Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

1. Core updates from Google periodically change how its algorithms assess and rank websites and pages. This can impact rankings through shifts in user intent, site quality issues being caught up to, world events influencing queries, and overhauls to search like the E-A-T framework.

Ismeretes, hogy 2016-ban az EU Bizottsága felülvizsgálja a NUTS-rendszerbe sorolt tervezési-statisztikai
régiókat. A tagállamok a NUTS2 régiók lehatárolását vagy annak megváltoztatását kezdeményezhetik, és
ez Magyarország esetében több ok miatt szükséges:
A Közép-magyarországi tervezési-statisztikai régió lehatárolása anakronisztikus eredményt hozott.
1. Ez nemcsak Pest megye problémáját okozta.
Mindösszesen és érdemtelenül visszafogja az ország EU-s forrásokból való lehetséges,
történelmileg is és reálisan is megillető részesedését, fejlesztésének támogatását.
Jelentősen hozzájárul ahhoz a negatív eredményhez, ami az összes ex-ante jelentésben és
mutatóban kifejezésre került, hogy a területfejlesztési olló az ország középső, nyugati valamint
keleti fele között szinte változatlanul fennmaradt a rendszerváltoztatás óta.
2. Budapest esetében az erőteljes fejlődési dinamika még korántsem jelenti annak a fejlett
állapotnak az elérését, amivel egy szintre kerülhetne például Luxemburggal, Párizzsal, Londonnal,
és, hogy Európa e fővárosaival jó eséllyel tudná felvenni a versenyt.
EU-s támogatásra1
fővárosunknak is szüksége van. Első sorban a múlt század második felében
elmaradt fejlesztések, felújítások miatt, és azért, hogy fair módon versenyképes legyen legalább
a környező országok fővárosaival, tartományi központjaival (Béccsel, Frankfurttal, Münchennel,
stb.).
3. Pest megye közismert problémájára pedig elég csak utalni.
Mindezek azonban túlmennek csak Budapest és Pest megye szétválasztásának kérdésén.
A teljes magyarországi NUTS2 lehatárolások felülvizsgálata és változtatása vált időszerűvé, és ennek
keretében van alternatív megoldás a közép-magyarországi problémára is.
Még a teljes jogú EU-tagságunk előtt került lehatárolásra Magyarországon a hét területi-
statisztikai régió és belépéskor ezeket ismerte el NUTS2 szintű régióknak az EU.
Viszont ez a hét NUTS2 szintű régió nem vált szervessé, nem alkalmas közigazgatási funkciók

ellátására, és a konkrét lehatárolásuk szempontjai pedig nem tartalmaztak valós gazdaság- és
társadalom földrajzi entitást, végül is bürokratikus, technikai szerepük van.
Ezért is kellett visszaállítani a megyei/fővárosi szintre a hazai területfejlesztési intézmény-
rendszert.
Ezek a régió-lehatárolások csak az EU forrásainak eléréséhez szükséges adminisztratív feltételek
megfelelését szolgálják.
A statisztikai célú területi egységek nómenklatúrájában a NUTS 2 szint lényege tulajdonképpen az
Európai Regionális Fejlesztési Alap és az Európai Szociális Alap forrásaihoz való applikáció
szabályozása.
Ehhez viszont a jelenlegi magyar NUTS2 lehatárolások előnytelenek, nem életszerűk és nem
szolgálják kellő hatékonysággal sem az EU-, sem a magyar fejlesztési célokat, politikákat.
Magyarországtól, mint tagállamtól is természetesen elvárható, hogy valamennyi NUTS2 régiója
versenyképes legyen, és, hogy az ország kikerüljön a támogatott körből és legyen pozitív
befizetője Magyarország az EU-nak.
Csakhogy ehhez ténylegesen versenyképes állapotba kell hozni, fel kell zárkóztatni, amihez
bizonyára még több ciklus szükséges legalább a jelenlegi fejlődési trend mellett.
Ezért Magyarország – benne fővárosának - erőteljes és valós versenyképessé válásához, még a 2020.
utáni ciklusban is célszerű, hogy a magyar NUTS2 régiók az EU által legjobban preferált, az úgynevezett
„kevésbé fejlett” régiók csoportjához tartozzanak, még ha az EU strukturális és kohéziós alapjai, a
konvergencia szempontjai és mérése a későbbiekben máshogy is alakulnának.
A magyar regionalizmus problémáját megoldó és a jelenleginél jobb alternatíva létrehozható, amely
nem tartalmazza, hanem megoldja a közép-magyarországi NUTS2 régió problémáját,
benntartja valamennyi magyarországi régiót – Budapesttel együtt - a legnagyobb mértékben
támogatott régiók között,
miközben ezek nemcsak tervezési-statisztikai, hanem egyben szerves, identitási régiókká válnak
és
jobban szolgálják nemzeti és geopolitikai érdekeinket is, továbbá
változatlanul hagyja a megyék, a főváros fejlesztési, területfejlesztési kompetenciáit.

Javaslat a Kormány számára a tervezési-statisztikai régiók lehatárolásának módosítására:
A rendező elv az ország természeti, történeti és gazdaságföldrajzi determinációjának három
alapeleme: a Duna, a Tisza és a Balaton.
A Duna menti megyék és Budapest, Nógrád megyével kiegészülve együtt olyan NUTS2 régiót
képeznek, amely így az EU kohéziós politika rendszerében a legtámogatottabb régiók
kategóriájába kerül, benne nemcsak Pest megye, hanem Budapest is.
A nyolc megyei2
és a fővárosi egy főre jutó bruttó hazai termék (PPS) együttes aritmetikai átlaga
2012-ben3
64,6 %(!), ami az EU-27 átlagának 75 %-a alatt van.
Élve a 2016-ban, az EU-jogszabály adta lehetőséggel,
érintetlenül hagyva a megyei/fővárosi fejlesztési, területfejlesztési kompetenciákat,
a hét helyett
három, NUTS2 szintű „nem közigazgatási” régió
jönne létre a következők szerint:
1.) DUNA-VÖLGY RÉGIÓ:
nyolc megye+főváros együttes PPS=64,6%,
javasolt elnevezés: Danubia,
2.) TISZA-VÖLGY RÉGIÓ:
hét megye együttes PPS=43%,
javasolt elnevezés: Hunnia4

Megfelelés a statisztikai célú területi egységek nómenklatúrájának (NUTS) létrehozásáról szóló Európai
Parlament és a Tanács 1059/2003/EK rendeletének (2003. május 26.)6
:
A NUTS2 méretű közigazgatási egység Budapesten kívül Pest megye, amelyre vonatkozóan
felmerült, hogy saját régió-státuszt kapjon, miképpen a főváros is, és megszűnne a Közép-
magyarországi régió.
Ez a megoldás kevésbé elégséges és újabb kérdéseket generál, valamint az alább felsorolt
előnyök elmaradnak.
A fenti alaprendelet 3. cikk (2) bekezdésében a közigazgatási egységek méretezésétől7
eltérhet
az a NUTS2 szintű régió, amely nem közigazgatási egység.
Sem a meglévő, sem a fenti keretben javasolt magyarországi NUTS2 régiók nem közigazgatási
egységek, és az új, javasolt régiókra érvényes a 3. cikk (5) bekezdése szerint: „e NUTS-szintet
megfelelő számú, egymással határos, meglévő kisebb közigazgatási egység összevonásával kell
képezni. Az ilyen összevonás olyan vonatkozó ismérveket vesz figyelembe, mint a földrajzi,
társadalmi-gazdasági, történelmi, kulturális vagy környezeti körülmények.”
A javasolt Duna-völgy/Danubia, Tisza-völgy/Hunnia és Balaton térsége/Pannonia régiók sajátos
földrajzi, társadalmi-gazdasági, történelmi, kulturális vagy környezeti körülményei nyilvánvalóak
és beágyazottabbak.
A közigazgatási régiókkal megegyező küszöbértéket
határoz meg a rendelet a nem közigazgatási régióknak
is, de esetükben az eltérés megengedett, miszerint a
„nem közigazgatási egységek – sajátos földrajzi,
társadalmi-gazdasági, történelmi, kulturális vagy
környezeti körülmények miatt – eltérhetnek a fenti
küszöbértékektől”, amelyre vonatkozóan a Bizottság
eljárásának vonatkozó szabályait kell alkalmazni.8
És valóban az EU tagországok NUTS2 régióinak közel
egyötödének a lakosságszáma a küszöbérték (3 millió
fő) felett van. Ezért a „Duna-völgy régió” 5,46 millió fő
és a „Tisza-völgy régió” 3,26 millió fő lakosságszáma9
elfogadtatható.
A három NUTS2 régió rendezését ki kell egészíteni a
NUTS1 szint meghatározásával, melyre javasolt, hogy – hasonlóan a közepes-, kisebb EU-s
országokhoz – Magyarország legyen NUTS1 régió.

Hátrányok:
Célszerű számolni azzal, hogy a NUTS2 lehatárolás bejelentését követően a változtatásnak a
Bizottsággal való elfogadtatási procedúrája annyiban nehezebb lesz, hogy a Magyarország
számára biztosított EU-s források abszolút mértékben és/vagy arányaiban megnövekednek,
mivel teljes területe jogosult lesz a legnagyobb intenzitású támogatásokra. Ezért az ex ante
jelentésekben kifogásolt területi fejlettségi aránytalanság fontos indok lehet az érvelés során.
Bármennyire is előnyös költségvetési és államszervezési szempontból a régiók számának, fenti
módon történő háromra csökkentése, a javasolt NUTS2 szintek lehatárolását, az átalakítást
valószínűleg szubjektív tényezők hátrányosan befolyásolhatják, akadályozhatják.
Ilyen szubjektív elem lehet például a testületi, munkaszervezeti vezetés és egyéb személyi
kérdések, vagy a régiószékhelyek ügye, vagy kevésbé releváns, partikuláris kérdést fő feltételnek
való beállítása.
Mindezek azonban iterációval, technikai jellegű szervezési eszközökkel megoldható kérdések,
amint a politikai döntéshozó, a Kormány elfogadja a javaslatot.
Előnyök:
Magyarország NUTS2 régióinak lehatárolása azért is változtatható és méretezhető viszonylag
rugalmasabban, mert azok az EU-rendelet szerint „nem közigazgatási régiók”.
Az EU által legjobban támogatott NUTS2 régiók csoportjába fog tartozni mindegyik
magyarországi megye, Pest megye is és a főváros is;
Magyarország geopolitikai érdekei a javasolt régiókkal jobban
érvényesíthetők.
Igazodnak
a Visegrádi Együttműködéshez,
a nemrégiben kezdeményezett Adria- Balti- Fekete-tengeri
összefogáshoz,
az EU makro-regionális stratégiáihoz (Duna, Alpok, Adria- Ion),
a transz-kontinentális főközlekedési rendszerhez (EU TENT-T) és az ország térhálós
közlekedési infrastruktúrájának létrehozásához;
Nemzeti érdek a leszakított nemzettestekkel, régiókkal való interregionális kapcsolat
erőteljesebbé és intenzívebbé válása. Kelet-Szlovákia, Kárpátalja, Szatmár, Partium, Bánát
magyarlakta térségei (Szlovákia, Ukrajna, Románia, Szerbia) felé a „Tisza-völgy régió”, északon
Csallóköz, Nógrád, délen Bácska, Szerémség, Dráva-mente (Szlovákia, Szerbia, Horvátország) felé
a „Duna-völgy régió”, Mura vidéke, Őrvidék (Horvátország, Szlovénia, Ausztria) felé a „Balaton
térsége régió” hatékonyabban tudja szervezni, szolgálni ezeket a kapcsolatokat.
A magyar emberek és a turisták számára áttekinthetőbbé válik a magyarországi regionalizáció,

mivel e három régióhoz valós identitás köthető. A régió-marketing és kommunikáció, a turisztikai
promóció érthetőbbé, „blikkfangosabbá” és vonzóbbá válik.
A világpiacon hasonló márkaként jeleníthető meg e három magyar régió: Pannónia, Danubia,
Hunnia, és legalább úgy pozícionálható, mint például a spanyol Granada, az olasz Toscana, a
francia Provence.
Nógrád megyének a közlekedési, gazdasági, foglalkoztatási orientációja inkább a főváros és a
Duna menti megyék irányában domináns és nem Miskolc, Borsod-Abaúj-Zemplén és Heves
megye felé.
A Duna, a Tisza, a Balaton térségi kiterjedése szervesebb kapcsolatot és integrációt hoz létre a
települések, járások és megyék között.
Mindhárom régióban arányosabbá válik a természetföldrajzi (helyvidék, síkság, felszíni vizek)
eloszlás is.
A szakágazatok fejlesztési programjai komplexebben, jobban kitölthetik a teret, optimálisabban
kihasználhatják a természetföldrajzi adottságokat és a transz-nacionális relációkat.
Magyarország „kék banánja” a Duna völgye10
, amelynek erőteljesebb kisugárzása és pozitív
húzóhatása lesz úgy a leghátrányosabb térségekre, mint a másik két régióra. A főváros-
centrikusság kedvezőtlen hatása mérséklődik. Ehhez az országon belüli interregionalizáció is
kedvezőbbé válhat, mivel mindhárom régió a konvergencia-régiókhoz fog tartozni.
Az, hogy a NUTS2 régiók száma néggyel fog csökkenni adminisztratív és szervezeti, költségvetési
szempontból is előnyösebb lesz.
