specialisti delle tre Forze Armate (Esercito, Marina e
Aeronautica, con l’aggiunta del Corpo della Guardia
Costiera). Lo scopo originario della Missione era quello di
costituire l’impianto di difesa militare maltese, diffondendo
la dottrina italiana, e fungendo anche da deterrente verso
chiunque manifestasse intenzioni espansionistiche nel
bacino Mediterraneo.
I compiti erano quelli di addestrare il Pioneer Corps per
lavori di pubblica utilità, di migliorare i collegamenti
telefonici e telegrafici sia interni che verso l’ estero, e di
riordinare il sistema di manutenzione e riparazione dei
veicoli di proprietà del Governo maltese. Sin dalla sua
originaria costituzione, la Missione è andata molto oltre gli
originali intendimenti, contribuendo in diverso modo negli
anni allo sviluppo del Paese. Il compimento delle principali
e vitali opere pubbliche (tra cui l’ampiamento della pista
dell’aeroporto internazionale e la costruzione delle
principali arterie stradali) ne sono testimonianza indelebile.
Nonostante il ruolo vitale per Malta ricoperto in quei primi
anni di vita dalla Missione, il 28 marzo 1979 essa fu ritirata
su richiesta del Governo maltese. è questo un periodo
di profondi sconvolgimenti politici e sociali per Malta. L’
allora Primo Ministro ultra socialista Dom Mintoff, era
intenzionato ad uscire dall’orbita di influenza occidentale
ed avvicinarsi ai regimi totalitari libici, cinesi e nord coreani.
Saranno proprio questi Paesi che, in questo periodo,
forniranno a Malta armi e mezzi, in parte ancora oggi in
uso. A Malta resta in questo periodo solo la componente
SAR (Search and Rescue) elicotteristica italiana. La
Missione fa il suo ritorno nel 1981, con la sottoscrizione
di un nuovo accordo tra i due governi, a seguito del quale
nascono due organismi: la DIATM (Delegazione Italiana di
Assistenza Tecnico Militare) e la MICTM (Missione Italiana
di Cooperazione Tecnica a Malta). Compito della DIATM
era quello di addestrare i volontari da inserire nelle forze
armate maltesi, nella polizia e di collaborare con la MICTM,
nell’attuazione di lavori di genio civile. L’attività di DIATM e
MICTM venne sospesa tra il Dicembre 1984 ed il Settembre
1985, fatta eccezione ancora una volta per il servizio SAR.
Il 14 luglio 1988 fu firmato un Memorandum di intesa tra il
Ministero della Difesa Italiano ed il Ministero degli Esteri
Maltese e fu istituita la MIATM (Missione Italiana Assistenza
Tecnico Militare), il cui contributo è articolato in due
branche maggiori. La prima concorre a garantire il servizio
di ricerca e soccorso (SAR) maltese con equipaggi ed
elicotteri dell’Aeronautica Militare, compreso la formazione
del personale. La seconda si riferisce all’addestramento sia
di base che avanzato, di aliquote del personale dell’AFM e
dello Special Assignments Group, unità SWAT della Polizia.

al suo interno. Il 25 giugno 2009, l’Italia ha ratificato un
nuovo Accordo d’intesa che prevede una diversa modalità
di cooperazione tra i due Paesi, confermando le reciproche
volontà di mantenere forti i legami tra due Stati, molto vicini
per cultura, tradizioni e obiettivi strategici. Con l’ingresso di
Malta nell’Unione Europea nel 2004, alcune delle condizioni
che determinarono il sostegno dell’Italia a Malta sarebbero
dovute decadere in forza del principio della pariteticità tra
Stati membri. Il nuovo memorandum, recependo il mutato
quadro di situazione, modifica l’assistenza in cooperazione
e definisce ambiti di maggiore integrazione delle AFM
anche in scenari internazionali. La denominazione della
Missione è quindi stata mutata in MICCD: Missione Italiana
per la Collaborazione nel campo della Difesa.
Organizzazione
La struttura della Missione è interforze, comprendendo
personale dell’Esercito, Marina, Aeronautica, e Capitanerie
di Porto, articolate su:
• Capo della Missione/Comandante di Corpo;
• Nucleo segreteria e amministrazione;
• Coordinatore e Ufficiali responsabili della cooperazione;
• Servizio AM SAR.
Compiti
A seguito della firma del memorandum d’intesa del 25
Giugno 2009, i compiti sono stati così riassunti:
• fornire all’AFM ogni strumento concettuale volto alla
crescita della componente difesa, nel rispetto dei principi
della standardizzazione, integrazione e interoperabilità
adottati dall’Italia e dall’UE;
• promuovere i programmi italiani del settore della Difesa;
• mantenere e rafforzare le interrelazioni bilaterali con la
Repubblica di Malta;
• individuare e supportare le professionalità/capacità “a
tempo” da inviare a Malta (Mobile Training Teams delle
forze armate italiane);
• collaborare al servizio di ricerca e soccorso (SAR)
mediante lo stazionamento a Malta di elicotteri italiani
equipaggiati per le operazioni SAR e l’addestramento di
equipaggi delle AFM.
Nel contesto della collaborazione nel campo della
sicurezza, vengono svolti periodicamente corsi di Tactical
Medicine, Helicopter Procedures, Fire Fighting, Merchant
Traffic Control, Peace Keeping, Humanitarian Demining,

Driving, per la conduzione dei quali è spesso richiesta la
presenza di figure professionali specifiche provenienti
da reparti italiani (è il caso dei corsi svolti con la Brigata
Paracadutisti “Folgore” od il “Col Moschin”). L’Italia
collabora con Malta al servizio di ricerca e soccorso con
due elicotteri tipo HH-212, per 360 giorni all’anno 24 ore
al giorno. I voli sono condotti con equipaggi misti italo-
maltesi (un pilota ed un operatore di bordo italiani insieme
ad un copilota ed un aerosoccorritore maltesi), pertanto
la cooperazione SAR comprende anche l’addestramento
degli equipaggi maltesi impiegati sugli assetti italiani.
Al riguardo, il Servizio AM SAR opera quale CAE (Centro
Addestramento Equipaggi), rilasciando anche le abilitazioni/
qualifiche ai piloti ed aerosoccorritori dell’AFM. Le
principali tipologie di intervento, svolte giorno e notte, su
terra e su mare sono:
• ricerca (SEARCH) dispersi/naufraghi;
• recupero (RESCUE) ammalati/traumatizzati;
• evacuazione medica (MEDEVAC)
La tipologia di interventi per i quali puó essere chiesta la
collaborazione dell’assetto AMI SAR, verificata la casistica
media d’impiego e fatte salve le valutazioni del Capo
Missione, comprende anche:
• sostituzione di equipaggi/assetti SAR maltesi a causa di
sopraggiunta indisponibilità/inefficienza;
• attività diverse ad interesse maltese:
- per eventi aeronautici e/o del settore Difesa;
- per eventi di risonanza nazionale e/o pubblica utilità;
• esigenze nazionali di natura addestrativa, operativa,
logistica o relative ad attività chieste per il tramite dello
Stato Maggiore Difesa italliano.
Il Servizio AM SAR garantisce anche l’ efficenza dei due
vettori HH-212 impiegati a Malta. Nel merito provvede a:
• effettuare le previste ispezioni giornaliere/mensili con il
personale specialista italiano;
• garantire una scorta di magazzino di pezzi di ricambio al
fine di supportare l’attività manutentiva;
• gestire il materiale Air Ground Equipment;
• effettuare tutte le ispezioni al materiale di sopravvivenza
imbarcato a bordo dei velivoli.
L’attività SAR, rappresenta oggi i due terzi di tutte le attività
svolte dalla Missione e, a causa del consistente carico di
lavoro, gli apparecchi sono sottoposti a stretti controlli,
con fermi tecnici effettuati ogni 25 ore di volo. La Missione
svolge regolarmente anche esercitazioni ed attività culturali
(marce topografiche, esercitazioni di tiro, mantenimento
dell’efficienza operativa, visite culturali, seminari) ed attività
di pubbliche relazioni con Croce Rossa, Protezione Civile,
Università di Malta, scuole locali, e mass media.
Conclusioni
Il costante contributo italiano a Malta attraverso la Missione
Militare ha consentito il conseguimento di eccellenti
traguardi per le AFM, oggi ad un livello di assoluto
pregio. Testimonianza è l’importante obiettivo raggiunto
con l’impiego fuori area di un ufficiale maltese presso il
contingente Italiano in Libano, prima reale proiezione ed
integrazione terrestre di personale dell’AFM in un contesto
internazionale. Le esercitazioni aereonavali annuali
denominate “Canale”, “Nautilus” e “Nettuno”, continuano a
mirare all’incremento della cooperazione, della sicurezza
e della stabilita’ nel Mediterraneo. La missioni addestrativa
Italo-Maltese “Terra Ferma” è un altro impegno periodico
dove l’AFM coopera partecipando a complesse attività
simulate, finalizzate al Peace Keeping. Negli anni, oltre allo
sviluppo di programmi di formazione ed addestramento, é
stato avviato e completato un complesso piano di cessione
di mezzi e materiali alle Forze Armate Maltesi, completato
nel mese di novembre 2009. Il risultato é stato quello
di uniformare taluni equipaggiamenti terrestri, navali
e aerei a quelli Italiani, con l’evidente coinvolgimento
dell’industria italiana al mantenimento ed al sostentamento
degli stessi. A tale fine, costituiscono le fondamenta
per futuri rapporti industriali nell’interesse delle due
nazioni la cessione di un Pattugliatore Classe Diciotti P61
(costruito da Fincantireri), nave maggiore della Marina
Maltese e di unità minori per la vigilanza delle coste e
l’avvio di vari progetti di collaborazione con le principali
industrie italiane. In conclusione la Repubblica di Malta
e l’Italia beneficiano, oggi, dei frutti della lungimiranza di
chi questa cooperazione ha voluto, progettato e realizzato
ben trentotto anni fa. Grazie alla MIATM, le Forze Armate
Maltesi e Italiane parlano oggi un linguaggio comune,
fondamentale nel caso di interventi SAR marittimi, ove la
capacità di cooperare è la chiave di riuscita di ogni singolo
intervento.

3. Tactical News ha incontrato il Colonnello Rocco Vastola, che ci ha parlato del suo
ruolo di Capo Missione e dei rapporti con le forze armate maltesi.
Tactical News Magazine: la collaborazione fra la Missione e le forze armate
maltesi è uno dei punti saldi del memorandum d’ intesa firmato dai due Paesi.
Come, ed in che modo, questa collaborazione si traduce nei rapporti fra lei e la
sua controparte maltese?
Col. Vastola: La missione a Malta ha una storia lunga, ricca di testimonianze
solide distribuite su tutto il paese, che ha contribuito a consolidare i rapporti
fra i due Paesi. Il rapporto leale e sincero tra i Comandanti sono l’espressione
concreta di questi rapporti. Le attività della Missione nascono dal costante
dialogo tra il Comandante dell’AFM, il Generale Martin G. Xuereb, ed il Capo Missione.
Insieme si individuano le esigenze, si analizzano le soluzioni, si prospettano le proposte. I rispettivi staff lavorano ai
progetti esecutivi per l’attuazione ed il controllo dei risultati. A partire dai Comandanti fino ai minimi livelli esiste un
rapporto di stima e di fiducia reciproca, che va anche oltre gli ambiti di servizio.
TNM: La Missione può anche essere considerata come un’ ambasciatrice dell’Italia a Malta. Come vi relazionate con i
media locali e quali sono le attività di pubbliche relazioni che vengono realizzate per promuovere le vostre attività?
Col. Vastola: La comunicazione è sicuramente uno strumento strategico che consente di conseguire importanti
obiettivi ad ogni livello. La Missione é vicina ai media per veicolare quell’immagine di italianità che ci contraddistingue.
Indubbiamente, quando la comunicazione tratta la sfera militare, è necessaria estrema cautela. La Missione assicura
comunque anche l’esercizio di attività non esclusivamente militari, come il SAR, alle quali abbiamo deciso di dare
maggiore enfasi nei rapporti con i media. In passato la Missione aveva un ruolo di più facile visibilità. Il concorso alla
costruzione di opere pubbliche consentiva una maggiore vicinanza con il Paese ed un impatto più immediato con la
comunitá maltese, a differenza delle attività odierne rivolte al concetto più allargato di cooperazione nel campo della
difesa. Ovviamente, costruire una strada o un ponte, ripristinare un edificio, incrementare le capacità operative di un
aeroporto, etc. hanno un effetto sicuramente più vicino alle esigenze dell’opinione pubblica. Oggi, essendo mutati i ruoli
della Missione, anche la nostra comunicazione è mutata conseguentemente.
TNM: Quali sono i cambiamenti che, in qualità di Capo Missione, ha progettato di introdurre?
Col. Vastola: Al mio arrivo a Malta nel Settembre 2009, la Missione si trovava in un momento di cambiamento radicale,
in virtù della firma del nuovo memoradum d’intesa, finiva l’assistenzialismo e stava nascendo la collaborazione, che
determinava una nuova visione del nostro ruolo a Malta. Questo mi ha aiutato moltissimo, avendo nei miei passati di
servizio maturato esperienze nel settore del rinnovamento e operato con lo sguardo sempre rivolto al futuro. Il nuovo
MoU non é uno strumento rigido, consente nell’ambito di una determinata gamma di campi di collaborazione italo
maltesi, di selezionare le attività di maggiore interesse, disegnare i percorsi progettuali, quindi procedere all’esecuzione
ed al successivo controllo dei risultati. Abbiamo iniziato il nuovo percorso indicato dal Memorandum of Understanding
(MoU) operando una riorganizzazione di tutti i settori funzionali della Missione, adeguandoli agli standard nazionali ed al
passo dei tempi moderni. A seguire, sono state definite le nuove procedure di lavoro ed il ciclo di cooperazione.
Il 2010 è stato per noi transitorio, necessario per rodare il nuovo assetto organizzativo funzionale della Missione e l’anno
della chiarezza per individuare le macro-aree di cooperazione ove allocare le future attività. Sicuramente il 2011 sarà
l’anno dell’effettivo nuovo cammino italo maltese sulla collaborazione nel campo della Difesa.
TNM: Esistono degli obiettivi che si prefigge di raggiungere durante il suo periodo di comando della Missione?
Col. Vastola: Mi piacerebbe sicuramente completare il processo di transizione della Missione, esaurire le attività ancora
collegate con la vecchia assistenza alle AFM e considerare a regime il ciclo di cooperazione previsto dal nuovo MoU.
Avere la possibilità di completare questo processo potrebbe essere per me l’obiettivo professionale più qualificante
come Capo Missione. Ricordo, tra le altre cose, che al mio arrivo a Malta, la Missione aveva ancora la gestione di un
parco mezzi pari a circa una sessantina di unità, tra mezzi tattici, commerciali e del genio. La completa cessione di
questi mezzi alle AFM, che ha determinato il completo svuotamento di ogni competenza gestionale attribuita alla
Missione, è stato lo start per dedicare ogni risorsa al cambiamento. Spero che come nel passato la presenza italiana a
Malta possa continuare a costituire un solido segnale di amicizia e stima tra i due paesi.
